Background of Islamic Relief Philippines
Islamic Relief-Philippines (IR-PH), a branch of the global humanitarian organization Islamic Relief Worldwide (IRW), has been operating in the Philippines since 2013. It provides emergency response, sustainable development, and resilience-building across some of the country’s most vulnerable and disaster-prone areas. Since its establishment, Islamic Relief Philippines has addressed immediate needs following natural disasters, such as Typhoon Haiyan, while implementing long-term projects that focus on livelihood support, disaster risk reduction, and community resilience. Through partnerships with local communities, organizations, and government agencies, it aims to improve the lives of those affected by poverty and crises, often empowering marginalized groups like women and children to foster lasting positive change and build resilient, self-sustaining communities.
Project Summary:
The proposed 30-month project intervention entitled Strengthening Livelihood and Climate Resilience for Ligawasan Marsh Communities in Mindanao (L-Marsh Project) developed by Islamic Relief Philippines is a contribution to the enormous work on climate change adaptation through natural means. The Ligawasan marsh is the largest and most important wetland in the country. The unclear management policy over this vast resource traversing two regions, three provinces, 20 municipalities and 1 city make the conservation work very challenging. Increased human activity, unregulated resource extraction and commercialization (mining of oil and gas; agricultural plantations) pose as threats to fragile biodiversity. Further, Mindanao and the areas where IRPh will implement the Project are considered conflict hotspots.
The Project’s overarching goal is to contribute to strengthening the livelihood and adaptive capacity to climate change, natural and man-made hazards of communities along the Ligawasan Marsh. It supports SDG goal # 13 which is to take action to combat climate change and its impacts.
IR-PH will facilitate greater accountability to communities and people affected by crisis and improve the quality of services provided to them. IR-PH is committed to continuously improving our systems, structures, and practices to consistently improve the quality and accountability of our development project.
Thus, mainstreaming, applying, and demonstrating Islamic Relief core values; Code of Conduct; the principles, standard, and commitment of the Core Humanitarian Standard (CHS) on Quality and Accountability, Gender Justice, Islamic Reliefs’ climate change policy, etc. And for example, the Minimum Economic Recovery Standards (MERS) and its applicable tool will be used for this project i.e., market analysis, value chain analysis, etc.
IR-PH will ensure that our development project will not cause harm to:
- The people we seek to support and their families and wider communities, concerning their safety, dignity, and rights.
- The functioning of communities, relationships between social groups, and state-society relations.
- The environment.
- Local markets and sustainable livelihoods.
OBJECTIVES AND SCOPE OF THE ENDLINE SURVEY/EVALUATION AND MARKET ANALYSIS
This evaluation is in line with agreed internal policies (IR MEAL framework) and external policies of the donor. The purpose of this evaluation is to assess overall performance of the project with reference to the outcomes and outputs as well as draw lessons for future project. This evaluation should take into consideration the OECD/DAC Evaluation Criteria to assess the performance of the project, as well as use the Core Humanitarian Standards (CHS) to evaluate the quality of the interventions and the aspects of accountability.
Specific Objectives
ENDLINE SURVEY
1. Assess Project Output, Outcomes and Impact
- Measure the extent to which project goals and objectives were achieved.
- Compare baseline and endline data to determine changes over time.
- Identify intended and unintended outcomes (both positive and negative).
2. Determine Project’s Effectiveness and Efficiency
- Evaluate how efficiently resources (financial, human, and material) were used.
- Determine whether the determined strategies and interventions were effective in achieving the desired results.
3. Identifying Lessons Learned and Best Practices
- Document key lessons from the implementation process.
- Identify best practices that can be replicated or scaled in future projects.
- Determine trends and factors influencing success or failure.
4. Informing Future Programming and Decision-Making
- Provide evidence-based recommendations for future interventions.
- Guide policymaking and program design for similar projects.
5. Ensuring Accountability and Compliance
- Demonstrate accountability to donors, stakeholders, and beneficiaries.
- Ensure that the project adhered to ethical, financial, and operational guidelines.
