Consultancy to Document the Impact and Journey of the Women’s Economic Empowerment and Care (WE-Care) Programme

1.⁠ ⁠Background

Over the last twelve years, the WE-Care programme has been implemented globally across multiple countries (Kenya, Uganda, Zimbabwe, Ethiopia, Tanzania and the Philippines, to advance policy and advocacy on gender equality and economic empowerment. Through collaborative partnerships with country teams and local actors, the programme has delivered impactful outcomes, shaped policies, and influenced systems at both grassroots and national levels. Currently in its fifth phase, the WE-Care programme is implemented in East and Southern Africa in Kenya, Uganda, Ethiopia and Zimbabwe, and with two additional components, a regional and global one. As the programme continues to evolve, there is a need to document its journey, highlight the major outcomes and impacts, and capture the history and legacy in a way that is accessible, engaging, and useful for a range of stakeholders, including donors, policy makers, implementing partners, communities, grassroot organizations, global and regional advocacy actors and future programmers. This will essentially build a body of knowledge that will contribute towards continued advocacy efforts, learning, scaling and program transitions. Through documenting WE-Care’s journey, it is equally crucial to actively reach out to women, girls and individuals from all walks of life, who have actively shaped the projection and progression of the program, by providing them with impactful stories that resonate with their own experiences, with the hope of inspiring a generation of women and girls to collectively fight for their rights.

2.⁠ ⁠Objectives of the Consultancy

The purpose of this consultancy is to develop an impact documentation package that clearly articulates the value of the programme to stakeholders including funders, project participants, the public, governments etc and captures trends and patterns that can provide insights to inform future programming. In essence, the documentation should capture:

  • The history of the programme in each country
  • Key outcomes and achievements over the past twelve years
  • Notable impacts at country and regional levels
  • Lessons learnt and best practices that have emerged throughout the programme’s implementation.
  • A compelling narrative of change across the years
  • A narrative on how the programme has influenced the confederation on care
  • A visually appealing, user-friendly, and updatable digital document and a professionally formatted print version

The outputs from this impact documentation will serve as tools for advocacy, fundraising and knowledge dissemination for use by different stakeholders.

3.⁠ ⁠Scope of Work

The consultant(s) will:

  1. Conduct a comprehensive desk review of all existing programme materials where the programme is currently being implemented, including reports (annual reports, monitoring reports, evaluation reports), newsletters, publications, internal documentation, and any multimedia.
  2. Extract and synthesize evidence of impact and outcomes across all focus countries.
  3. Map the historical journey of the programme in each country, identifying key milestones and ensuring diverse representation.
  4. Identify and present country-specific and cross-cutting impact stories.
  5. Design and develop two final products:

• A print-ready impact documentation report (professionally formatted for print)

• An interactive digital version (that can be updated periodically – e.g., web-based, dynamic PDF, or other innovative formats)

vi. Liaise with country teams and Oxfam affiliates as needed to fill gaps or clarify information.

vii. Ensure content is accessible, engaging, and reflective of the programme’s values and vision.

4.⁠ ⁠Methodology

  • Primarily desk-based, relying on existing documentation and outputs. The consultant should employ a mixed method approach incorporating both qualitative and quantitative data to provide a comprehensive analysis of the programmes impact and outcomes.
  • Consultations with country teams and other Oxfam affiliates that have supported the programme will be conducted on a needs basis to clarify gaps or obtain quotes/stories. However, the consultant will be required to share initial findings with country teams for validation.
  • Creative presentation approaches are encouraged, including infographics, ethical storytelling and data collection, timelines, and case studies.

*The consultant is at liberty to suggest any additional methodological approaches that they would find suitable for this assignment.

5.⁠ ⁠Deliverables

  • Inception Report (with annotated outline and proposed format/design approach)
  • Draft Impact Documentation report (print and digital versions), Final Impact Documentation:
  • A designed, print-ready report (editable and final versions)
  • An editable digital format
  • Raw data files for the infographics
  • Slide deck summarizing key findings and impact highlights to be presented to the WE-Care team

6.⁠ ⁠Timeframe

It is estimated that the period required to conduct this assignment will be as follows:

Onboarding and Inception – 1 week

Desk review – 1.5 weeks

Consultation and synthesis of findings – 2.5 weeks

Content development and design – 3 weeks

Validation – 1 week

  • Start Date: June 2025
  • Estimated End Date: 15 August 2025
  • Estimated Level of Effort: ~30–35 working days

7.⁠ ⁠Budget

The total available budget for this consultancy is USD inclusive of all applicable taxes and costs.

8.⁠ ⁠Desired Profile of Consultant(s)

  • Proven experience in impact documentation, storytelling, and knowledge synthesis
  • Strong writing and editorial skills with the ability to present complex information clearly
  • Graphic design and/or digital storytelling capabilities (or ability to collaborate with creatives) (note: WE-Care has a set of branding guidelines and materials that will be shared to the successful candidate/s)
  • Familiarity with international development, particularly in gender, livelihoods, or related sectors
  • Experience working on multi-country programmes or in multi-cultural contexts
