At the Inclusion Advisory Group, we believe tailored input, communicated effectively, with the right people at the table can help make inclusion a reality. In partnership with the disability movement, associate organization and other consultants, the IAG creates change in organisations and institutions by providing technical assistance (TA) on policies and programmes, change facilitation, capacity strengthening and evidence of what works. We have provided tailored advice spanning from international and national policies and guidance to grassroots community development. Our advice is tailored for specific contexts and framed and aligned with relevant international frameworks and evidence on human rights. IAG has provided advice for 15 years to mainstream development and humanitarian partners, including various donors, development banks, UN entities and programmes, and non-government organisations. The Role

Disability Inclusion Advisor, Inclusion Advisory Group

Full time, permanent

Reports to:

The Disability Inclusion Advisor (DIA) will report to the Country Director of CBM Global Disability Inclusion Philippines Country Office for management purposes.

The Disability Inclusion Advisor is a member of a network of advisors across CBM Global called the Inclusion Advisory Group (IAG). As such, the post holder will be supported by the wider IAG network and specifically by the Philippines focal point within the IAG Global team. This focal point will provide technical oversight and mentoring through a dotted reporting line.

Job Overview

The CBM Global IAG exists to support others to put inclusion into practice. We partner with the disability movement to influence humanitarian and development organizations, institutions and systems to realize the rights of persons with disabilities. This is done through a tailored combination of technical assistance (TA) on policies and programmes, change facilitation, capacity strengthening and evidence of what works. Inclusion Advisory work is one key means through which CBM Global seeks to achieve its programme objectives.

The Disability Inclusion Advisor (DIA) will work with the Philippines Country Team and other people, where relevant, to develop and deliver inclusion advisory work in the country and may contribute to inclusion advisory work and learning across the wider IAG network. The DIA will be responsible for setting the direction of our advisory work, developing relationships with Organizations of Persons with Disabilities (OPDs) and other delivery partners, as well as growing a body of inclusion advisory work, and delivering on it within the framework of the Philippines Country Strategy Plan (CSP) and Advisory Strategy.

While the advisor is expected to work relatively independently, she/he will also work collaboratively with the IAG Global team, including on our country programmes, and with other IAG colleagues inside and outside of CBM Global. The job holder is expected to demonstrate initiative, to develop and maintain partnerships with IAG clients and delivery partners, and to coach development partners and IAG advisors in the delivery of quality inclusion advice.

Based:

CBM Global’s office is located in Alabang, Muntinlupa City, Philippines. A flexible working arrangement will be considered whereby office and/or remote working arrangements can be negotiated, based on the requirements of the successful applicant.

Hours:

The role is full-time. The nature of the role means working some flexible hours to accommodate meetings with colleagues and IAG partners in various time zones.

Salary range:

The salary offered will be competitive and determined based on skills and experience.

Responsibilities and Duties

  1. Implement and/or improve the Disability Inclusion Advisory Strategy of the Country Office aligned with CBM Global Federation IAG Framework
  2. Contribute to the cohesive management of the country IAG programme through clear communication around individual work plans and commitments, involvement in regular team meetings, and contribution to monitoring, evaluation, learning.
  3. Scope and develop disability inclusion advisory opportunities with, for example, non-governmental organizations, national and local government units, UN agencies, and the private sector, implementing humanitarian, DRR and CCA, and development interventions in the Philippines, aligned with the Advisory Strategy.
  4. Engage in continuous learning and upskilling and contribute to capacity building of colleagues through sharing and learning as widely as is required for disability inclusion advisory work.
  5. Provide quality inclusion advice to humanitarian, DRR/CCA and development partners, including advice in policy, programming, research and evidence and/or capacity development at local, national, and regional/international levels, in collaboration with partners and/or the disability movement.
  6. Establish and maintain relationships with the disability movement and external stakeholders to stay informed about the best practices and emerging trends, and to deliver constructive and complementary disability inclusion advisory in a collaborative manner.
  7. Represent CBMG/IAG at meetings, conferences, and other events, in agreement with the line manager.
  8. Model and promote inclusive approaches in day-to-day work, aligned with CBM Global’s commitment to authentic partnership with people with disabilities and their representative organisations.
  9. Develop resources, including but not limited to internal resources to support IAG growth (e.g., guidance notes, communications), and externally available resources (e.g., publications, training materials, etc.).
  10. Actively participate in IAG’s capacity development and quality assurance processes including reviewing, and having work reviewed by colleagues and associates, designing and facilitating workshops, webinars, etc.

