PAH has been present in Madagascar since May 2022 delivering humanitarian aid to the most vulnerable population affected by catastrophic drought in southern part of the country. PAH provides assistance in sectors of WASH, Nutrition, and Livelihoods with elements of Agriculture.

Key job responsibilities:
- Provide strategic leadership and direction for all logistics and procurement functions in Madagascar
- Provide direct oversight and guidance to the Logistics Officers and assistants, ensuring effective management of various logistics functions, including asset management, fleet management, transportation, warehousing, and procurement
- Ensure compliance with organizational and donor regulations, as well as safety standards in logistics and procurement operations
- Liaise with all supply chain actors (government authorities, private companies, INGO partners and clusters) and insure procurement of WASH, NFI, food and others in accordance with international and local laws
- Actively participate in the development and updates of project planning and budget proposals, including emergency operation
- Provide valuable assistance in formulating strategies and providing guidance to the Country Director in converting recognized logistical and technical requirements into Country Program goals, priorities, and the essential resources
- In collaboration with the Head of Programmes establish a comprehensive country Procurement Plan in alignment with expenditure validation procedures and scale
- Role and responsibility to ensure quality of reporting, exchanges and sharing of reliable information and data to HQ
- Ensure proper documentation and archiving
The successful candidate will be selected based on the qualification requirements described below:
- +5 years of relevant experience working in humanitarian logistics and procurement
- Proven experience in team management (at least 3 years)
- Previous experience in international work environment
- Negotiation and communication skills
- Ability to work under pressure in a dynamic environment
- Strong interpersonal, management and leadership skills
- Experience with the logistical challenges of operating in Madagascar or similar contexts
- Proficiency in using Microsoft tools (especially Microsoft Excel)
- Bachelor’s degree in Logistics, Supply Chain Management, or a related field
- Proficiency in written and spoken English and French (C1) is a must
- Driving license
