Baseline Assessment on Maternal and Child Nutrition in the Philippines

Issued by Nutrition International

Date of Issue: May 16, 2025

Nutrition International (NI), a non-profit agency dedicated to eliminating vitamin and mineral deficiencies worldwide, invites proposals from competent agencies to undertake an “Baseline Assessment on Maternal and Child Nutrition in the Philippines” The submission deadline for proposals is the 6th of June 2025.

Despite ongoing efforts, the prevalence of undernutrition in the Philippines has shown little improvement over the past three decades. As of 2019, nearly 29% of children under five were stunted—indicating chronic undernutrition that results in reduced growth for their age. Additionally, 19% were underweight for their age, and 6% were wasted, meaning they had low weight relative to their height. The Philippines ranks fifth in the East Asia and Pacific region for stunting prevalence and is among the top ten countries worldwide with the highest number of stunted children. According to the World Health Organization, these rates classify childhood stunting in the Philippines as a public health issue of "very high" concern[1]. which could affect school performance, labor force participation and productivity later in life. If not addressed, this could have a profound impact on the country’s human and economic development.

In response, NI aims to implement a project which aims to improve the nutritional well-being of pregnant women and children under age five in four provinces in the Philippines. This is expected to be achieved through:

  1. Increasing the use of services of health and nutrition interventions that address determinants of stunting for the targeted group by increasing capacity of health facilities, increasing understanding of key stakeholders on the importance of deit quality of children under five and increasing awareness within the community on information and services.
  2. Supporting local governments to enhance implementation of multisectoral and gender-responsive nutrition programs by building a strong evidence base, enhancing advocacy and strengthening the capacity of different women-led groups.

Project implementation is expected to begin in 2025. As part of NI’s preparatory activities, a baseline survey is needed to collect data on key outcome indicators for NI to adequately monitor and measure progress as well as set and confirm targets for the duration of the project.

Objectives: To conduct a baseline survey to establish benchmarks for key indicators in four provinces Pangasinan, Isabela, Antique and Basilan of the Philippines.

Specific Objectives:

  • To assess the current status of recommended food and nutrition practices during pregnancy, infancy, and early childhood in relation to stunting prevention.
  • To assess access to, receipt of, and utilization of essential health and nutrition services by the target population.
  • To identify and quantify key barriers—such as socioeconomic and gender-related factors—that hinder the uptake of nutrition and health interventions.
