Habitat for Humanity International (HFHI) is seeking a talented professional for the role of Manager Resilience & Basic Services – Northern Triangle (WASH, Waste Management, Energy). Reporting to Senior Manager FOI Northern Triangle – Resilience Basic Services Manager (WASH (70%), Energy (20%) and Waste management (10%) is responsible of overall coordination of the Basic Services project cycle: negotiations with donors, leading the design, planning, and supporting National Organizations (NO) in the implementation and monitoring in the Northen Triangle of Central America (Guatemala, Honduras and El Salvador). The purpose of the position is to provide support by improving the access to Basic Services, linked to climate change challenges. In carrying out the work, this Basic Services professional interacts with other Area Office and NO staff. In addition, it is a key position in the identification of new sources of funding from multilateral and bilateral donors for Basic Services initiatives/opportunities. This position seeks to contribute to reaching greater impact in LAC focused on the Northern Triangle, addressing the root causes related to inequality to basic services access, as well as the drivers increasing the basic services deficits such as climate change, urbanization, and migration. This position must support the strengthening of the local oriented roles identified in the regional strategic framework: direct implementation, catalyst, and integrator.

Essential Duties and Responsibilities:

  • Lead the development and strengthening NO and strategic partners capacities and strategies in Guatemala, Honduras and El Salvador in Basic Services (WASH (70%), energy (20%) waste management (10%)) in connection with urbanization and climate change.
  • Lead in coordination with Senior Mgr. Foundations Organizations and Institutions (FOI) Northern Triangle Hub. and the Northern Triangle National Offices the identification, design and the formulation, concept notes, proposals, budgets and manage the project execution providing technical advice to NOs, supervising the reports elaboration, and any other document requirements from multilaterals and bilateral donors, and/or strategic partners.
  • Identify key risks and develop mitigation plans.
  • Strengthen and participate in Habitat’s institutional pre-positioning strategies developed for the Northern Triangle, especially with multilateral and bilateral donors, with sectorial technical networks and platforms at the local level.
  • Lead from the technical expertise the different stages of proposal processes (go-no-go).
  • Develop and strengthen relationships with strategic partners (e.g. consortiums) to succeed in proposals.
  • Provide technical orientation to NOs in the implementation of catalytic Basic Services projects with a systemic approach with the lens of mitigation, resilience and adaptation to climate change.
  • Promote innovation focused on adaptation, resilience and mitigation of Basic Services technical solutions processes, and community preparation.
  • Apply the lenses of a systemic and a people-centered approach in the design, planning and implementation of projects and programs.
  • Promote and facilitate the participation of these national organizations in subregional networks related to Basic Services and climate change.
  • Develop with the support of the regional MEAL team, Key Performance Indicators on Basic Services projects and programs.
  • Represent HFHI in local and sub-regional internal/external meetings and events related to Basic Services projects.
  • Coordinate and connect with Basic Services teams in AO and in National Organizations when required.

Requirements:

  • Bachelor’s degree in civil, Mechanical engineering, Sociology or Geological/Environmental Engineering. Master’s Degree related to Environment, Climate Change or similar.
  • Candidate must have certifications or a demonstrated capacity in Basic Services in Northern Triangle countries with emphasis in WASH, preferably with a strong knowledge in energy and waste management. Experience in planning and developing projects in urban, peri-urban and rural areas with a clear understanding of WASH and climate change nexus is a must.
  • Experience in proposal coordination/negotiation and writing for multilateral and bilateral donors.
  • Experience and understanding of energy and waste management.
  • At least 8 years’ experience in basic services projects (tender procedure, design, planning, implementation, budgeting, reporting, and monitoring/evaluation,) and good understanding of current WASH, waste management, energy and climate change trends and indicators.
  • Strong project management background with the ability to implement and monitor projects within a budget and time frame.
  • Understands disaster contexts affecting Basic Services in communities.
  • Experience in Institutional partnerships/fundraising with key donors with emphasis on pre-positioning/cultivation and networking across peer NGO organizations in Guatemala, El Salvador and Honduras.
  • Demonstrating success in completing multiple projects concurrently while balancing competing priorities, ability to meet deadlines.
  • Regional experience having experience working within/across the Northern Triangle countries of Central America.
  • High collaborative and solutions-oriented with a commitment to delivering excellent internal and external customer service.
  • Strong attention to detail and organization skills
  • Adult training skills, facilitation of capacity building activities, and presentation skills.
  • Fluent in English and Spanish (oral and written).
  • Ability to think strategically to place WASH, waste management, energy linked to climate change challenges beyond “business as usual”; resourceful and creative.
  • A high level of diplomacy and networking skills; cross-cultural sensitivity.
  • Excellent written and verbal communication skills (Spanish and English are a must).
  • Excellent organizational skills including accuracy, consistency, and attention to detail.
  • Ability to work under minimal or no supervision, while also able to be a team player and ready to work in a team building environment.
  • Computer literate and able to use AutoCAD and ArcGIS.
  • Ability to travel up to 40%, among Guatemala, Honduras and El Salvador.

Work Setting: The person needs to reside in one of the three countries of the Northern Triangle. Work setting will be a combination of working from office and working from home, including traveling. The candidate will adjust to the respective policies of the hiring country office.
