Background
The Protestant foundation ‘Fundación Hora de Obrar’ (FHDO) is responsible for the diaconal functions and development policy tasks of the Protestant Church in the Rio de la Plata region (Argentina, Uruguay and Paraguay). The main objectives of the foundation are to promote the diaconal work of the churches, particularly with regard to combating poverty, accompanying and supporting indigenous peoples and the integrity of creation. Its approaches are embedded in the promotion of the practice of the Protestant faith, Christian educational work and the realisation of Christian social responsibility. The defence of human rights is an essential principle of its work.
As a result of climate change, extreme weather events continue to increase in Argentina, Uruguay and Paraguay, exacerbating the precarious social and economic situation of large sections of the population. FHDO is part of the ACT Alliance Forum Argentina, which has developed a disaster preparedness and response plan in recent years. On the basis of implementation plans that still need to be further specified, the aim is to enable the Protestant communities in the Rio de la Plata region to establish a sustainable system of disaster prevention that is characterised by joint emergency planning by civil society and state actors and enables effective emergency aid. The beginnings have been made. As an international expert and team member of FHDO, you will build on this and contribute your experience of risk management and emergency aid from other contexts. You will conduct training at community level to further strengthen local resilience and promote dialogue with local authorities, as well as advising local actors of the Protestant ACT Forum on the implementation of emergency plans that have already been drawn up. You will also support FHDO in anchoring risk analysis and disaster risk reduction strategies as a cross-cutting task in all its environmental and development projects.

Job Scope
You work in the ‘Projects and Programmes’ team at FHDO and are responsible for the following in detail:
- Advice on the integration of risk management in the design and implementation of the foundation’s projects
- Technical support for FHDO on climate justice, loss & damage and strategic planning
- Support in the implementation of an internal training plan for the ACT Forum Argentina on humanitarian issues
- Supporting partner organisations, communities and local actors in building skills in the area of risk management
- Development of didactic and information material
- Support for emergency relief and prevention measures at community level
- Advice on the regular review of the emergency preparedness and response plan of the ACT Forum Argentina
Profile
- Degree in disaster prevention, disaster management or a comparable specialisation
- Several years of professional experience in the field of disaster prevention and relief
- Applied knowledge in youth and adult education
- Practical experience in strategic planning and evaluation as well as in the field of adapted technologies desirable
- business fluent in Spanish
- Willingness to travel within the Rio de la Plata region
- Openness to working in a church context
- Systematic way of working and conceptual skills
- Initiative and independence
- Confident demeanour, ability to work in a team and strong communication skills
- Flexibility as well as high resilience and frustration tolerance
Citizenship of a Member State of the European Union or Switzerland is required.
