CBM Eastern Mediterranean Programme (EMP) is seeking to recruit a consultant to support the country office to gather data and to conduct a situational analysis within the region, to systematize all points to develop a five-year strategic Country Plan.
QUALIFICATIONS:
- Outstanding previous experience in developing strategic country plans for international NGOs or relevant field
- Several years of experience in developing strategic plans for social development organizations
- Knowledge of the Middle Eastern Region
- Great knowledge of focus group and individual interviews and SWOT analysis participative and innovative tools
- Prior experience in working with INGOs
- Proven communication skills
- Knowledge in disability inclusion policies is an asset.
- Insight into barriers that persons with disabilities face.
- Knowledge in Humanitarian response and action
- Working knowledge and Report writing skills in English. Arabic language knowledge is a plus

Purpose:
To conduct a high-level situation analysis and facilitate the development of a 5-year Country Plan (CP) for CBM in close collaboration with CBM’s Eastern Mediterranean Program (EMP), with a focus on identifying critical needs, gaps, and opportunities in Jordan, Lebanon, and Palestine. The CP shall be aligned with CBM’s Strategy 2030 to support systemic, long-term change and inclusive development for persons with disabilities. CBM is seeking to commission a consultant to support EMP with addressing the following key elements:
- Facilitate a workshop with CBM’s EMP team to develop the strategic objectives of CBM’s EMP for a 5-year timeframe and consolidate the results as part of a draft country plan.
- Analyse the context and situation in the region and assess what resources including existing and potential donors, partnerships, and strengths EMP currently possesses to achieve the objectives developed in the workshop.
- Identify any gaps between current resources and those required to achieve the objectives.
- Support EMP to develop actionable recommendations and strategies based on SMART indicators to address the identified gaps and strengthen CBM’s approach to disability-inclusive development in the region.
Scope of Work:
The consultant will deliver the following components to support EMP in achieving a comprehensive understanding of the needs and resources, and, collaboratively with EMP, develop ideas that advance the EMP portfolio and create a sustainable impact:
- High-Level Situation Analysis:
A detailed situation analysis shall be conducted in Jordan, Palestine and Lebanon to better understand current conditions, risks and specific challenges and barriers that persons – particularly women and girls – with disabilities face and to identify critical needs, gaps, and opportunities for CBM and its partners.
Key Areas of Focus:
- Security and Safeguarding Risks: Provide a) a brief history and overview of conflict crime and natural disasters in the region, b) a short note to medical risks – also for visitors – and how the EMP team handles them, c) a statement on possible communal tensions between social or religious groups and underlying reasons, d) references to protocols in place to keep staff and visitors safe, e) hints to more dangerous areas (cities, parts of a country) and underlying reasons.
- Implementation of Disability-Inclusion: Assess the general context and the status of implementing inclusion for persons with disabilities, including progress on SDGs and CRPD implementation, identify shadow reports from civil society in case of availability as well as advocacy initiatives.
- Identify common intersectional protection risks and gaps needing attention.
- Humanitarian Needs and Disaster Preparedness: Analyse the humanitarian landscape and identify needs and potentials for disability-inclusive humanitarian aid and disaster risk reduction (DRR).
Output: A comprehensive situation and context analysis that includes tangible recommendations.
- Partner and Project Portfolio Review:
- Conduct a SWOT analysis of the current CBM partner portfolio in EMP to identify challenges, opportunities, lessons learned, and gaps and propose opportunities for improvement, considering particularly the needs of persons with disabilities.
- Based on the findings of the SWOT analysis, recommend potential new suitable partners for collaboration to diversify the partner portfolio.
Projects of potential new partners could:
- Mainstream MHPSS and Psychological First Aid (PFA) (disaster risk mitigation projects)
- Include protection planning, inclusive evacuation plans, building-back-better measures (humanitarian projects)
- Focus on livelihood opportunities (development projects: TVET, employment opportunities, MSME development; humanitarian aid projects: cash-for-work)
- Align efforts with the Humanitarian-Development-Peace (HDP) nexus and social cohesion
- Identify areas where partners can collaborate or strengthen each other’s efforts.
Output: An updated partner portfolio mapping with recommendations for developing existing and new partnerships that have the potential to enhance the impact of EMP.
- Stakeholder Analysis
- Map relevant local stakeholders, including OPDs, international donors, government institutions, clusters, working groups and development networks that could, contribute to partner collaboration and strengthening CBM’s work in the region, identify common goals of those stakeholders with CBM’s, and gaps in current stakeholder collaboration, and recommend additional stakeholders relevant for further in-depth collaboration.
- Develop strategies for engaging those stakeholders, including OPDs and government entities, and integrating their perspectives into CBM’s initiatives.
Output: A summary of the stakeholder analysis, including insights from stakeholder consultations and recommendations how to improve CBM’s visibility and coordination with key stakeholders that have a similar vison like CBM.
- Workshop with EMP to develop a draft of the regional plan:
- Based on the situation analysis, partner portfolio review, and stakeholder analysis, the consultant shall facilitate a workshop supporting theEMP team to develop a 5-year strategic plan for the region, aligned with CBM’s Strategy 2030, regional plan, fundraising strategies, the CBM Advocacy Plan 2030, the SDGs and national development plans and initiatives. The EMP strategic plan developed with facilitation of the consultant aims for a holistic, systemic change and shall include lessons learned from current implementations and input from the various stakeholders.
- Record and consolidate the results of the workshop with EMP contributing to the draft EMP country plan.
- Outline proposed actions and strategic priorities to address identified gaps and optimize program impact.
