Background

Jordan has been a member of the International Labour Organization (ILO) since 1956 and has actively engaged in improving labour standards. It has ratified 26 ILO conventions, including 7 Fundamental Conventions, 3 Governance Conventions, and 16 Technical Conventions. These commitments reflect Jordan’s focus on promoting decent work, social dialogue, and labour rights. Key labour market issues in Jordan include high unemployment, especially among youth and women, and challenges related to the employment of Syrian refugees. The ILO supports Jordanian nationals and non-Jordanians including refugees and migrant workers, enhancing social and labour protections, promoting equitable employment conditions and strengthening their equitable participation in the labour markets. The ILO has been a crucial partner in addressing these concerns, working on initiatives aimed at enhancing social protection and creating sustainable jobs.

Objective

The objective of the assignment is to make ILO communications material effective at delivering the messages and showcasing ILO’s work in Jordan. Using the ILO Brand Identity material and guidance, the assignment will use the ILO projects communications material and present them to the target audience in a graphically creative and psychological impactful manner and within the ILO brand identity to ensure that the communications messages are effective and ILO and constituents achievements are promoted to stakeholders.

Deliverables

The external collaborator is expected to produce high-quality graphic design outputs that meet ILO’s branding standards, adhere to technical specifications, and align with the organization’s visual identity and messaging guidelines. All deliverables should be provided in editable digital formats as well as final print-ready versions. The deliverables include:

Knowledge Product Design and Layout

  • Design 6 knowledge products that effectively highlight ILO’s results, initiatives, and events. Each product should feature a cohesive layout, typographic hierarchy, and visual storytelling elements to enhance readability and engagement. These must follow ILO’s branding and style guide, with appropriate colour schemes, fonts, and imagery.

Bilingual Brochure Design

  • Develop design and layout for 24 bilingual brochures (English-Arabic), incorporating new content provided by ILO teams. Each brochure should include cohesive layout grids, strategic use of whitespace, and visual assets that align with ILO’s brand identity. Ensure text readability and balance between Arabic and English sections while maintaining consistency across the series.
  • Provide print-ready files (PDFs with bleed and crop marks) and digital versions (optimized for web and email distribution) in both high and low resolutions.

Flyers and Promotional Materials

  • Create 12 unique flyers or communication pieces in line with ILO’s brand guidelines. These should incorporate appealing visual layouts, compelling typography, and graphic elements that convey key messages clearly. Ensure designs are adaptable for both print and digital platforms.
  • Each flyer should meet specific donor branding and visibility requirements, as outlined by ILO, to ensure compliance in joint communication materials.

Infographics and Factsheets

  • Design 12 visually engaging infographics and factsheets to present data and information about ILO’s activities in Jordan. Each infographic should simplify complex information through effective data visualization, clear iconography, and consistent colour schemes. Factsheets should adhere to ILO’s brand guidelines, with well-organized sections, headers, and graphical elements that enhance comprehension and retention.
  • Ensure all infographics and factsheets are accessible and legible, following best practices in colour contrast, font size, and layout balance.

Technical Requirements

File Formats and Delivery

All designs should be delivered in editable formats (e.g., Adobe InDesign, Illustrator) alongside high-resolution print-ready PDFs. Provide digital versions optimized for web (JPEG, PNG, or PDF) and social media sharing.

Design Standards and Brand Consistency

  • All designs must strictly adhere to ILO’s brand guidelines, including the use of official colour palettes, typefaces, logo placement, and visual elements to ensure consistency across all materials.
  • Ensure that designs support bilingual (English and Arabic) layouts, with particular attention to typography, text alignment, and language flow.

Proofing and Review Process

  • Provide initial drafts for review and incorporate feedback from ILO’s communication and country teams. Up to two rounds of revisions per deliverable should be factored into the timeline to ensure final approval.
  • Ensure all files are proofed for accuracy, including spelling, grammar, layout integrity, and compliance with donor and ILO standards.

Submission and Storage

  • Submit all final files to a designated digital storage platform (e.g., cloud storage or shared drive) as specified by ILO, organized by deliverable type for easy reference.

Reporting & Duration of Assignment

The external collaborator will work under the guidance and oversight of and will be in frequent contact with the Jordan Country Coordinator, with technical support from the Communications and Public Information Unit at the ILO Regional Office for Arab States. Work will be undertaken remotely and in person, depending on the Jordan Coordinator’s request. Frequent travel to field locations is expected. The work is expected to commence on 01 January 2025, and final deliverables will be due on 31 December 2025.

The external collaborator is expected to submit the following reporting material on a monthly basis by the 5th of the month following the reporting month:

  1. Monthly activities report
  2. Produced deliverables and content
  3. Timesheet detailing the number of hours worked each day signed
  4. Travel logbook showcasing the kilometres travelled for work purposes.

Budget and payment terms

The external collaborator will be required to work a total of 35 non-consecutive working days at a competitive daily rate.

The payment schedule is as follows:

  • 1st payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 January and 31 March 2025 and the consumption of 25% or more of the contract workdays. Due by 30 April 2025.
  • 2nd payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 April and 30 June 2025 and the consumption of 25% or more of the contract workdays. Due by 31 July 2025.
  • 3rd payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 July and 30 September 2025 and the consumption of 25% or more of the contract workdays. Due by 31 October 2025.
  • 4th payment of 25% upon the successful submission of the three-monthly reports and the deliverables requested therefrom between 01 October and 31 December 2025 and the consumption of 25% or more of the contract workdays. Due by 31 December 2025.

Successful delivery is defined by the provision by the external collaborator of products and services that are approved by the ILO and delivered within a reasonable timeframe.

Qualifications

Applicants should have:

  • A bachelor’s degree in graphic design, Visual Arts, Communication Design, or a related field.
  • Demonstrated UN or development experience of 3-5 years in graphic design, preferably with experience in creating communication materials for international organizations or public sector projects.
  • Proficiency in graphic design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign).
  • Strong Knowledge of design principles for print and digital media.
  • Experience creating infographics, reports, brochures, and other communication materials.
  • Strong attention to detail and ability to work within the ILO brand guidelines.
  • Ability to work fluently in both English and Arabic.
  • Ability to respect timelines and deliver work of outstanding quality.
  • Be an individual/person. Companies are not eligible to apply.
  • Be a legal resident of Jordan.

Special Terms and Conditions for External Collaborators

Intellectual Property: All materials will be considered ILO property.

**Confidentiality:**In addition to the conditions set forth under the Standard Clauses applicable to ILO contracts, the External Collaborator agrees not to utilise, while performing the work contracted for or at any time thereafter, any material gathered or produced under the present contract in any activity that falls outside the scope of the present contract, unless prior written authorization is given by the ILO.

The aforementioned terms constitute an integral part of the contract.

This assignment is a short-term contract that doesn’t lead to any job with the ILO. A contractor is an independent entity that provides services for a short-term period with no expectation of any further engagements.
