Consultant to Document a Case Studies on the Hilton Foundation Project

Project Background

Recognizing the disparity in the humanitarian system dominated by UN agencies and INGOs, the Hilton-funded project was designed to shift power to local actors. By supporting local and refugee-led organizations (LNNGOs, RLOs, and RLGs), Oxfam has supported local organisations to not only deliver humanitarian assistance and contribute to peacebuilding. The project has strengthened local NGO’s by enhancing their capacity, structures, and systems, allowing them to navigate complex funding processes and effectively represent refugee needs.

To showcase this impact Oxfam in Africa is seeking a creative videographer/photographer and documentation expert to produce compelling visuals and case studies/stories from Ethiopia and Uganda. The content will highlight the transformation the Hilton project has ignited among stakeholders and the changes delivered by empowered local actors in their communities, and the influencing impact realised at actors at local, national, and regional levels.

Scope of work:

  • Produce human-interest stories that highlighting how empowered local NGOs can drive meaningful change in their communities, showing their direct impact and demonstrating how local actors, being closer to the communities are more effective in understanding and addressing refugees needs.
  • Produce edited and B-roll footage story capturing “a day in the life” of two families/(preferably women-led households)/ actors or supported organizations showcasing their resilience and transformative change realized in the communities due to support received from Hilton project. We documentation will be done in Uganda and Ethiopia (One video, two stories, and action photos from each of the locations, Gambella in Ethiopia, and South Western Uganda).
  • One story should follow a local partner staff member through their day, showcasing their engagements with communities/ refugees, organizing vital events, and driving initiatives that empower and support refugees and host communities. The story should highlight the impact of local leadership in humanitarian response. Another story will focus on the impact the project has had on influencing duty bearers and local, national, and/or regional level.
  • Produce 40 still photos capturing creatively the profiles of each of the main character, their family and their environment showing how the affected communities cope with the lack of support coupled with climate extremes and local NGO’s response and engagement with the community. At least 20 photos need to show Oxfam partners in action as they engage the refugees and communities they live in (e.g. something with a logo).

The consultant should ensure that informed consent procedures are followed, using Oxfam’s informed consent template, and that all completed/signed consent documents are handed over to Oxfam, along with the video files (all rushes included).

  • The subjects should be selected to capture a diversity of perspectives on the crisis, e.g. capturing a displaced single mother, People with Disability (PWDS), and local partners we work with, (taking special care to adhere to Oxfam’s ethical guidelines).
  • The B-rolls and photo stories should follow selected subjects through a day in their lives (and the lives of their dependents/families) as they work to cope with the effects of being refugee/ returnee from conflict related cause but who also face climate and hunger crisis.
  • The content should highlight their resilience despite the need for immediate and decisive action. It is very important not to portray these individuals in a victimized or a stereotypical way (e.g. sad mother with her children). The pictures should show strength and resilience, and how people are managing to cope despite the difficult circumstances in which they live.
  • Interviews conducted in local languages to authentically reflect community voices and perspectives.

Deliverables

The consultant will provide:

  • 3 videos which includes B-rolls and edited films from the different featured subjects
  • 40 High-quality photographs/stills on the same subject matter described in the “scope of work” section above.
  • Collection of photos that would form a narrative for a photo story, with captions.
  • A minimum of two short case studies/stories per country
  • Properly filled and signed consent forms for ALL subjects in videos, case studies/stories, and photos.

PHOTOS

  • Photos must be delivered in a Hi-Res format suitable for social media, and fulfil the following additional usability criteria:
  • Photographed from a variety of angles (e.g. wide and medium shots, close-up portraits and extreme close ups
  • At least one close-up portrait of each participant is profiled in the videos showing strong eye contact (try to get a few so we can choose the best one)
  • Properly filled consent forms for ALL photography subjects, including separate forms for each child. (Oxfam would only use photographs of mothers with a child, not individual pictures of children).
  • Captions which include quotes for the person portrayed.

Requirements

The media company/consultant should have the following items, skills, and competencies:

  • Proven track record of content production for journalistic purposes in print, radio, or TV – with attention to compelling storytelling.
  • Access to the highest quality filming, light, sound, and editing equipment and drones.
  • Ability to operate under strict time limits and apply high production and technical standards to maintain a high level of professionalism.
  • Ability to communicate and conduct interviews in English (ability to speak local languages is an added advantage)
  • Track record of successful materials filmed in the region and/or on similar topics would be an asset.
  • A strong command of the English language and can operate on emails and share folders.
  • Should have valid registration certificates with the relevant authorities.
  • Should preferably have a USD bank account (though local currency accounts may also be accepted).

Reservation and Confidentiality

  • Oxfam reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines.
  • In the event of the producer ending the contract before delivering all agreed-upon products, a portion of the payments shall be returned to the Oxfam Office.
  • The contractor undertakes to maintain confidentiality on all information that is not in the public domain-and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment.
  • The Contractor shall undertake to refrain from promoting any political or religious beliefs in the filming movie which is the subject of this contract.

Duration of the assignment

The assignment is expected to take 25 working days from the date of signing the contract (spread over two months of April and May, 2025).

The contractor shall commence the work as soon as possible, immediately upon signing the contract, with all proper permissions from the regional authorities. A detailed inception report with timeline, detailed methodology, work plan (including shooting and story collection and processing schedule), team expertise, and financial proposal etc should be submitted within 5 working days of signing a binding service contract and work be delivered within 20 days. The rough cut of every phase of the video should be provided to Oxfam media lead, and program managers for review. All documents and materials remain the property of Oxfam.

Contractual work arrangements and supervision

The service will be hired under Oxfam terms of the contract and supervised by the Oxfam media lead solely to delivering the above outputs, within the agreed time frame. Oxfam as the client shall provide the necessary support to the consultants/service provider to execute the assignment during the duration of the consultancy. These shall include:

  • Access to relevant project documents necessary for the execution of the duties under this consultancy; Contact details of relevant people to be interviewed
  • No equipment will be purchased or provided by the Oxfam office
  • Any equipment needed to complete this assignment will be provided by the service provider.

The consultant (s) will be supervised by the Oxfam Communication Managers and Project Managers/Coordinators in countries and the Regional Communication Advisor at Regional level whom they will closely work with to ensure that all processes are adhered to. The Programme Effectiveness Lead will provide additional support to ensure that the documentation is delivered effectively.

Tax and VAT arrangements

Oxfam will deduct withholding tax from the consultancy fees if the consultant has no tax certificate which will be in conformity with the prevailing government rates and submit the same to the Government in country. The consultant will be entitled to a copy of the tax submission certificate on request.

Payment

The consultant will be paid 30% upon approval of the inception report and 70% upon submission and approval of the agreed products of the assignment. The technical fees will be subjected to statutory requirements like withholding Tax.
