Call for Proposals: Evaluation of Lawmaking Project

Background: JustPeace is seeking qualified evaluators (individuals, teams or an organisation) to assess its Project “Support to law-making in Somalia’s States: eLearning, advice and civil society inclusion”. As part of the project, eLearning courses on law-making will be developed for MPs and staff of the State Assemblies of Galmudug, Hirshabelle, Jubaland, Puntland, Southwest State and the Federal Parliament. Public participation and inclusiveness in law-making processes will be enhanced through an additional e-learning course for civil society organisations. SomLaw experts will also provide legal and technical advice to the Galmudug State Assembly. The overall objective is to support the development of a coherent multi-level legal system based on the interests of the population, thereby contributing to the pacification and stabilisation of Somalia. This is a voluntary evaluation with the aim of learning from experiences and bettering the technical quality of the implementation of the project. JustPeace intends to use this process to learn from the independent evaluation and will ensure that the project team cooperates at every stage of the evaluation process.

Scope of Evaluation:

  • Concise and timely feedback for the project team during online meetings in the first month of every quarter (‘quarterly appraisals’) – starting in mid December 2024.
  • Interim Report by July 2025:

    • Focus: Assessment of eLearning materials (as developed till this point); conducted training sessions (as delivered to this point); advice to the Galmudug State Assembly (as conducted to this point).
    • Deliverable: A brief interim report (5 to 7 pages) that provides a concise, yet comprehensive assessment of the project’s progress. The report should include an analysis of strengths, weaknesses, and areas for improvement for the second phase of the project. The level of detail should be sufficient to inform decision making without excessive granularity, with a focus on actionable insights and strategic recommendations.
  • Evaluation Report by July 2026:

    • Focus: Comprehensive evaluation of the design and implementation of the project, and ‘lessons learned’.
    • Deliverable: A detailed report (15 to 20 pages) assessing the effectiveness and impact of the project. The report should provide an in-depth analysis, supported by data and case studies as appropriate, to evaluate the outcomes of the project. The level of detail should allow for a thorough understanding of both short-term and long-term impacts, and provide evidence-based conclusions and recommendations for future actions or adjustments.

Start and End Dates:

  • Period: Mid December 2024 – 31 July 2026.
  • The Evaluation process will be conducted between mid December 2024 and 30 June 2026, with the final report due by July 2026.

Requirements and Responsibilities of Evaluator(s):

  • Proficiency in English, as all meetings will be held in English and evaluation reports must be written in English. All materials provided by the project team will be in English.
  • Choose and apply appropriate evaluation methodologies.
  • Conduct a thorough evaluation and honest appraisal of the project.
  • Review written reports and other documents provided by the project team.
  • Engage with the project team for quarterly oral feedback reports, allowing for a discursive learning process.
  • Provide written quarterly appraisals (no more than 6 pages) and evaluation reports as described above.

Methodology:

Methodologies to be applied should include desk review, questionnaires, one-to-one feedback sessions and stakeholder interviews (non-exhaustive), to be agreed with the JustPeace project team. An assessment of the methodology and approach to be applied during the evaluation will form part of the selection process of the Evaluator(s). Therefore, the Evaluator(s) should provide a coherent and concise proposal of the methodology and approach that will be applied.

Project Team Responsibilities:

  • The project team will submit all written project reports and other relevant documents to support the evaluation process.
  • The project team will provide quarterly reports to the evaluator through direct feedback sessions to facilitate continuous feedback, interaction and learning.

Disclaimer:

The total amount available for this evaluation is 5,500 Euros. Payment will be made according to a schedule based around deliverables, to be agreed upon after the selection of the Evaluator(s). JustPeace appreciates proposals that consider budget constraints while maintaining the quality and integrity of the evaluation process.

Proposals should demonstrate relevant experience and qualifications of the evaluator(s) by including CVs of the evaluator(s) and relevant experience of the individual(s) and/or the organisation.
