Background
Registered in Iraq since 2011 with a presence in Erbil and Baghdad, iMMAP Inc. is implementing a project partnership with UNESCO aiming at operating, maintaining, training, and further developing the Education Management Information System (EMIS) for the Ministry of Education in Federal Iraq.
Description of Duties
The project Manager, based in Erbil with frequent travel to Baghdad (up to 50%) under the supervision of Country Representative Iraq, will serve as the main focal point for the supervision of project activities, ensuring quality standards are met and the timeline is respected. The project manager will provide technical leadership to the maintenance, operation, and development of the EMIS and related documentation and oversee the project work, monitoring, and evaluation framework. A key role of the Project Manager will be to coordinate and engage with the donor and the Ministry of Education throughout the project implementation. The project manager will capture lessons learned and best practices to produce knowledge materials to support learning and advancement.
Coordination & Representation
- Develop strong working relations with the ministry of education in Federal Iraq, KRG and with the iMMAP Inc. Donor.
- Represent iMMAP Inc. with the ministry of education, other government stake holders, INGOs, UN etc for the implementation of the education project.
- Ensure close collaboration with iMMAP Inc. program staff, support team and HQ.
Project Management
- Oversee the overall implementation of the education project ensuring the project objectives are met within the required time frame and budget.
- Ensure close collaboration with stakeholders to define clear, measurable objectives and outcomes for the project.
- Develop an implementation strategy which is appropriate to the education project, the country context and strategy.
- Plan the mobilization of resources for the implementation of program activities. Create detailed project plans that outline milestones, deliverables, timelines, resources, and budgets.
- Proactively inform iMMAP Inc. Country Representative of identified opportunities, risks and risk mitigation relevant to the program planning and implementation.
- Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential of future program extension and expansion.
- Support programme implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out.
- Ensure consistent follow-up and review of the project budget in collaboration with the Finance Co and CR. Monitor and manage project expenses to ensure the project stays within budget.
- Ensure that necessary human, financial, and material resources are available for the smooth running and successful completion of the project.
Team Management
- Ensure timely recruitment of project staff in accordance with iMMAP Inc. and Donor guidelines.
- Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective project team.
- Ensure that staff receive appropriate and adequate training by providing coaching. Define the roles and responsibilities of the team.
- Follow team’s performance through performance reviews on regular basis, defining individual action plans, provide support and guidance.
Reporting and Communication
- Ensure complete and timely reporting of activities to iMMAP Inc. HQ, donor, and implementation partners.
- Assist iMMAP Inc. HQ with forward strategic planning, monitoring and evaluation
Requirements
Education
- An advanced university degree (Master’s degree) or equivalent experience in the fields of information management, project management;
- Fluency in English is mandatory.
- Fluency in Arabic is an asset.
Experience
- At least 5 years of relevant work experience and a background in non-profit, internationally-focused organizations;
- Previous experience in Iraq.
- Experience in humanitarian, crisis recovery, and resilience aspects is highly desirable;
- Experience in informaiton management, knowledge of software development, and digitization is desirable.
- Progressively responsible experience in designing needs assessments, data management, mapping and visualization, coaching, and training/capacity-building.

- Representation: Where appropriate, represent the iMMAP in various fora. Maintain effective and positive contacts with the national and local government officials, international non-governmental organizations (NGOs), and donor agency officials, when required.
