L’expert·e local·e contribuera au développement du cadre de mise en œuvre de la CDN-R en se focalisant sur le volet « atténuation » pour les secteurs prioritaires de l’énergie et des transports. L’expert·e sera chargé·e de proposer des mesures sectorielles pour atteindre les objectifs d’atténuation définis dans la CDN-R, tout en renforçant les capacités locales et en identifiant les besoins en ressources financières et techniques. Il ou elle travaillera en étroite collaboration avec le Ministère de l’Environnement et du Développement Durable (MEDD), les autorités djiboutiennes et le PAF, y compris les experts internationaux.
The local expert will contribute to the development of the implementation framework for the updated NDC with a focus on the mitigation component for the priority sectors of energy and transport. The expert will be responsible for proposing sectoral measures to achieve the mitigation objectives defined in the updated NDC, while building local capacity and identifying funding and technical resource needs. The local expert will work in close collaboration with the Ministry for Environment and Sustainable Development, the Djibouti authorities and the SIP project, including the international experts.
Education/training (2.2.1):
- The expert should have 5 years of higher education (BAC+5) in the area of mitigation and sustainable resource management with a focus on areas of renewable energy, transport or a related field

C2 – level language proficiency in French
- General professional experience (2.2.3):
- At least 5 years of experience in project development in the areas of mitigation of climate change, particularly regarding renewable energy, low-emission transport systems, green logistics systems
- Specific professional experience (2.2.4):
- Excellent knowledge and 5 years of work experience regarding climate change mitigation policies (e.g. Nationally Appropriate Mitigation Actions, NDCs, Long-Term Strategies) and regulations (target setting, strategies, action plans, assessment of mitigation impacts, review of climate change laws and regulations, etc.), in the context of development cooperation; as well as developing, assessing and evaluating mitigation measures in sectors (energy and transport)
- Excellent knowledge and at least 2 years of work experience in the field of adaptation and mitigation linkages, coherent climate policy implementation and planning (including linkages to the Agenda 2030, Sendai Framework and Green Economy) and development of innovative and coherent solutions.
- In-depth thematic knowledge on sustainable approaches and mitigation solutions for the energy and transport sectors:
- Knowledge on MRV systems
- Expertise on urban transport system planning in warm and arid regions
- Good knowledge of and prior working experience in the field of climate finance, both for financing mitigation (as well as their multiple benefits), next to work experiences in the engagement of and with the private sector, in the context of sustainable development and Green Economy.
- Regional experience (2.2.6):
The expert should have expertise on implementing projects in contexts with a similar climate to Djibouti (dry, warm, and vulnerable to climate change). - Soft skills of team members
