About the Program

The New Colombo Plan (NCP), launched in 2014, aims to lift knowledge in Australia of the Indo-Pacific by supporting Australian undergraduate students to undertake study, internships, mentorships and language training in the region. The NCP provides scholarships of up to 19 months and mobility grants (between 4 weeks and 2 semesters) to support Australian undergraduates to undertake study, language training, internships and engage in practicums and research internships in 40 host locations.

The strategic objective of the NCP is to strengthen Australia’s regional standing by building a diverse cohort of Australian alumni with deeper Indo-Pacific knowledge, capability, and connections.

Palladium has been appointed by the Department of Foreign Affairs and Trade (DFAT) as the NCP Managed Administration and Support Services (NCP MASS) Provider which aims to provide an integrated suite of services to support the delivery of the NCP. Palladium contracts individuals and organisations to provide goods and services to the NCP Program.
This Opportunity

The Communications Officer is responsible for supporting the communications function of NCP Managed Administration and Support Services (MASS), ensuring that high quality, timely, brand compliant services are delivered for the NCP program. The role is responsible for supporting the development and implementation of communication plans and activities, under the guidance of the Communications Manager and Program Director. The role has overall responsibility for supporting the development and delivery of multi-faceted communications and promotion engagement tools such as news stories, newsletters, social media content, event communications, marketing communications, and general administration of the Communications function such as reporting, record-keeping etc. The role will be required to regularly liaise with key stakeholders, including NCP scholars, alumni, universities, and businesses to source, develop and deliver content for a range of print and dig ital platforms.

The position is based in Palladium’s Adelaide office, but flexible working arrangements (remote or hybrid) can be considered.

Reporting Lines

The Communications Officer reports to the Communications and Alumni Manager, works closely with the Senior Communications Coordinator, as well as other New Colombo Plan support services staff, including the scholarships, mobility grants and alumni program areas, and events management teams. The Communications Officer will also liaise with NCP alumni, scholars, host organisations and external service providers as required.

Primary Duties and Responsibilities

1. Provision of high-quality marketing and communications products and activities:

Source, develop and deliver regular social media content for publishing on a range of NCP channels (Facebook, Instagram, LinkedIn and X).
Undertake social media monitoring, administration, reporting and analysis activities for the Program in line with relevant guidelines.
Support the development and implementation of integrated digital media and communications plans to harness and build the NCP digital community.
Plan and create a range of email marketing communications, including newsletters and event invitations, to engage NCP’s target audiences.
Support the development and delivery of professional promotional and marketing campaigns, newsletters and other email marketing, in accordance with established brand guidelines.
Source, develop and deliver regular case studies and qualitative stories from across each NCP Program that showcase the NCP and support public diplomacy and promotional initiatives.
With guidance from the Manager, Communications and Alumni, develop and deliver a range of communications products and resources, including booklets, videos, photos, reporting templates, scripts, briefing documents and other graphic design.
Support liaison with external contractors to source merchandise, photography and videography services, and other services and products as required.

2. Effective stakeholder relationship management:

Communicate effectively across multiple stakeholders.
Conduct promotions and outreach activities to stakeholders as required and gather input and content for a range of communications initiatives.
Continually adopt best practices to enhance communications, promotions, and stakeholder engagement activities.
Contribute to or prepare (as required) Program reports and plans related to the delivery of communications, promotions, and stakeholder engagement activities for the Program.

3. Events and activity communications support:

Support the development and delivery of a range of professional face-to-face and virtual events, trainings, and networking opportunities for Program participants and stakeholders.
Support promotional and outreach activities including at schools, universities, educational expos as required.
Craft and manage distribution of key messages for all NCP events and initiatives.
Develop electronic direct messages and user journey plans for NCP events and activities involving NCP scholars, alumni and stakeholders.

4. Support the broader NCP Program team by providing other communications and administration support services including developing and maintaining standard templates, proofreading, and editing reports and corporate documents, and other administration tasks as required.
5. Assist in the development and ongoing review of Program documentation and resources.
Required Qualifications and Key Competencies
Essential

Tertiary qualifications or demonstrated equivalent experience in communications, marketing, digital media, or a related discipline.
Proven experience in delivering successful communications and marketing (traditional and social) campaigns.
Ability to source, write and edit communications materials for a range of channels and stakeholders, including social media, print and online.
Well-developed knowledge of general-purpose software tools (e.g. Microsoft Outlook, Word, Excel, SharePoint), video editing, email marketing (e.g Campaign Monitor), desktop publishing/design tools (including Adobe Creative suite).
An understanding of political sensitivities/diplomatic nuances in content and communications.
Experience working with web content management systems and social media.
Demonstrated ability to manage a varied workload and produce materials within deadlines.
Well-developed interpersonal skills with the ability to establish and maintain positive working relationships with a range of stakeholders to achieve high-quality communications and promotional outcomes.
Demonstrated sound judgement and ability to work within and apply communications and branding guidelines and policies appropriately, including implementing and adapting to policy changes.
Foundational research and analysis skills.
Ability to create and produce publications.
Fluency in written English.
Foundational design and creative skills.

Desired

Experience working for a high-profile brand, preferably in the government or higher education industry.
Demonstrated understanding of the tertiary student market especially undergraduates and associated digital communications strategies and tactics using a range of social media platforms.
