DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The Danish Refugee Council (DRC) leads an ECHO funded Protection Consortium with Intersos and International Rescue Committee (IRC). The consortium focuses on providing protection support across populations including Syrians and Lebanese in Lebanon providing GBV & Child Protection services, legal assistance and support to Persons with Specific Needs. The Consortium members carry out protection monitoring, collectively advocate for impactful and positive changes in the protection environment. Lastly, the consortium supports the broader NGO community in the Lebanon INGO Forum.

DRC is therefore seeking a Consortium Coordinator to support and oversee the successful management of the ECHO funded protection consortium. The Consortium Coordinator will be recruited and hosted by DRC Lebanon as lead of the Consortium. However, he/she will be accountable to the Consortium Steering Committee composed of Country Directors of the three-member organizations.

Your main duties and responsibilities will be:

Coordination

  • Serve as primary focal point between all consortium agencies;
  • Ensure the establishment and coordination of different Technical Working Groups based on the Consortium Structure;
  • Coordinate all meetings among consortium working groups (Steering Committee, Project Management, Technical, Advocacy, MEAL), document and share key discussions points and decision making;
  • Maintain responsive and clear communications with donors on grant issues, and consortium focal points on ongoing projects;
  • Ensure that the steering committee is abreast of all project related issues and opportunities, from programmatic implementation perspective and strategic perspective, ensuring that consortium partners are kept abreast of programme implementation, any challenges that need to be flagged and opportunities to raise;
  • Conduct monitoring visits to field locations to observe and understand the progress of project implementation;
  • Responsible for organizing donor visit schedules when requested – ensuring adequate visibility and communications is also on site;
  • Contribute to fundraising and external strategic engagement with other donors to help diversify consortium funding, ensuring information sharing with Consortium partners and adequate documentation/reporting of the engagement;
  • Responsible for the development of a Consortium Engagement Strategy in collaboration with the extended Steering Committee members, reporting regularly on the progress;
  • Ensure regular coordination with Protection mandated agencies i.e. UNHCR, etc.;
  • Present regular briefings and documentation on programme progress to the Head of Programme/ Country Director to ensure that the Steering Committee is informed of and consulted on critical issues and report to the Steering Committee regularly.

Grants Management & Reporting

  • Support partners on the overall implementation and delivery of the ECHO funded consortium. This includes coordinating consortium partners and monitoring programme activities to ensure full compliance with project targets, deadlines and other commitments, including donor compliance requirements;
  • Track progress on indicators, activities and budget – flagging anomalies for corrective actions;
  • Ensure ‘lessons learnt’ through the consortium are followed up upon by relevant focal points, supporting coordination between the three agencies on specific joint initiatives as relevant;
  • Maintain a broad and deep understanding of ECHO policies, regulations, and procedures, ensure that the grant is well-administered and implemented in compliance with donor regulations and DRC procedures;
  • Maintain a proactive relationship with the donor, ensuring requests and reports are responded to in a quality/timely manner, while timely and regularly informing the Consortium partners about donor engagement;
  • Assist technical leads and operations staff with understanding the reporting and other compliance requirements for the project;
  • Take the lead on internal and external reporting with partners, programs and finance teams, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements. Maintain close collaboration with all relevant departments in preparation of donor reports and donor visits;
  • Ensure documentation and information exchange/management system is in place for the grant implementation.

Partnerships Management:

  • Facilitate and coordinate different aspects of sub-award life cycle management, including vetting, project and agreement/amendment development, monitoring through to close-out in coordination with DRC Partnerships Coordinator and other DRC departments;
  • Maintain and coordinate partner program, finance and compliance monitoring schedules and coordinate support for partners to address any concerns or issues that may arise in coordination with DRC Finance team;
  • Draft partners’ sub-agreement with close coordination and review of HQ compliance, DRC internal departments and partners;
  • In close collaboration with finance and grants, accountable for timely review and disbursement of financial instalments pending satisfactory review of financial reports by the finance team and narrative reports by programme team;
  • Monitor the timely submission of accurate financial and activity reports from partners;
  • Ensure that comprehensive electronic and physical files for partnerships are maintained;
  • Ensure smooth communication and collaboration between all the partners, in line with DRC partnerships’ principles, skills and approaches.

About you

To be successful in this role we expect the following:

Required

  • Masters in Social Sciences, international law, Development Studies or other relevant field
  • Minimum 4 years’ experience in leading projects within consortia;
  • Demonstrable understanding of project planning and management cycles;
  • Strong representation and communication skills, including fluent verbal and written English – with the ability to organize and lead meetings with various stakeholders;
  • Demonstrable experience and knowledge of ECHO rules and regulations, proposal development, and in managing donor grants and grant processes;
  • Experience working on protection programming preferred or understanding of protection/refugee issues preferred;

Desirable

  • Strong organizational and documentation skills with the ability to effectively manage multiple competing deliverables on varying timelines;
  • Excellent communication, negotiation and problem-solving capacities; with the ability to work flexibly within a team as well as in a leadership position;
  • Ability to manage stress, multi-task and take decisions;
  • Demonstrated experience with support services and associated compliance, including in finance management, MEAL and advocacy/communications depts;
  • Excellent computer skills, particularly in Word and Excel.
