Job Purpose: Qatar Charity Country Program Manager is responsible for managing programs and projects implemented by Qatar charity field office in accordance with the highest professional standards of INGOs in project management. He is actively involved in interpreting Qatar Charity’s Plans into a coherent set of programs and projects that serve the strategic goals and objectives in the country and respond to urgent development needs.
Duties and Responsibilities:
- Supervise assessment process of development needs of the country using the correct research and analysis methodology and tools considering the vision and mission and work sectors of Qatar charity, and ensuring that the needs reached are consistent with the sectoral National plans of the concerned authorities in the country.
- Develop programs/projects proposals based on the results of the need assessment and the host government plans.
- Prepare programs and project’ plans required to respond to urgent development needs of the country and seek required approvals from country director and HQ.
- Ensure legal, administrative, technical, and financial requirements necessary to implement, complete and close approved programs, projects and activities are met on timely manner.
- Contribute effectively to the mobilization of various types of support at the national level for implementing programs, projects, and activities in the country.
- Initiation approved programs and projects considering the media, advertisement, marketing, and communication policies of Qatar Charity.
- Participate in internal Tender Committees and adhere to Qatar Charity policies in a transparent and fair manner.
- Manage the proposed projects within the annual plan of the office.
- Following up with contractors and third parties concerning programs and projects and ensuring that these parties are meeting their obligations towards the QC with full respect for contractual conditions.
- Find appropriate solutions to problems and difficulties that may hinder the implementation of programs and projects in accordance with the plans and specifications agreed upon.
- Carry out temporary and final handover procedures for the completed projects in accordance with policies and procedures implemented.
- Approve and follow up the interim and final technical and financial MEAL reports.
- Respond promptly to the demands of Headquarters regarding programs, projects and activities completed or ongoing.
- Prepare and update the cash flows of projects periodically, prepare requests for disbursement of installments in due time.
- Supervise the technical team and make sure to complete their tasks according to the required standards.
- Contribute to introducing QC to UN agencies, INGO, and donors in country to build work relationships and secure external funding.
- Communicate with partners and meet their information and reporting needs.
- Facilitate the follow-up and evaluation missions of Headquarters or any other agency entrusted by Headquarters.
- Closing completed programs and projects, issuing final technical and financial reports in this regard, and closing their accounts permanently.
Education and Qualification.
(Bachelor’s degree): Project Management / Development / Economics / social science / Business Administration / Engineering.
(Master’s degree): Project Management / Development / Economics / social science
/ Business Administration / Engineering.
(PHD): Project Management / Development / Economics / social science Business Administration / Engineering / Disaster Management.
Additional preferred Qualifications:
- International Computer Driving License ICDL/ documented computer skills.
- Project management for professionals PMP
Professional experiences:
5 to 7 years’ experience in:
- Developmental and humanitarian field.
- Fieldwork with INGOs in leadership positions.
- Projects management/human resource management experience.
Languages
Reading, writing and speaking fluently (Arabic, English and French).
