Mission
The MHPSS Coordinator is responsible for the design of MdM MHPSS strategy in the country, and its correct implementation, monitoring and evaluation in line with MdM quality standards. He/she also ensures the technical reinforcement and support of the operational teams, as well as the protection mainstreaming in all the projects of MdM in Ukraine Program. In close collaboration with the Health Coordinator, she/he will ensure the integration of the MH PSS in health activities.
Geographical scope of intervention
The Country Coordinator will be based in Kyiv with regular visits to the field, mostly in Chernihiv, Kharkiv and Zaporizhia, being the intervention zones of Medicos del Mundo in Ukraine.

The MHPSS Coordinator will report to the Deputy General Coordinator.
She/he will directly manage a MHPSS Manager and will have functional technical management with the technical staff of the operational team (14 people).
His/her direct and functional team may increase or decrease depending on the projects and/or intervention strategies adopted.
Functions
Strategical support to the Program:
Actively contribute to the design and development of Medicos del Mundo strategy in Ukraine.
Identify, design and write MHPSS intervention proposals, aligned with the country strategy and Medicos del Mundo technical framework.
Lead the preparation and implementation of the necessary assessments needed to develop the MdM program in MHPSS.
Contribute to the identification of new partnerships at the national level and establish a collaboration strategy that facilitates synergies and technically nurtures the know-how of the members of such partnership, including MdM.
Contribute to the identification of international partnerships with whom Medicos del Mundo could work in complementarity.
Actively participate in Coordination team meetings.
Technical support to MHPSS Program:
Assess needs and ensure technical framework coherence of MdM’s MHPSS intervention through technical supervision of staff and partners, following MdM’s standards and in line with Ukrainian health policies.
Support the field team in developing and implementing relevant protocols and referral mechanisms in coordination with the MedCo to ensure proper integration.
Ensure processes to monitor quality of MdM and MdM partners’.
Plan, coordinate, validate Information, Education and Communication (IEC) MHPSS materials to support MHPSS activities.
Ensure the integration of protection into MHPSS programs and activities, including gender- based violence and other vulnerable groups targeted
Innovations in Mental Health and Psychosocial Support:
Develop innovative tools, approaches, modalities and interventions to enable access to MHPSS services to address gaps in the mental health care system or constraints induced by protracted conflict (e.g.: community based specialized MH outreach teams; community MHPSS focal points).
Adapt existing interventions to hardly accessible areas or with no physical access to beneficiaries (i.e., on-line modalities; tele-medicine; etc.).
Training activities:
Develop appropriate training objectives and content, as well as evaluation tools for PM+ interventions, mhGAP and other WHO methodologies, community-based MH SSP programs, VG and or other thematic areas that may be defined by programmatic needs.
Ensure implementation of theoretical and on the job training for the MHPSS team (directly, or through external resources).
Evaluate, based on the initial objectives, the acquired capacities of the trained staff based on the set of established frames of competencies).
Advocacy and communication:
Contribute to the development of the communication strategy of MdM in reaching the strategic objectives in MHPSS program.
Develop, lead and participate in advocacy activities in line with the MHPSS advocacy strategy, in close collaboration with the communication and advocacy team.
Develop fact sheets and other information documents on his/her area of intervention.
Represent MdM in external meetings relevant for MHPSS and GBV.
Monitoring and learning:
Analyze and develop impact indicators to ensure MHPSS’s results.
Monitor the implementation of the MHPSS intervention and ensure that it is in line with the project schedule and quality standards, proposing the necessary measures to improve.
Develop and lead learning strategies between the MdM teams and their partners.
Provide regular technical reporting on MHPSS activities to the coordination team, technical referent in HQ in line with established technical report structure.
Contribute to donor reports by analyzing the M&E data related to MHPSS activities collected and consolidated from field implementation.
Ensure follow-up on technical implementation reports at field level (e.g. training reports).
Human Resources:
Participate in defining Job descriptions/ToRs for MHPSS staff, in recruitment, training and coaching of any MHPSS team member.
Monitoring, updating and review of the competency framework for the MHPSS team, as part of annual staff appraisal and review processes or as required for technical performance monitoring.
Participate in objective setting and performance appraisal of MHPSS staff.
In collaboration with the General Coordinator and Administrative Coordinator, plan and monitor support intervention for MoM staff, to ensure adequate support for their mental health

Minimum requirements
Required qualifications
Academic background:
Psychologist or psychiatrist.
Desirable: Master in International Cooperation and/or Humanitarian Aid and Project Management. Training in gender and gender-based violence and project cycle management are assets.
Requirements
Language: Fluent English (written and spoken). Russian/Ukrainian is a major asset.
Computer requirements: Office pack user level.
Experience
Experience working in different cultural contexts. Knowledge of the political, social and cultural context of Ukraine is an asset.
Knowledge in public mental health, as well as integrated MHPSS interventions models in
promotion/prevention and treatments at primary health care level.
Knowledge of guidelines and principles, good practices, of mental health and psychosocial support in emergency settings.
Ability and proven capacity in planning and monitoring MHPSS programmes in line with the psychological and psychosocial consequences of violence, including gender-based violence.
Strong oral and written skills, particularly in providing technical support for proposals, reports and advocacy materials.
