In Lebanon, MdM’s activities are based in Beirut, Bekaa Valley and Tripoli. MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through one partner in one primary health care center in north Bekaa. MdM’s MHPSS intervention in Lebanon aims to strengthen the national mental health system and increase access to quality mental healthcare. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of a community-based mental healthcare services, opening and running community mental health centers (CMHC), in coordination with partners for the substance use, gender and inclusion components.
Since September 23, 2024, and the intensification of the conflict between Israel and Hezbollah, Lebanon has entered a humanitarian crisis, with almost a million internally displaced people, who are leaving the areas of southern Lebanon and the Bekaa plain for Beirut and the north of the country, including Tripoli.
MdM is stepping up its emergency response in areas where it is already active, and is planning assessments in other parts of the country.
To implement and monitor the activities, the mission in Lebanon has been set up with a team of more than 80 local and international staff, managed by a general coordinator and coordination team.
Regarding the context described above, the number of staff might increase to implement an emergency response.
Job description
Under the supervision of the emergency response manager based in HQ, you are responsible for the overall management of the Lebanon mission. You direclty manage the deputy general coordinator in charge of programs, the deputy general coordinator in charge of support services, 3 field coordinators and the consortium coordinator.
Your main responsibilities are the following:
- Represent MdM in Lebanon towards all stakeholders, including authorities, donors, partners, security service providers, INGOs, UN and IOs, etc.
- Coordinate continuity of assessments when needed
- Manage the preparation and launch of MdM operations in a volatile context
- Coordinate the set up and manage a site or range of sites within Lebanon and ensure that the programmes meet operational, administrative, financial, human, material and organisational objectives
- Be responsible for the security and safety of MdM staff, programs and assets
- Ensure the deployment of MdM framework, policies and procedures and ensure overall compliance
- Lead the implementation of MdM projects in Lebanon
- Develop strategic partnerships
- Develop and lead advocay work
- Recruit, manage, train and motivate the team
- Ensure the financial coverage of the mission by leading fundraising and budget management
Conditions of employment
- Single posting position
- Starting date: ASAP for 6 months
- Fixed term contract
- Based in Beirut with regular field visits
- Gross monthly salary: 3,964 euros
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)

- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (60% covered by MdM and 40% by the employee)

Required profile
- Higher education in project management or humanitarian aid, development, public health or related fields (five years post-secondary education)
- Minimum 3 years of experience in the humanitarian sector in a similar position (general coordinator, country director, deputy country director)
- Substantial experience in emergency responses, safety and security management, including in volatile context
- Experience in risk analysis and access strategies development
- Experience with MdM is an asset
- Languages: fluent in English is mandatory and knowledge of French is an asset
