Background and Context:
RELON Uganda is a national network of over 135 Refugee-Led Organizations (RLOs) committed to strengthening the capacity of refugee communities to engage with and effectively respond to the challenges affecting both refugees and refugee-led initiatives in Uganda. The network serves as a collective platform to amplify refugee voices, enhance collaboration, and promote inclusive and sustainable solutions. Established by four pioneering RLOs—Young African Refugees for Integral Development (YARID), Hope of Children and Women Victims of Violence (HOCW), Hope of Refugee in Action (HRA), and Coburwas International Youth Organization to Transform Africa (CIYOTA)—RELON Uganda continues to grow as a key actor in advancing refugee leadership, advocacy, and resilience across the country.
Objectives:
The main objective of the assignment is to develop a comprehensive strategic plan that aligns with the organization’s mission and long-term goals. It will further involve identifying strategic priorities and action plans to guide the organization’s growth and development over the next 3-5 years.
We are recruiting an individual consultant or firm, for the following scope of work:
- Conduct a thorough review of existing organizational documents, including previous strategic plans, reports, and stakeholder feedback.
- Facilitate stakeholder consultations and workshops to gather input and insights on the organization’s strategic direction.
- Analyse internal and external factors impacting the organization, including political, social, economic, and environmental dynamics.
- Develop a strategic framework that includes clear goals, objectives, strategies, and performance indicators.
- Assess the governance structure, institutional policy frameworks, partnerships, gender mainstreaming, and funding levels
- Draft a detailed implementation plan with timelines, responsibilities, and resource requirements for each strategic objective.
- Design a comprehensive MEL framework that includes performance indicators and tools for tracking the implementation and impact of the strategic plan.
- Develop and deliver key outputs including the draft and final strategic plan, implementation plan, membership strategy, video interviews, fundraising protocol, and a final report following a validation workshop with RELON Uganda and its partners.
Methodology:
- Utilize a participatory approach to engage key stakeholders in the strategic planning process, ensuring their buy-in and ownership.
- Employ a combination of desk research, interviews, focus group discussions, and surveys to gather data and insights.
- Apply strategic planning tools and frameworks, such as SWOT analysis, PESTLE analysis, and Theory of Change, to inform decision-making.
Facilitate workshops and brainstorming sessions to foster creativity, collaboration, and consensus-building among stakeholders.
Deliverables:
The consultant(s) will be responsible for delivering the following outputs:
- Inception Report: Provide an overview of the proposed methodology, work plan, and timeline for the strategic planning process.
- Draft Strategic Plan: Develop a comprehensive document outlining the organization’s vision, mission, values, goals, objectives, and strategies.
- Implementation Plan: Present a detailed roadmap for executing the strategic plan, including resource allocation, timelines, and monitoring mechanisms.
- Final Report: Consolidate all findings, recommendations, and outputs into a final report for submission to the organization’s leadership.
Timeline:
The assignment is expected to be completed within 6 weeks. The consultant(s) will work closely with the RELON Uganda and Oxfam and provide regular progress updates throughout the process.
Application Requirements:
Interested candidates in the position are expected to provide the following documentation:
- A technical proposal with detailed response to the TOR, with specific focus on addressing the scope of work and methodology to be used.
- Sample of evidence of previous strategy development work or related work, etc.
- Initial work plan based on methodology outlined, and indication of availability.
- A detailed budget proposal outlining the costs associated with the assignment.
- Company/organizational profile or CV including a minimum of 3 traceable, recent, and relevant references.
- The consultant should be based either in Kenya or Uganda
Qualifications and Expertise:
The consultancy team should have proven experience in strategic planning, organizational development, and refugee advocacy.
Demonstrated expertise in facilitating participatory processes, conducting stakeholder consultations, and drafting strategic documents.
Familiarity with the refugee context and experience working with refugee-led organizations or marginalized communities is highly desirable.
Refugee individual consultants are highly recommended to apply.
