FRAMEWORK OF THE CONSULTANCY
Médecins du Monde ASBL – Dokters van de Wereld VZW has been operating since 2016 in Croatia, registered as a foreign non-governmental organisation (NGO) in the country. Since that date, the organisation conducts programs supporting asylum seekers and members of Roma national minority. Through its Migration programme, MdM is active in Croatia since 2016 providing medical care to asylum seekers (including mental health and psychosocial support as well as support to health referrals) in both reception centers for asylum seekers of the country (Zagreb, Kutina). Since 2019 and through its Inclusion programme, the organisation is also supporting members of Roma national minority in 6 settlements in Međimurje County in accessing public healthcare system (and other related public (services) such as education, social welfare, employment, etc.)
With the objective to increase access to sexual and reproductive health and rights (SRHR) including woman-centred comprehensive abortion care in Croatia, especially for marginalized women (e.g. Roma women, women in migration and sex workers), MdM is looking for an external consultant that will assist the office in Croatia to analyse SRHR policies, access to sexual and reproductive health services and abortion in Croatia, mapping of key stakeholders and developing related strategic recommendations for MdM intervention plan.
As part of its efforts to guarantee SRHR for all, MdM advocates for a woman-centred Comprehensive Abortion Care (CAC). Woman-centred CAC refers to a holistic model of care which takes into account women’s individual physical and emotional health, circumstances and ability to access care. It includes a range of medical services tailored to each woman’s specific needs: induced abortion; treatment of incomplete, missed or unsafe abortion; compassionate counselling; contraceptive services including emergency contraception and related SRH services.
DESCRIPTION OF THE CONSULTANCY
The subject of this engagement is the development of four main deliverables:
- Policy analysis: analysis of the legal and structural framework of SRHR in Croatia. This analysis will need to include (but not limited to): national health policy, strategic objectives and action plans on SRHR; abortion legal framework; structural framework around Comprehensive Sexuality Education (CSE), contraception and safe abortion services; policies and regulations on access to services for some marginalized groups such as Roma women, women in migration, sex works.
- Analysis study on barriers to access to sexual and reproductive health services and abortion in Croatia: This analysis will explore the various barriers faced by women in Croatia regarding access to sexual and reproductive health services and abortion such as financial barriers, socio-cultural barriers, administrative, geographical barriers, etc. This analysis will have to include a sub-analysis focusing on specific barriers faced by some marginalized groups such as Roma women, women in migration and sex workers.
- Mapping of key SRHRH stakeholders: This analysis will identify and map key stakeholders and their roles related to access to sexual and reproductive health services and abortion. The mapping will have to include among others public institutions, governmental bodies, NGOs and CSOs, feminist organisations, advocacy actors, public figures, both allies as well as opposition groups.
- Development of related strategic intervention plan for Médecins du Monde Belgium (MdM-BE) office in Croatia: As a result of the three previous analyses, the consultant will issue evidence-based recommendations for strategic interventions of MdM Croatia to enhance access to SRHR and CAC especially for marginalized women. This analysis will help MdM-BE office in Croatia in its upcoming projects and what actions to prioritize in this field.
If relevant some parts of deliverables might be published and/or shared with some key relevant stakeholders.
The Consultant’s role will be to:
- Development of detailed methodology for development of these four deliverables (including data collection tools and data analysis methods)
- Development of detailed timeframe and timetable/calendar including estimated date of delivery for each deliverable
- Data collection
- Data analysis
- Deliverables and PowerPoint presentation of summary and main findings.

The submission package must include :
- A technical offer including the applicant’s updated CV and a description of the methodological approach envisaged to answer the questions and objectives outlined above, as well as a detailed timetable.
- A financial offer including a detailed financial proposal in EUR including in particular all envisaged costs.
The bidder’s attention is drawn to the fact that the total lump-sum price relates to one mission, it includes the fees and expenses inherent to the missions (travel and subsistence expenses) or any other expenses that will result providing consultancy services.
The candidate’s offer, the documents attached to it and the documents exchanged are written in English or Croatian.
By submitting its offer, the bidder accepts all the clauses of the Specifications and waives all other conditions. If the contracting authority finds, during the analysis of the bids, that the bidder has added conditions that make the bid imprecise, or if the bidder expresses reservations about the conditions of the Specifications, the contracting authority reserves the right to consider the bid substantially irregular.
