Procurement Manager, USAID/West Bank & Gaza Accountable Local Governance (ALG) Activity

Project Background

USAID/ West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

Role Purpose

The Procurement Manager will oversee the administration of procurement processes for ALG implementation tools. This role involves working closely with senior project technical staff, the Director of Finance and Operations, and the Procurement Officer to design, deliver, and monitor the subaward program and procurements in support of project objectives. The Procurement Manager will manage the program subawards portfolio and contracts/subcontracts in compliance with USAID and DAI rules and guidelines. The individual will proactively coordinate with all staff on planning and implementing procurements through open communication, proactive market research, and price analysis to support the project’s goals.

Key Duties and Responsibilities

  • Review and approve procurement documentation, including purchase orders, contracts, and vendor agreements, to ensure compliance with DAI and USAID requirements.
  • Establish and enforce project systems and procedures to ensure that procurement processes comply with DAI and USAID policies and procedures.
  • Provide training, guidance, and direction to the Procurement Officer on the planning, implementation, and compliance of procurement policies, procedures, and instructions.
  • Coordinate with technical staff to discuss work plan ideas, develop timelines, and detail requirements for activities needing procurement; conduct market research in coordination with technical staff to support anticipated operations and technical needs.
  • Prepare specifications and solicitation documents in coordination with staff requesting procurement to allow for efficient and effective preparation and competition.
  • Monitor and track procurement timelines and deliverables, ensuring timely delivery of goods and services.
  • Conduct pre-award responsibility and financial reviews of potential subcontracts.
  • Manage vendor relationships, contacts, and pre-qualification lists.
  • Oversee the evaluation of bids and applications for allowability, allocability, reasonableness, and consistency, and manage the vendor selection process.
  • Ensure integrity, compliance, fairness, accuracy, and openness in procurement processes.
  • Ensure adequate competition is achieved, as per DAI policies and procedures.
  • Ensure compliance with DAI/USAID and Federal Acquisition Regulation (FAR) policies and procedures.
  • Supervise the Procurement Officer to support the implementation of the subawards program and procurement operations.
  • Perform other duties as assigned by the Director of Finance and Operations

Qualifications

  • Bachelor’s degree in finance, business administration, contract management, or a related field required; an advanced degree (MBA or equivalent) is preferred.
  • 9+ years of relevant experience in the management and administration of procurement portfolios for donor-funded projects.
  • Prior experience working in a procurement management role for USAID-funded projects, preferred.
  • Experience leading and managing the procurement and acquisition aspects on international development projects, including a demonstrated understanding of applicable procurement-related USG and FAR regulations.
  • Background in contract administration and compliance, preferred.
  • Prior experience working in the West Bank/Palestine.
  • Professional proficiency in English and Arabic.

Reporting

The Procurement Manager will report to the Director of Finance and Operations.