MARKET ANALYSIS
The primary objective of Market Analysis is to assess the market landscape to inform the development and implementation of the livelihood project. Specifically, the analysis will:
- Assess the market size and identify key economic sectors that could benefit the target population.
- Identify market gaps and opportunities for small and medium-sized enterprises (SMEs) and individuals to enter or expand in the local economy.
- Understand the supply and demand dynamics of products/services relevant to the target livelihoods.
- Identify key competitors, suppliers, and partners operating in relevant markets.
- Assess consumer behavior and preferences in relation to specific livelihood activities.
- Identify barriers to market entry and provide recommendations for overcoming them (e.g., access to finance, infrastructure, etc.).
- Map potential market linkages between local producers, suppliers, and consumers.
- Evaluate market trends and challenges that could impact the success of livelihood interventions.
Scope of the Endline Survey/Evaluation and Market Analysis
The endline survey will assess the relevance, effectiveness, efficiency, sustainability, and impact of the project interventions implemented.
Specifically, the evaluation will cover the following thematic areas:
1. Resilient Livelihoods and Social Protection
Evaluate improvements in household income stability, food security, access to social protection mechanisms, and livelihood diversification among marshland-dependent households.
2. Health, Hygiene, and Sanitation in Schools
Assess changes in access to WASH facilities, hygiene practices, and health outcomes among schoolchildren and staff in schools within the project area.
3. Natural Resource Management and Biodiversity Conservation
Determine the effectiveness of community-led resource management practices, conservation awareness, and biodiversity protection efforts within the marshland.
4. Gender-Responsive Community Planning and Climate Adaptation
Evaluate the extent to which community planning processes have become more inclusive, gender-responsive, and effective in addressing climate change, biodiversity, and conflict sensitivity.

METHODOLOGY AND APPROACH OF THE STUDY
Study Design
The Endline Survey/Evaluation and Market Analysis will be conducted in 10 Barangays/Villages in the Municipality of Sultan Sa Barongis and General Salipada K. Pendatun, Maguindanao del Sur.
These studies will employ a mixed-methods approach, combining both quantitative and qualitative data collection techniques for a comprehensive understanding of the socio-economic conditions, vulnerabilities, and climate risks affecting the targeted population. The studies will capture data at the household level, community level, and among key stakeholders involved in the project implementation.
Sampling Strategy
A representative sample of the targeted population will be selected based on the following considerations:
- Households will be stratified by location (villages) socio-economic characteristics, and climate vulnerability to ensure a balanced representation of the study population.
- The sampling size will be determined by using statistical techniques to ensure representativeness while maintaining cost-effectiveness. It will be designed to reflect variations in household income, livelihoods, food security, and vulnerability to climate change across geographic areas. The sample size will be computed using 95% confidence level, 5% margin of error, and 50% population variance. According to the 2020 census, the Municipalities of SSB and GSKP have an anticipated 11,177 households. Using the previously cited computation, the required sample size is 372. However, to account for data loss, 400 will be the target respondents.
- Purposeful sampling will be employed to select stakeholders, including community leaders, government officials, CSOs, local business owners, and service providers, to gain broader insights into community resilience and program intervention.
IMPLEMENTATION OF THE STUDY AND DELIVERABLES
The Endline Survey/Evaluation will be implemented over a period of 45 Days (1 Month & 45 Days) Islamic Relief-Philippines (IR-PH) Monitoring, Evaluation, Accountability, and Learning (MEAL) Unit. A detailed timeline outlining the steps for each phase is expected from the consultant. The tasks and associated deliverables are as follows:

REQUIRED COMPETENCIES:
The successful consultant is expected to have.
- Minimum of 3 to 5 years professional experience in research, with published research papers is an advantage.
- Excellent writing and analytical skills.
- Familiar with humanitarian work, resilient livelihood, health, hygiene and sanitation, natural resource management & biodiversity conservation of the Marsland and gender-responsive community plans, processes and protection mechanisms in addressing climate change adaptation, biodiversity conservation and conflict transformation.
- Time management skills and ability to complete the assignment within given schedule.
- Willingness to adhere to IRWs norms and values without compromising personal beliefs and principles.
