Chapter Development Manager (NGO | Capacity Building | Community Mobilization)

Reports to: Secretary General

Purpose Statement:

The Chapter Development Manager leads and manages the Chapter Development Office and its staff, ensuring the office achieves its deliverables and organizational goals.

Key ResponsibilitiesAdvocate Chapter Development Operation

  • Deliver office goals aligned with the operational plan.
  • Monitor monthly and annual performance.
  • Submit Office Budget and Yearly Operational Plan.
  • Ensure staff compliance with PRC SOP.
  • Build capacity for Chapter Development Office (CDO) staff.
  • Implement and adhere to governance policies and procedures.
  • Promote a high-performance, morale-boosting culture.

Chapter Branches Establishment

  • Advocate for Branch expansion in all chapters.
  • Provide guidance based on policy and procedures.
  • Lead the approval process from management to governance.

Chapter Assemblies and Elections

  • Organize and monitor chapter assemblies and orientation programs.
  • Report newly elected Chapter BODs to the Secretary General and Governance.

Chapter Support

  • Present strategic plans for enhancing underperforming chapters.
  • Coach and mentor Chapter teams to build capacity.
  • Design effective outreach and program initiatives.
  • Act as liaison between CDO and Chapters.
  • Assess and recommend chapter developmental activities.
  • Ensure chapter program and service delivery aligns with NHQ approval.

NHQ Department/Office Support

  • Support NHQ in coordinating with chapters for developmental projects.
  • Assist in policy and procedure drafting involving chapters.
  • Support chapter administrators and capacity-building initiatives.

Additional Responsibilities

  • Manage or support other offices as necessary.
  • Lead or co-lead organizational activities.
  • Assist in disaster or emergency deployments.

Qualifications:

Education:

  • Bachelor’s Degree required (Any 4 year course)

Experience:

  • Minimum 8 years in the Philippine Red Cross or similar humanitarian organization.
  • Background in program development, support, and delivery.
  • Knowledge of PRC policies and procedures preferred.

Skills

  • Strong relationship-building and team collaboration skills.
  • Solutions-based, analytical, and data-driven approach.
  • Conflict management expertise.
  • Proficient in Word, Excel, and PowerPoint.

Working Environment

  • Office-based and field-based responsibilities.
