ILO/ ROAS is searching for an evaluation/ Research firm to undertake the evaluative exercise on ILO’s Past Contributions and Future Pathways for Syrian Refugees’ Employment and Socio-Economic Reintegration.
The assignment should take approximately 65 working days, with work expected to be undertaken during the period May – August 2025 in person and online. The current call is asking for expressions of interest from interested firms specialized in qualitative and quantitative methods.
Duration of the contract: May- August 2025

- Desired profile of the evaluation team:
- An advanced Degree in social sciences, economics, development studies, evaluation or related fields, with demonstrated strong research experience.
- Strong experience in using qualitative methodologies to assess impact (QUIP, MSC, etc.)
- A minimum of 7 years’ experience in conducting projects and programme evaluations, with demonstrated experience in development related programmes.
- Extensive experience in synthesizing complex information and conducting synthesis reviews and meta-studies.
- Previous experience in evaluations for UN agencies is required.
- Relevant regional experience and familiarity with implementation of programmes and projects on Syrian Refugees in the region is required – can be through a team member.
- Strong understanding of the HDP nexus.
- Full proficiency in English.
- Command of Arabic through a team member.
- Context and socio-political understanding of all countries involved (Syria, Lebanon, Jordan, Egypt, Iraq, and Turkey) – can be through team members.
- Knowledge of the ILO and its normative mandate, tripartite structure and technical cooperation activities is a strong asset.
- Excellent communication, interview and report writing skills.
- Demonstrated ability to deliver quality results within strict deadlines.
- Facilitation skills and ability to manage diversity of views in different cultural contexts.
Proposal submission
Interested candidates intending to submit an expression of interest must supply the following information:
1. A cover letter describing how the different members skills, qualifications and experience are relevant to the assignment.
2. The CV of all members highlighting previous assignments that are relevant to the context and subject matter of this assignment.
3. A financial proposal with all fees and expenses expressed in US dollars including travel.
4. Sample of similar work written by the lead evaluator.
5. At least two professional references.
6. The division of work and days among the team members.
