The White Helmets (WH) is a non-for-profit group with offices in USA, Canada, The Netherlands, Turkey and Syria. We work to support the civilian population in conflict zones through the implementation of a wide range of stabilisation and humanitarian activities, which provide community resilience to millions of people. Our primary focus has been on the Syrian crisis through the work of the Syria Civil Defence, and we are looking at expanding our activities to other countries.

SCOPE OF WORK
The Budget Officer will support the development, maintenance, and updating of the organization’s Master Budget (MB) and sub-budgets, ensuring alignment with organizational priorities and flexibility to adapt to changes. The role collaborates with internal stakeholders to gather financial needs, monitor budget performance, and address gaps, ensuring accurate allocation, forecasting, and compliance with organizational and donor requirements.

Tasks & Activities:
- Assist in the preparation and updating of the Master Budget (MB) and sub-budget templates, ensuring they remain flexible and adaptable to organizational changes.
- Collaborate and coordinate with stakeholders from various programs, departments, and offices to gather their needs and update them quarterly as needed.
- Consolidate all requirements into the annexes and ensure they are accurately reflected in the Master Budget (MB) template.
- Analyze financial inputs to ensure there are no overlaps or duplications.
- Ensure the accurate reflection of needs provided by departments and offices across organizational programs and sub-programs, and vice versa.
- Assist in developing a mechanism for allocating operational, support, and other non-direct program needs across the organization’s programs.
- Assist in dividing the organization’s Master Budget (MB) among current projects and identifying gaps by program and office.
- Assist in preparing the comparison between the actual expenses and the planned budget on monthly basis and updating the annual (MB) budget accordingly.
Required Qualifications Education, Experience and Competencies.
- Bachelor’s degree in accounting, finance or business management.
- 2- 5 year of professional experience in finance, preferably NOG’s finance related experience.
- Very good written and spoken English and Arabic languages and communication skills.
- Proficiency with Microsoft office especially in Excel.
- Good understanding of NGO’s structures and programs.
- Microsoft Office applications (Excel, Words, PowerPoint, Access Database etc.)
- Knowledge/understanding of reporting requirements for NGOs or experience in delivering financial reports for international key stakeholders.
- knowledge of laws and regulations of different donors.
- Outstanding organizational and time-management abilities
- Excellent communication and interpersonal skills.
- Cross-cultural communication and able to interact professionally with culturally diverse staff and stakeholders.
- Ability to perform work with a high degree of accuracy and attention to detail.
- High standards of confidentiality, reliability and discretion
