INTRODUCTION

The ITC-ILO is the training arm of the ILO, the Specialized Agency of the United Nations, which promotes social justice and human rights in the world of work.

The ITC-ILO delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to provide people with access to digitally-enhanced capacity development services to successfully manage their future of work transitions. The Centre leverages global alliances and partnerships to deliver hundreds of training activities each year, covering topics like employment promotion, international labour standards, social protection, social dialogue, innovation, gender equality and diversity, sustainable development, and the future of work. The training centre offer academies, on-line, face-to-face and blended courses.

The position is located in the Learning Innovation Programme.

The Learning Innovation Programme focuses on the design and development of sustainable learning and communication solutions with the objective to generate impact and organizational change. It has a double mandate: to strengthen the Centre’s in-house capacity to apply state-of-the art learning, communication and knowledge sharing methods and technology, and to provide e-Learning and communication services to outside partners on a global scale. Among our clients we can count UN agencies, development banks, international organizations, governments and NGO’s.

Functional responsibilities

Under the supervision and guidance of the Senior Programme Officer, Communication and Advocacy and the overall Programme Manager of Learning Innovation, the P1 Communication and Advocacy Officer will contribute to ITCILO’s mission of providing high-quality communication and advocacy services to international organizations, governments, and development actors. The officer will play a key role in designing and implementing communication strategies that amplify development initiatives, strengthen institutional outreach, and promote capacity-building efforts in communication and advocacy. The position requires a strong understanding of global development issues and the ability to translate complex themes into engaging, human-centered storytelling.

Key responsibilities include:

Strategic Communication & Advocacy

• Execute communication strategies that align with ITCILO’s capacity-building mandate and the priorities of international organizations.
• Craft compelling narratives for global development initiatives, ensuring clarity, consistency, and impact across different media platforms.
• Integrate digital marketing techniques and data-driven analytics to produce engaging content aligned with the needs of key target audiences.
Content Development & Storytelling
• Research, write, and edit high-quality content (e.g., interactive stories, articles, policy briefs, advocacy materials, reports) that elevate key development issues.
• Develop multimedia content, including podcasts, video scripts, and digital storytelling formats, that engage target audiences and enhance ITCILO’s visibility.
• Utilize a human-centered approach to storytelling, ensuring that content is impactful, inclusive, and responsive to diverse global audiences.

Digital Communication & Data-Driven Outreach

• Oversee and enhance the performance of digital platforms—websites, social media, and newsletters—ensuring content is strategically crafted and effectively disseminated to engage key audiences.
• Utilize advanced digital tools, including SEO, Google Analytics, and social media insights, to analyse data, refine communication strategies, and optimize content for greater user engagement and reach.
• Collaborate in the creation of dynamic, web-based campaigns designed to elevate ITCILO’s advocacy efforts, using data-driven insights to ensure the content resonates with and actively engages global audiences in the context of international development.

Qualifications required

Education

• University degree in Communications, Journalism, or Technology.
• Specialization in development studies, international relations, or a field related to global development issues is highly desirable.

Experience

• At least two years of progressively responsible professional experience in communication, advocacy, or public relations, preferably within an international development context.
• Proven track record in digital storytelling with at least two years of experience in a low or middle-income country.
• Experience working with international organizations, UN agencies, or NGOs is an asset.
• Proven ability to create and deliver content that has been successfully published across various platforms, demonstrating strong writing skills and a strategic approach to communication.

Languages

• Mother-tongue level proficiency in English or equivalent.
• Knowledge of additional languages is an asset.

• Knowledge of global development frameworks (e.g., SDGs, human rights, social justice) and their communication implications.

CONDITIONS OF EMPLOYMENT

A successful candidate will be offered a 12 months contract, with possibility of extension of one additional year.

Salary and Post Adjustment, grade P.1 in US$, per year (subject to revision by the International Civil Service Commission (ICSC)

Salary Minimum US$ 43,144
rising by annual increments to Maximum US$ 58,678

Post adjustment multiplier for Turin (subject to change)
Minimum US$ 10,311
Maximum US$ 14,024

In case the official qualifies for a spouse benefit allowance, the above salary increases by 6% of the applicable grade and step.