Understands the incident management framework and their first responder role in recording, responding and reporting incidents.

Understands the survivor-centred approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.

Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.

Behaviours

Treats the survivor and others involved in an incident with dignity and respect.

Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.

Key outcomes expected from this role

The post holder will be expected to contribute to and/or lead on:

1. The development of strong and respected partnerships for Inclusion advisory work:

a. Internally – within the CBM Global (e.g., with advocacy, disaster risk management (DRM), health (eye health and mental health), and community programming teams) and across CBM Global’s three ‘vehicles of change’ (advocacy, advisory and field programs)

b. Externally – with potential and current IAG clients and other implementing partners including OPDs and other IAG associate advisors.

2. The development of cohesive and relevant advisory strategy, business plan development and implementation for Inclusion Advice in the country, in collaboration with the IAG focal point.

3. Wider CBM Global strategy and operations as required, and in agreement with the line manager.

4. Development and maintenance of mutually beneficial relationships with the disability movement in relation to disability inclusion advice.

5. Delivery of high-quality technical advice to IAG clients and generation of new disability inclusion advisory opportunities aligned with the advisory strategy.

6. Development of business and related work plans on disability inclusion advisory for the Philippines in the next 5 years (2025-2029).

7. IAG in the Philippines is an active participant in the IAG global network, including accessing support and participating in peer review and other peer learning and quality processes.

8. Monitoring, evaluation and learning in relation to IAG.

9. Growing the profile and reputation of IAG to support country programme growth.

10.Generation of in-country funding and consultation/advisory fees through disability inclusion advisory work.

Person Specification

All the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

CBM Global welcomes applicants from diverse backgrounds and people with lived experience of disability.

Experience and technical skills

  • Demonstrated experience in an advisor/consultant role on policy, program and/or capacity development to governments, INGOs, and/or multilateral organizations.
  • Applied project management experience (at least 5 years) in humanitarian, disaster risk reduction and climate change adaptation, and/or one or more development sectors (e.g., education, livelihood and social protection, health, WASH, governance, etc.).
  • Demonstrated experience working and establishing networks with the disability movement or other typically excluded groups, including knowledge of and contribution to the realization of the UN Convention on the Rights of Persons with Disabilities, Philippines disability related laws and ordinances, and/or or similar human rights instruments. *
  • Demonstrated experience in different forms of capacity development and facilitation, ideally including curriculum design. *
  • Experience in conducting research or evaluation studies.
  • Demonstrated capability in strategic thinking and supporting strategy development.
  • Experience in adapting pitch, style, and content of written and spoken messages for different audiences and communicating in an inclusive manner.
  • Experience of working with people with disabilities and/or their representative organizations in advisory work, or in other humanitarian, DRR/CCA, or development contexts, or experience practicing and promoting inclusion for other typically excluded groups*
  • Experience in organizational development and/or experience working in start-up or organizational scale up is welcomed*
  • Demonstrated experience in different aspects of accessibility *

Skills/competencies/personal qualities

  • A high level of proficiency in English (both written and spoken, suitable for government and inter-government fora).
  • Demonstrated ability to work in a multilingual and culturally diverse environment with strong cross-cultural communication skills
  • Excellent interpersonal skills with the ability to develop and maintain networks, build partnerships and alliances, and influence the policy and practice of individuals and organizations
  • Availability and willingness to travel nationally and internationally where required.
  • A strong written and spoken proficiency in another major Philippine dialect (especially Tagalog/Filipino and/or regional dialects), and/or international or national sign language *
  • Proficiency in digital applications (microsoft and google suites) for professional purposes, accessibility features of digital applications, and experience of using digital project management tools and applications.

Qualifications

  • Academic or proven extensive applied background in humanitarian, DRR/CCA, and/or development studies, disability studies, social science or other relevant qualifications.
  • Post graduate qualifications in any of the above is an advantage*
