Position Description
EnCompass LLC is seeking an Accounting Assistant for a seven-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) support activity based in Kyiv, Ukraine.
On March 2, 2020, EnCompass LLC was awarded the Monitoring and Learning Support Contract (M&LSC) to support the United States Agency for International Development (USAID) mission in Ukraine to holistically provide technical assistance support and other services in monitoring and evaluation. EnCompass, our subcontractor NORC at the University of Chicago, Pardee and other local partners will aim to improve the achievement and sustainability of USAID’s development outcomes for USAID/Ukraine, including USAID/Belarus.
The Accounting Assistant will be responsible for assisting in planning, managing and implementing all aspects of the project accounting system and for maintaining an accounting database.
This full-time position is based at the EnCompass Kyiv, Ukraine, office and will report to the project Operations Manager.
Position Duties and Responsibilities
- Work closely with the Operations Manager and Project Accountant to respond in a timely manner to payment requests generated by the office, ensuring that all back-up documentation and approvals are available for transactions.
- Serve as a back-up for the Project Accountant in the period of his/her absence in entering project expenditures in the accounting system (Quickbooks).
- Assist the Project Accountant in preparing monthly wire transfer requests and financial reports.
- Prepare electronic Purchase and Payment Request files for e-signature.
- Assist the finance/operations and administration team with ensuring all financial documentation is filed (securely) in both hard copy and scanned and saved in project digital files.
- Review travel expense reports and prepare/review cost reimbursements to project staff.
- Assist in preparing project employment agreement packages for submission to GDIP, UMLS’ project payroll agent.
- Maintain the Project’s personnel files and trackers.
- Review country office personnel timesheets and ensure the accuracy of the information included. Maintain the Project’s Leave Balance tracker.
- Prepare and submit documentation for employees’ vacation/sick leaves for GDIP to be recorded appropriately according to Ukrainian legislation.
- Prepare electronic bank payments through the Project banking system.
- Prepare package of documentation required for VAT exemptions. Prepare monthly informational reports and maintain received VAT bills and ensure their timely receiving. Manage process with USAID related to VAT exemptions.
- Other duties as assigned.
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications
Academic Qualifications
- Bachelor’s degree in accounting, finance, or related field OR at least two (2) years of relevant experience in bookkeeping, accounting, and/or as a financial assistant required.
Required:
- Knowledge of payroll, tax issues, and professional accounting principles.
- Ability to effectively use computer software including financial management applications such as Quickbooks or others.
- Demonstrated high proficiency with Excel spreadsheet applications is required.
- Ability to communicate verbally and in written form in Ukrainian, Russian, and English.
- Proven capacity to take the initiative and willingness to learn new skills as needed.
- Strong work ethic and the ability to work well independently and as part of a team.
- Ability to collaborate effectively within a team environment is essential.
Preferred:
- Knowledge of USAID rules and regulations preferred.
