Social Development International SDI is a non-profit NGO established in 2015 and daily registered in Turkey, which provides humanitarian assistance to affected people in Syria. SDI services are covering northern Syria areas through its programs which are SNFIs, health, nutrition, education, WASH, protection, FSL, and CCCM. Currently looking for a qualified MEAL Officer (Accountability).

Purpose of Position:

SDI is seeking a qualified and highly motivated individual who can ensure that SDI’s programs in Türkiye/ Syria maximize local community participation and capabilities. The Monitoring, Evaluation, Accountability, and Learning. MEAL Officer will support the MEAL department in the development of effective systems to analyze trends, monitor and evaluate programming. The MEAL Officer will raise initiatives among all sectors to ensure the high quality of SDI programs implementation.

Tasks and Responsibilities

  • Develop and/or update MEAL tools, databases, and monthly reporting formats in close collaboration with the MEAL focal points/sectoral managers.
  • Conduct data audits and analysis to ensure high-quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Field Coordinator, MEAL Coordinator, and Technical Managers and Coordinators on a monthly basis.
  • Advise staff on data management and storage to field staff, in collaboration with MEAL Coordinator.
  • Ensure relevant, timely, and quality support to the Field team on assessments and evaluations; i.e. support in developing the survey tools, data analysis, and report writing.
  • Attend and participate in meetings with program Managers and Officers on project monitoring and learning updates, achievements, and challenges.
  • Supervising, following up, training, and developing the MEAL team in SDI.
  • Support program development.
  • Attending kick of meetings for new projects.
  • Ensure all projects have baselines for outcome level indicators. Ensure direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check/verification visits.
  • Ensure SDI and Core Humanitarian principles are upheld in all aspects of the MEAL functions.
  • Represent SDI at clusters, donors, and other stakeholders’ meetings. Work with projects managers, and MEAL team to improve the accountability processes,
  • Weekly, monthly, quarterly, and annual reports as required from the line manager

Accountability to Affected Populations (AAP)

  1. Feedback and Complaint Mechanisms:
    Establish, promote, and manage accessible, inclusive, and context-appropriate feedback and complaints mechanisms across all projects.
    Ensure mechanisms are culturally sensitive, gender-responsive, and accessible to vulnerable groups, including children, persons with disabilities, and elderly beneficiaries.
    Regularly monitor and evaluate these mechanisms for effectiveness, confidentiality, and user satisfaction.
  2. Participation and Inclusion:
    Develop and implement strategies to engage affected populations in all phases of the project cycle (design, implementation, monitoring, and evaluation).
    Facilitate focus group discussions, participatory planning sessions, and community consultations to ensure projects align with beneficiary priorities.
    Strengthen community-based committees to act as a bridge between SDI and the affected
  3. Under direct supervision of the MEAL coordinator or senior officer, the MEAL officer will be working in close collaboration mainly with MEAL team and in some cases with program teams. S/he will be responsible to support in various tasks including the following activities: data entry, database review, data cleaning, documentation & archiving, coding tools and reports translation.

Position Qualifications:

  • Minimum BA in Statistics, Computer Engineering, business administration or any related filed.
  • At least 3 years of experience in MEAL sector.
  • Very good knowledge in quantitative and qualitative data collection methods, and analysis is essential, Especially the use of MS Excel and Power Bl.
  • Excellent reporting skills.
  • Fluency in English and Arabic.

1- Excellent interpersonal and communication skills. Patient and an excellent listener.

2- Culturally aware, respectful, and humble.

3- Trustworthy, with a high sense of confidentiality.

4- Ability to plan and conduct training in all areas of MEAL.

5- Team worker. Ability to mobilize people and to develop and promote good relationships with staff and communities to ensure their participation in SDI’s activities.

6- Able to meet deadlines and work under pressure.

7- This position will require permanently engaging with male and female community members through phone calls.

8- High communications skills and deep knowledge of the Syria context.

9- A flexible approach to work and excellent attention to detail.

SDI prohibits sexual exploitation and abuse of Children and proved cases of such will be meet with Zero tolerance by SDI management.

SDI is an organization working with vulnerable populations, including children, both directly and indirectly. Thus, SDI has a moral responsibility and a duty to protect children within the population that we serve from both intentional and unintentional harm. SDI understands that all staff needs to be aware of this policy even though many of the staff may never have unaccompanied contact with children or young people through their work. It is not possible to eliminate risk entirely, but we are obliged to develop strategies and mechanisms to reduce the risk.

The actions of SEA violate the universally recognized international legal norms and standards. Thus, SDI considers such actions as serious misconduct, which will constitute grounds for major measures, including summary dismissal and criminal prosecution. SDI prohibits sexual exploitation and abuse (SEA), and proved cases of such will be meet with Zero tolerance by SDI management.

To the end of meeting with the fundamental values of SDI, this policy is designed to address the behavior of SDI staff, and its collaborators toward the served population and to protect vulnerable populations within the communities served by SDI from any acts of sexual exploitation and abuse which is considered as an element of the accountability that SDI holds towards the served communities.

The actions of SHH violate the ethical norms and damages the team spirit. Thus, SDI considers such actions as serious misconduct, which will constitute grounds for major measures, including summary dismissal and criminal prosecution if relevant. SDI prohibits SHH, and proved cases of such will be meet with Zero tolerance by SDI management.

To the end of meeting with the fundamental values of SDI, this policy is designed to address the behavior of SDI staff and its collaborators towards one another and to protect staff within the environment of SDI from any acts of sexual harassment and harassment which is considered as an element of the accountability that SDI holds towards its staff.
