Overview:

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We deliver high-quality aid where needs are greatest. Today, we work in both new and protracted crises across 30 countries, where we provide camp management, food assistance, clean water, shelter, legal aid, and education.

The Camealeon Consortium is launching a call for a research consultancy to reach the below objective:

1. Explore the pillars of accessibility, inclusiveness, appropriateness, and flexibility of CVA and social protection programs towards the elderly from the elderly experience and perceptions.​
2. Examine the barriers faced by the elderly, including ageism, gender, chronic disease, disability, transportation, caregiver/family orientation, and lack of information regarding humanitarian systems and national systems in Lebanon​
3. Identify the extent to which elderly research participants benefit from current SP schemes and humanitarian CVA programs.
4. Study the effectiveness and sustainability of CVA and social assistance programs from users’ perspectives and compare with that of non-users.
5. Emphasize the use of a gendered lens to further identify the challenges and experiences of the most vulnerable elderly.
6. Identify practices indicated as best practices by the elderly for accurately assessing their needs, addressing information gaps and enhancing targeting mechanisms to reach those most in need of cash assistance.​
7. Generate insights and recommendations that can inform the design and implementation of more inclusive and accessible CVA and social protection initiatives for elderly individuals in Lebanon.​

Closing date for submitting the tender is 03 June 2025 -10:00 . All bids submitted after that date will be rejected.

NRC will follow the two envelop process for this procurement. Failure to comply with the submission instruction will lead to supplier disqualification immediately.

Technical and Financial bids have to be uploaded in a separate designated field, otherwise you offer will be disqualified.

Any bid received via email or merging both financial and technical documents in one folder, will be eliminated.
