Background
Alliance2015 is a strategic network of seven European non-government organisations engaged in humanitarian and development action. Our members are ACTED/France, Ayuda en Acción/Spain, Cesvi/Italy, Concern Worldwide/Ireland, HELVETAS /Switzerland, People in Need/Czech Republic and Welthungerhilfe/Germany.
To advance Alliance2015’s impact goal of fostering Equitable Civil Society Partnerships and promoting effective local-to-global collaboration, Alliance2015 (A2015) is launching an initiative focused on reducing the due diligence burden on local and national civil society partners. This effort aims to address the increasing compliance pressures these partners face from international actors, including international organizations and donor agencies. By simplifying and harmonizing due diligence processes, A2015 intends to reduce duplicative requirements, better manage risks, and support responsible partnership practices that strengthen collaboration with local partners.
To deliver this initiative, a Due Diligence (DD) Passporting Taskforce was established. The Taskforce will manage a series of phased activities to develop an agreed procedure for DD passporting through document review, development, testing and adaptation of agreed procedure.
Additionally, this initiative aims to contribute to global learning and practice on equitable partnership and localisation by integrating insights from our experiences into the wider discourse on these topics. In alignment with our existing advocacy strategy, this initiative will reinforce our efforts to promote practices that amplify the voices of local actors.
Purpose of the consultancy
The purpose of this consultancy is to support the work of the A2015 Due Diligence Taskforce in developing a user-friendly procedure for due diligence passporting within the A2015 Network, with the goal of reducing the administrative burden caused by DD processes on both local and international actors
Scope of work & deliverables
Alliance2015 on behalf of the member organization, is seeking a consultant who will use appropriate methodology proposed by themselves to conduct the following activities for the Due Diligence Passporting Taskforce.
- Review of Organisational Due Diligence Tools & Process: Consultant conducts a review of the seven Alliance2015 members local/national partner due diligence templates, procedures/processes through document review and discussion with each focal point of the seven organisations, and with attention to any requirements prescribed by the main institutional donors. The consultant will develop summary overview (report) of each organisations templates and process, including a gaps analysis using a clear, concise and visual approach.
Output: Summary overview of Alliance2015 Members DD Assessment Tool and Procedure
- Development of DD Passporting Procedure: In consultation with the DD Taskforce, the consultant will draft a Passporting Procedure based on best practice and learning from other implemented and tested initiatives, and the needs of Alliance2015 members. The procedure for passporting, outlining the process that must be in place, including an approach verification, guidance for country teams and templates for approval. The procedure will be presented to the Taskforce, for review by the individual organisation, and the consultant will update and finalise the Due Diligence Procedure in response to the feedback.

Engagement
To deliver the project, the consultant will engage with focal points from each of the seven A2015 network members through the Taskforce. The focal point of each member will engage staff from the diverse departments within their organisation, finance, legal, compliance, partnership etc. as well senior decision makers within their organisations.
Duration / Timeframe
The body of work should be completed between November 2024 – January 2025, with an estimated commitment of 8-10 working days.
Management oversight
The consultancy will be co-managed by the Alliance2015 Hub representative and the Taskforce co-chair from Concern Worldwide.
Proposal Submission
Interested and qualified (individual or firm) consultants are invited to submit their proposal which should include;
- The consultant’s profile
- Demonstrated understanding of the requirements of the terms of reference
- Proposed approach, methodology and workplan for performing the assignment
- Demonstrated previous experience of similar assignments in scope and magnitude
- Financial proposal clearly showing the pricing (with detailed breakdown) for the work to be conducted by the consultant under the scope described above. Please note that Alliance2015, as the Belgian operations centre of a Dutch stitching is not a VAT registered organisation; VAT must be included in the quotation and invoices.

Evaluation Criteria
Alliance2015 Brussels- based hub representative and the DD Passporting Taskforce co-chair will evaluate the proposals against the proposal submission guidance and select the consultant based on quality of the proposal and value of money considerations.
