A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

CONTEXT OF THE POSITION
The French Red Cross opened a delegation in Palestine in 2022, thanks to a 5-year project funded by the Agence Française de Développement (AFD).
The project consists of supporting the strategic and programmatic development of Ibn Sina College of Health Sciences in Nablus, Palestine, through the redesign of the curricular to adapt it to international LMD standards, digitalization, modernization of simulations labs and creation of a continuous training center, a research Lab and PGI action plan. The French Red Cross will work in collaboration with the University of Montreal, the Palestinian Red Crescent Society (PRCS) and the Palestinian Ministries of Higher Education and Health.
Located in the West Bank, Ibn Sina College currently welcomes 300 students and has the ambition to become a « leading college in nursing and midwifery, both locally and internationally, adopting the principles of lifelong learning for its students and health personnel, through curricula based on competencies, skills and practises based on scientific evidence ». Another component of the project includes the construction of a new school to welcome Ibn Sina College students; this part is managed by AFD directly.
Furthermore, the French Red Cross (FRC) delegation is closely working with the PRCS to develop projects aiming to support their activities in the fields of pre-hospital care and first aid services in the West Bank and recently secured funds from the CDCS. The PRCS is the lead Emergency Medical Services (EMS) provider in Palestine, both in Gaza and in the West Bank, and as such, it provides support to people in need through its fleet of ambulances, training of EMS staff for appropriate pre-hospital care response and activities at community level.

Objective of the position during the mission
- Supervise and ensure financial, accounting, and budgetary management of the delegation as well as the management of administrative and legal files.
- Supervise and ensure the set-up and follow-up of the mission’s HR policy, with the support of the Head of Delegation, and coordinate its implementation in the delegation as per the country’s legislation, HR policy and FRC staff development
- Supervise and ensure the logistics’ management of the delegation.
- Ensures that support functions are strengthened, and appropriate systems are in place to adequately support programs implementation in all aspects
- Ensure the management and the capacity building of his/her national team
- Coordinate with the Palestine Red Crescent Society on logistical, financial and administrative aspects.

QUALIFICATIONS, SKILLS, AND EXPERIENCE
- Bachelor degree in humanitarian Logistics or Business Administration/Finance.
- Minimum of 3 years of demonstrable relevant experience in a similar position.
- Strong skills in managing humanitarian supply chain, notably large scale purchases (including tenders).
- Experience and understanding of main donors’ logistics and finance requirements is essential (knowledge of AFD and CDCS procedures is considered an asset).
- Previous experience managing a team and/or facilitating staff training and on-the-job coaching is considered an asset.
- Knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls is essential
- Ability to communicate effectively with key stakeholders, especially national partners, and adapt to a dynamic environment to achieve objectives.
- Essential computer literacy (word, excel, internet).
