BACKGROUND

IsraAID is an international non-governmental organization headquartered in Israel that was founded in 2001 and works in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist recovery, and reduce the risk of future disasters.

JOB PURPOSE

The primary function of the Area Program Coordinator is to support the Country Director in supervising the implementation of programs and provide technical oversight to all projects.

The Area Program Coordinator will assume direct responsibility for the overall management and coordination of the various components of the IsraAID Kenya Program in Turkana. S/he shall provide overall leadership and direction to country program and staff in Turkana, and support to the Country Director to strengthen the roll out of the program strategies, ensuring quality program implementation, partnerships, and accountability in accordance with IsraAID and donor policies.

As part of the senior leadership team, He/She plays a responsible and active role in planning, designing, implementation, development and administration of the country program and strategy under the leadership and guidance of the Country Director.

In line with IsraAID’s global strategy the Area Program Coordinator will often take the lead and guide the development and implementation of sectoral projects in Turkana. In this capacity she/he will supervise, lead the designing of sound proposals, concrete implementation plans for all projects, provide budget insight and ensure donor reports are timely and of excellent quality. She/he will identify needs for specialized expertise and work under the supervision of the Country Director to fill those gaps. She/he will utilize and adapt existing program management tools under supervision of the Country Director, in collaboration with the Programs department at HQ.

The Area program Coordinator is also tasked with security management and risk mitigation management as guided by IsraAID’s policies.

DUTIES AND RESPONSIBILITIES

Vision and Strategy

  1. Oversee the dissemination of IsraAID’s mission and core values and principles at the area level.
  2. Identify, reach out, and create collaboration with partners in line with the mission’s vision.
  3. Provide leadership in the development and implementation of IsraAID’s programming in line with the mission’s strategic plan and develop methodological and technical support to ensure the use of participatory methodologies, human rights, and social exclusion frameworks.
  4. Stay up to date on socio-economic and political changes in the area related to IsraAID’s mandate and undertake a timely strategic review of IsraAID’s program strategy to respond to a rapidly changing environment

Program Management

1.Reporting to the Country Director, proactively oversee the management of all projects in the County through all components of the project cycle management providing ongoing managerial support to Program staff.

2. Ensure that the program components have clear and realistic objectives, identifiable direct/indirect beneficiaries, have concrete, realistic and impact-oriented implementation plans.

3. Ensure that effective monitoring and evaluation processes and procedures are followed in the program for qualitative and ethical implementation of all the projects.

4. Ensure that proper risk assessment and mitigation strategy is developed for the program and constantly monitored.

5. Effectively monitor budget implementation against programmatic targets, with support from the Finance Manager, Country Director and HQ.

6. Take a lead and in ensuring timely reporting for the program according to internal IsraAID schedules and donor requirements, ensuring strict compliance with donor contract requirements and reporting deadlines.

7. Lead in organizing program meetings, covering all aspects of planning and implementation.

8. Ensure that the program is designed and implemented according to IsraAID’s and international programming protocols, guidelines and standards, and that program planning and implementation are conducted in accordance with core ethics of intervention.

Coordination with external partners

  1. Takes leadership in building partnership at the field level
  2. Ensure non-duplication of programs with other partners operating in same locations and in similar sectors of activity.
  3. Attend external coordination meetings as required by the Country Director.

Human Resources

1. Manage and support program teams, directly supervise Project Managers.

2. Manage staffing for the program: with the support of the HR Office, design staffing plans for the program in coordination with Country Director, initiate relevant recruitments while ensuring adherence to approved budgets.

3. Provide on-going technical support, on-the-job training, and oversight to all program staff.

4. Develop the Programme staff capacity by determining training needs for program in collaboration with the HR Office.

Security

  1. Develop and execute security policies, plans and proactively manage insecurity mitigation measures
  2. Ensure the safety and security of staff and assets within the Field Office.

Communications and Working Relationships

  1. Maintain regular communication with Country Director, other Senior Management Team members and field staff.
  2. Good communication (both verbal and written) and able to ably communicate with both internal and external stakeholders.

Funding and Grants Management

  1. Supports in identification and pursuit of new funding opportunities
  2. Responsible for leading the resource mobilization initiatives to ensure programme growth.
  3. Facilitate and coordinate donor field visits, donor meetings, discussions, and evaluations as required.

Others

  1. Understanding of and commitment to the following principles: cultural sensitivity, local ownership, sustainability, inclusiveness, local partnership, non-discrimination, do-no-harm, and apolitical approach; codes of conduct against sexual exploitation and abuse; and against child exploitation and modern slavery.
  2. Commitment to abide by IsraAID’s and the UN’s codes of conduct and principles.
  3. Commitment to abide by IsraAID’s security policy.
  4. Ensure Field Office complies with both government and other NGO/Civil Societies guidelines.

REQUIRED EXPERIENCE AND TECHNICAL COMPETENCIES

  • At least a Bachelor’s Degree in relevant field (e.g. social sciences, economics or international development, etc.). A Masters degree is an added advantage.

  • Over 5 years of progressively responsible experience in program management, leadership and design with at least two years at senior management level in conflict or post-conflict settings;

  • Experience in stakeholder management, partnership building and networking with government, INGOs and CBOs;

  • Experience in successful proposal development

  • Experience in program management, program design, budgeting and budget management including writing Log Frames and budgets

  • Sound experience in people management, negotiation and planning.

  • Experience in financial management and interpretation of financial reports.

  • Good understanding and management of logistics and procurement management functions and contracts.

PHYSICAL ENVIRONMENT AND DEMANDS

The office is located in Turkana Country with frequent field visits and requires a highly resilient individual.

LEVEL OF CONTACT WITH CHILDREN

Medium contact: Frequent interaction with children with regular visits to the field to support program implementation
