Job Summary

The CAFI Project Finance Manager reports to the Director of Finance and Administration (DAF). S/he is responsible for the accounting, budget management, and subaward management of the CAFI funded project “Coexistence pacifique entre l’homme et l’éléphant au Gabon”.

Based in Libreville, there will be some travel to field sites to review financial documentation and conduct subaward monitoring. The CAFI funded project has a 24-month duration. The successful candidate will be fully responsible for the financial management of the CAFI funding and therefore prior experience working with CAFI’s policies and procedures will be an advantage.

Responsibilities

  • Ensure completeness, compliance, timely processing, and proper filing of documentation on all CAFI funded financial transactions including accurate coding of general ledger accounts, budget line activity codes and completion of required accounting fields.
  • Prepare monthly fund request for the CAFI project to submit to the Director of Administration and Finance.
  • Prepare monthly budget vs actual summary for review and analysis with the Project Coordinator highlighting burn rates and any concerns with spending trends
  • Subaward management including but not limited to financial report review, drafting of agreement modifications, and financial documentation reviews as outlined in WCS subaward procedures
  • Review service agreements for consultants to ensure necessary CAFI flowdown provisions are included.
  • Develop a procurement plan for the project working with the Regional Operations Manager to ensure timely delivery of supplies and equipment in accordance with WCS and donor regulations.
  • Lead the preparation of documents required for audits of the CAFI project.
  • Other duties, as assigned by the Director of Administration and Finance

Requirements

  • Bachelor’s degree in business administration, accounting major preferred. MBA, CPA, or other equivalent certification a plus.
  • French and English language fluency required.
  • Significant experience with the financial management of government and agency grants and contracts, experience with CAFI a plus.
  • At least five years of experience, with at least 2 years managing a financial area for an international corporation or not profit organization.
  • Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent).
  • Willingness to travel to field sites.
  • Experience working in a developing country setting.
  • Good communication skills, both written and verbal, as well as strong analytical skills.
  • Ability to work in a team setting within an organization.
