AIRD The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Tanzania, South Sudan, Ethiopia, and Uganda. AIRD’s objective is to offer operational technical support, including but not limited to: supply chain, logistics and infrastructure in partnership with relief and development organisations that focus on disaster-affected, poverty stricken and development-oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organisations and governments.
AIRD seeks to conduct a comprehensive salary survey to inform its compensation and benefits structure, ensuring competitiveness and alignment with market practices within its countries of operations This exercise aims to provide data driven recommendations to enhance employee attraction, retention, and motivation while maintaining internal equity and fairness.
To achieve these objectives, AIRD requires the services of a consultant to conduct a salary survey covering peer organizations in the development and NGO sectors. It will also design a professional salary scale for both national and international based on the survey and recommendations from AIRD management
Objective
The objective of the consultancy is to conduct an independent, transparent, and comprehensive salary survey and provide actionable recommendations on AIRD ’s remuneration structure, positioning it competitively within the development sector.
Scope of Work
In collaboration with the Human Resource Manager and Finance and Administration Director, the consultant will:
- Develop a detailed methodology for conducting the salary survey in Uganda and a Global survey for its international staff based in the 10 countries where AIRD operates
- Collect and analyse data on salaries, benefits, and remuneration practices from AIRD and benchmark AIRD ’s current salary structure and benefits against collected market data.
- Provide a comprehensive report highlighting trends, market positioning, and competitive gaps.
- Recommend a revised salary structure and benefits package, including grading structures and salary scales where applicable.
- Present findings and recommendations to senior management team
Deliverables
The Consultant will provide:
A proposal detailing the methodology, work plan, and list of comparator organizations in each country and, a comprehensive final salary survey report including:
- Executive summary.
- Detailed salary and benefits analysis.
- Benchmarking results.
- Recommendations for a revised salary structure and benefits package.
- Salary scale for national staff and international staff
- A presentation of findings and recommendations
Applicant’s Eligibility Criteria
Consultants must meet the following criteria:
- Proven experience in conducting salary surveys for NGOs, international organizations, or development agencies within Africa
- Strong knowledge of compensation and benefits frameworks and job grading systems.
- Demonstrated ability to collect, analyse, and present complex salary data.
- Familiarity with labour market trends and regulatory frameworks in Africa
- A track record of delivering high-quality consultancy outputs within tight deadlines

- Financial proposal indicating proposed fee and a breakdown of expenses (unit price together with any other expenses)
