About la Chaîne de l’Espoir
La Chaîne de l’Espoir has been working in Afghanistan since the early 2000s.
In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality medical and surgical care for young patients.
Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l’Espoir providing medical support and access to the most vulnerable populations.
In 2016, the hospital expanded with the opening of gynecology, obstetrics and neonatology services, becoming the French Medical Institute for Mothers and Children (FMIC). Services for adults have also been developed in recent years.
The goal of La Chaîne de l’Espoir is to increase access to healthcare for the most vulnerable Afghans. To do so, La Chaîne de l’Espoir:
- Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions.
- Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, through the ‘Women and Children’s House’ (WCH) project.
Given the evolution of the situation in the country, marked by a possible collapse of public services (including in the health sector), in 2022, La Chaîne de l’Espoir plans to continue its support for the most vulnerable Afghan children and women and will increase the assistance provided to internally displaced people living in camps in Kabul.
The position
The Finance, Administration and HR Coordinator (FAHR) is responsible for overseeing all financial management, including accounting and budgeting activities, while also managing human resources and administrative functions. This role ensures compliance with relevant laws and regulations, La Chaîne de l’Espoir’s internal procedures, donor requirements, and other applicable regulations. The key component of this position is to ensure the capacity building of the national staff to move towards a nationalisation of the position.
Reporting directly to the Head of Mission (HoM), the FAHR supervises a team of 3 national staff (a Deputy Head of Finance, an HR and Finance Officer and an accountant).
He/She receives technical oversight from the Financial Controller and the HR referent at HQ. Moreover, he/she will work closely with the accounting and institutional funding services at HQ.
Main activities :
Accounting Management and Monitoring:
- Oversee and execute the monthly accounting closure, ensuring the accurate and timely submission of bank and cash journals to headquarters, accompanied by all necessary supporting documents.
- Develop and prepare treasury forecasts for the country office. Submit these forecasts for validation to the Head of Mission and subsequently transfer them to headquarters.
- Review and verify the eligibility of vouchers and supporting documents, ensuring all financial transactions are well-supported and compliant with organizational policies.
- Supervise and validate accounting entries and cost allocations, ensuring accuracy and adherence to budgetary constraints.
- Monitor and manage the processing of supplier invoices and payments, ensuring that all transactions are executed correctly and timely.
Budget and Financial Follow-Up:
- Contribute to the development of operational project budgets, ensuring comprehensive inclusion of all planned activities and costs.
- Prepare and update monthly budget monitoring reports and forecasts for projects, including activity budgets and donor contributions (both private and public).
- Lead in monthly pipeline meetings, focusing on budget follow-up. Collaborate with the Head of Mission and the support and technical field teams to review financial performance.
- Assist in revising budgets based on input from the technical field team, ensuring accuracy and alignment with project needs.
- Familiarize yourself with donor contracts to ensure correct cost allocation and compliance with regulations. Collaborate with the institutional funding service at headquarters for guidance.
- Lead and coordinate the field team during internal and external audit exercises, ensuring readiness and compliance with audit requirements.
- Draft and consolidate qualitative financial reports. Contribute to the preparation of external reports for donors, authorities, and other stakeholders, utilizing data from projects and partners.
Human resources and administrative management
- Lead and manage the recruitment process, including reviewing job description, job postings, candidate shortlisting, and interviews. Ensure proper selection process comply to CDE, local law and donor regulation.
- Validate and finalize employment contracts for local staff, ensuring compliance with legal standards and organizational policies.
- Prepare on boarding briefing for new staff including the retro planning of the induction
- Designed recruitment plan in aligned with the mission’s strategy and future proposals. Ensure these plans address current and anticipated staffing needs.
- Tracking and facilitate the annual appraisal process for all staff members. Ensure evaluations are conducted on time, with a focus on employee development and performance improvement.
- Collaborate with the HoM and managerial team to assess and identify training requirements. Develop and oversee the implementation of training plans to address skill gaps and support professional growth
- Work closely with the HoM to validate and approve recruitment requests, contractual modifications, disciplinary actions, and termination decisions.
- Research and recommend additional employee benefit packages, including health insurance. Ensure benefits are implemented in accordance with HoM and headquarters
- Oversee the preparation of monthly payroll, payslips, and contribution declarations. Ensure accuracy in calculations and timely submission of tax payments.
- Maintain detailed and confidential personnel files for both national and international staff. Ensure compliance with national labor and tax laws as well as La Chaîne de l’Espoir’s internal procedures.
- Ensure that all HR practices comply with national laws and regulations, as well as La Chaîne de l’Espoir’s and donor policies. Stay informed about changes in external regulations that may impact the organization’s operations.
- Implement and manage systems for physical and digital archiving of all administrative and financial documents, adhering to La Chaîne de l’Espoir’s standards.
- Work in close partnership with the HoM to ensure alignment between HR strategies and organizational objectives. Provide expert advice on HR matters and support the HoM in decision-making processes.
Others
- Contribute to audit and control exercises, whether internal or external, as well as in the implementation of the accepted recommendations.
- Collaborate with La Chaîne de l’Espoir lawyer in writing contracts, letters and synthesis. Eventually facilitate communication between La Chaîne de l’Espoir lawyer in Afghanistan and La Chaîne de l’Espoir HQ.
- Submit regular and update information on achievements and challenges met to the HoM.
Requirements
Training/ Experiences:
- A master university degree in accounting, finance, business administration, or equivalent is required.
- Minimum 3 years of work experience in a similar position, preferably within and international NGO.
- Experience with health programmes/medical projects is an asset

Conditions
- 07 months full time contract renewable as an expatriate in Kabul
- Starting date : June
- Monthly gross salary : from 2 500 € to 2900 €, according to profile and experience
- Monthly per diem and living allowance : 700 € net
- Monthly context allowance 300 € net
- R&R:5 days R&R every 2 months and reimbursement up to 850 USD for the flight ticket
- Housing : single room in collective accommodation provided
