CARE is seeking an experienced Operational Safety Manager to play a critical role in maintaining safety and security for our teams and partners responding to the Syrian crisis. Since 2017, CARE has been providing life-saving humanitarian assistance in Northeast Syria, and we need a dedicated professional to help us continue making an impact in one of the world’s most challenging environments.
About the Role:
In this position, you will lead the Operational Safety Unit (OSU) in Hassakeh and provide direct support to CARE’s emergency response in Syria. You’ll be responsible for implementing and overseeing security strategies, building the capacity of the safety and security teams, and ensuring that CARE’s protocols are contextually appropriate for our field locations. This role also involves analyzing risks, providing timely and actionable reports, and collaborating with key teams to safeguard our operations.
What You will Do:
- Develop and implement security protocols and emergency response plans
- Lead safety training for CARE staff and partners in NES
- Monitor and assess security risks across field locations
- Prepare regular security updates and incident reports
- Support emergency relocations or evacuations when needed
- Ensure compliance with CARE’s safety and security policies
- Liaise with key security networks and organizations to stay ahead of risks
- Provide high-quality, strategic advice to leadership teams
Who You Are:
- Bachelor’s degree in political science, risk management, or a related field
- At least 5 years of experience managing security operations in humanitarian settings
- Proven capacity to mentor, coach, and lead teams
- Strong experience working in conflict zones, ideally with 3+ years in a humanitarian agency
- Fluent in Arabic and/or Kurdish
- Excellent communication, risk analysis, and problem-solving skills
- IT literate in MS Word, Excel, and PowerPoint
- Able to produce high-level reports and security risk assessments
