1. PROJECT SUMMARY

International Orthodox Christian Charities (IOCC), in partnership with King Hussein Foundation Institute for Family Health (IFH), is implementing a project entitled “Access, Inclusion, & Empowerment: Support for Refugees & Host Community Members with Impairments & Disabilities in Jordan –Phase II” funded by the U.S. Department of State Bureau of Population, Refugees, and Migration (PRM). The project aims to improve the quality of life and build the self-reliance of refugees and vulnerable Jordanians with impairments and disabilities. Activities aim to promote inclusion of persons with disabilities (PWDs) through increasing awareness and knowledge among communities and building the capacity of local institutions to offer inclusive services; ensure access of the targeted population (including refugees and vulnerable Jordanians with impairments and disabilities) to specialized medical diagnosis, treatment, and rehabilitation services; and promote the empowerment of PWDs, their households, and communities through psychosocial support (PSS) services, strengthening local disability networks, and building caregiver capacity. The project is being implemented in Amman, Zarqa, Irbid, and Karak governorates through 2026.

Sustainability is a significant component of the PRM-funded project, at the institutional, community, household, and individual levels. As part of this initiative, IOCC is focusing on capacity building with IFH.

Specific objectives of this consultancy are to provide a multi-day training in Amman, for up to 15 IFH senior management staff on building a Communications & Visibility Plan at the institutional level and provide a separate multi-day training in Amman for up to 15 IFH project staff on developing a Communications & Visibility Plan at the project level.

2. OBJECTIVE AND TARGETS

IOCC, in coordination with IFH, aims to contract a consultant to provide multi-day training (spread across weeks, if appropriate) in Amman for up to 15 IFH senior management staff and a multi-day training (conducted within one week) in Amman for up to 15 IFH project staff in Arabic.

The process will encompass:

  • Analysis of IFH’s communications to generate recommendations around what to cover in trainings
  • Development of training materials
  • Submission of training materials for approval from IOCC and IFH
  • Delivery of interactive multi-day training for IFH senior management staff
  • Delivery of interactive multi-day training for IFH project staff (in Arabic)
  • Development of an evaluation survey for the training (pre- and post-trainings to measure the increase of attendees’ knowledge)
  • Meeting between consultant, IFH senior management, and IOCC after completion of the trainings to discuss gaps and recommendations
  • Provision of a final report of the training
  • Required deliverables achieved (IFH fully is equipped to create a Communications & Visibility Plan at the institutional and project levels)

3. SCOPE OF THE WORK (WORK ASSIGNMENT)

Under the supervision of IOCC and IFH’s management and close coordination with IFH’s Development & Sustainability Coordinator, the consultant is expected to complete the following tasks to the standard required by IOCC and IFH:

  1. Develop training materials for local context and submit to IFH and IOCC for review and approval
  2. Deliver the training
    1. Conduct a multi-day training for up to 15 IFH senior management staff over the course of several weeks, as appropriate (for example, one, six-hour-long training per week for three weeks)
    2. Conduct a multi-day training for up to 15 IFH project staff over the course of one week (for example, four hours per day for five days within one week)
  3. Measure the increase of participants’ knowledge, impact of the training, and participants’ capacity to create a Communications & Visibility Plan
    1. Develop a monitoring and evaluation tool (including pre- and post-training surveys)
  4. Produce and submit a final summative report on the trainings

Work plan: The trainer is expected to develop a work plan at the beginning of the assignment and regularly update it to achieve these deliverables.

Outputs:

  • Action plan for the consultancy with timeline (one per training) – to be submitted for approval (in English and Arabic)
  • Materials and tools of the training – to be submitted for approval (in English and Arabic)
  • Meetings conducted to discuss situation analysis with IFH and IOCC (one with IFH senior management and one with IFH Communications Taskforce)
  • Situation analysis report (in English and Arabic)
  • Multi-day training for IFH senior management
  • Multi-day training for IFH project managers
  • Communications & Visibility Plan template based on IFH’s needs (in Arabic and English)
  • First follow-up meeting between April-June 2025
  • Second follow-up meeting between July 2025
  • Reports (in English)
    • Interim Report due by March 31, 2025, covering the training for IFH senior management
    • Final Report due by August 31, 2025, covering the training for IFH project staff and feedback based on the two follow-up meetings
  • Written feedback provided on IFH-developed Communications & Visibility Plans to IOCC and IFH’s management

Timeframe

The targeted timeframe for the training for IFH senior management staff is January 2025. The targeted timeframe for the training for IFH project managers is February 2025. Additional deliverables (as listed above) will be completed between April and July 2025.

ESSENTIAL COMPETENCIES:

  • University degree in a relevant subject, i.e. communications, marketing;
  • Fluent Arabic & good command of English, both spoken and written;
  • A minimum of three years of professional experience in training;
  • A minimum of six years of professional experience in communications, particularly for NGOs;
  • Proven training, presentation, facilitation, and coaching skills;
  • Knowledge of humanitarian context is preferred;
  • Awareness and understanding of local context and culture;
  • Awareness and understanding of IFH and IOCC as entities;
  • Commitment to the values and missions of IOCC and IFH;
  • Gender and disability sensitivity; and
  • Excellent analytical and report writing skills.
