The Fossil Fuel Non-Proliferation Treaty Initiative (FFNPTI) is a campaign and diplomatic initiative working to catalyse international cooperation to end new development of fossil fuels, equitably phase out existing production within the agreed climate limit of 1.5°C and develop plans to support those depending on fossil fuels to transition to clean, safe renewable energy via a global movement. Our main goal is to shift the narratives on fossil fuels and build a coalition of governments committed to supporting a fossil fuel phaseout and willing to initiate a negotiation mandate for the development of a Fossil Fuel Treaty. This treaty will complement the Paris climate agreement and the climate policy negotiations led by the United Nations Framework Convention on Climate Change (UNFCCC).
This initiative has gained momentum quickly. In 2022, Vanuatu became the first nation-state to call for a Fossil Fuel Non-Proliferation Treaty at the United Nations General Assembly. Throughout 2023 and 2024, several more nation-states joined the Initiative so that it now numbers 16 – including two fossil fuel producers – from the Pacific, Latin America, the Caribbean and Southeast Asia.
The global network behind the proposal is comprised of 2500+ civil society organisations, over 3,000+ scientists and academics, 101 Nobel laureates, the World Health Organisation and hundreds of health professionals, a Vatican Cardinal and thousands of religious institutions, the European Parliament, a growing number of grassroots organisations, 9 Peruvian Indigenous nations, thousands of youth activists, 100+ cities and subnational governments (including cities all across Europe and around the world), more than 650+ Parliamentarians across the world and a growing number of businesses.
Context: Why Spain?
At a time when climate ambition is facing growing resistance globally and in parts of Europe — including rising climate skepticism in some parliaments and national governments — Spain stands out as a climate progressive. With its Climate Change and Energy Transition Law, Spain has enshrined a pathway to climate neutrality by 2050, and has recently set an ambitious target of 81% renewable power generation by 2030.
In 2023, Spain further demonstrated its commitment by joining the Beyond Oil and Gas Alliance (BOGA), signalling intent to accelerate fossil fuel phase-out. It is also a key beneficiary of the EU Just Transition Fund, applying these resources to coal regions — making Spain a significant actor in designing and implementing a socially inclusive energy transition.
This momentum aligns with the government’s vision of leading a “new, just international order”, and is reinforced by popular grassroots support, including the endorsement of the Fossil Fuel Treaty by the City of Barcelona and Spanish civil society.
Joining the bloc of countries discussing the Fossil Fuel Non-Proliferation Treaty would:
- Position Spain as the first EU country and first Global North nation to endorse the Treaty;
Reflect and amplify Spain’s domestic clean energy and just transition achievements. - Signal European leadership by and at COP30 in Brazil;
- Strengthen cooperation with Colombia, leading the Fossil Fuel Treaty initiative in Latin America.
Contract Terms and Remuneration
Location: Remote in Spain with some travel in Spain and Europe to participate in events/meeting(s) in-person.
Start Date: June 2025, or as soon as possible
Duration: Until December 2025, with a possibility of extension
Commitment: 3 to 5 days per week, depending on availability and evolving campaign needs.
Compensation: Between 200 and 270 Euros per day, depending on experience according to our compensation calculator.
Objective
The main objective is to expand and deepen the Fossil Fuel Non-Proliferation Treaty campaign in Spain by increasing public and political support and building momentum for Spain to join the group of countries participating in the discussions on the Fossil Fuel Non-Proliferation Treaty.
Scope of Work and Deliverables
The consultant will report to the European Head of Advocacy and Campaigns and will take the lead on the following areas, in close collaboration with the Treaty Initiative team:
- Develop and execute a campaign and targeted outreach strategy to engage advocacy and campaign targets.
- Engage government representatives, key policymakers, political parties, and other relevant decision-makers — particularly around regional, national, and local milestones — to secure support for the Treaty.
- Contribute to the preparation of briefing materials and policy recommendations for high-level discussions.
- Build and strengthen alliances with selected allies and partners to inspire public and political support for the Fossil Fuel Treaty across Spain.
- Organize events, public awareness campaigns, and workshops to educate Spanish decision-makers and/or the broader public and elevate the Treaty’s messaging.
- Participate in high-level political forums, representing the Treaty Initiative and contributing to the Treaty’s visibility at critical political, energy, and climate events in Spain, Europe, and globally.
- Support the Initiative’s communications team with reports, social media content, and press materials tailored to the Spanish context.
- Monitor and evaluate campaign activities to refine tactics and maximize effectiveness.
- As this role involves both national and international engagement, fluency in Spanish and working proficiency English (C1 Level) are required.
Specific deliverables and success indicators will be defined collaboratively with the selected candidate, based on evolving campaign opportunities and the candidate’s expertise. These may include political engagement outcomes, public events, alliance-building milestones, policy briefings, and tailored communications outputs.
