- INTRODUCTION
Since its establishment in Jordan, the MPDL has implemented many projects in different sectors, such as promoting the rights of persons with disabilities, women’s rights, improving community-based rehabilitation services, detection and referral of cases of gender violence and interventions for the socioeconomic inclusion of people with disabilities. MPDL’s target groups are people with disabilities, especially women, and youth with greater social and economic vulnerability. Currently, the MPDL concentrates its projects in the Governorates of Amman, Zarqa and Mafraq.
This mandate (hereinafter the terms of reference) contains the details of the consultancy for the study on employment and self-employment opportunities for Jordanian and refugee women, after the impact of COVID-19, under an inclusive and environmental approach, included in the program (hereinafter the Convenio) "Strengthened the active participation of women (Youth, Refugees, Jordanians and Women with Disabilities – WwD) with a comprehensive approach to rights in Jordan", funded by the Spanish Cooperation – AECID in Jordan.
Movement for Peace – MPDL will be the lead organization for this intervention, along with the Spanish NGO Alianza-ActionAid and NOVACT, a consortium that is also formed by their local partners.
The participation of the right holders during the identification and formulation of the Convenio has made possible to improve the focus of the approved activities and adapt them to their needs, with a greater offer of socio economic inclusion, protection and empowerment of women to prevent violence and improve their resilience. The participation of responsibilities and duty bearers will also make the study a key instrument for further monitoring and evaluation of the action and its impact.
This Convenio started last January 15th, 2023, and it has planned within its first activities the development of the identification, baseline, employability and self-employability studies and capacity building to unemployed women.
In order to increase the employability, promote and strengthened inclusive income-generating activities with an environmental focus led by women with special attention to young women and women with disabilities, in the post-COVID-19 context, these terms of reference have been defined in order to contract the necessary external legal consultancy services which will play a facilitating role in strategic and operational processes, fostering the access to rights, specifically economic inclusion, contemplated by the three specific goals of the Convenio.
2. Objectives and expected results
2.1. General objective:
Contribute to promote the sustainable and inclusive economic empowerment of Jordanian and refugee women, with special attention to young women and women with disabilities through legal support
2.2. Specific Objectives:
SO1. Increased the employability of women, with special attention to young women and women with disabilities, in the post-COVID-19 context, through legal support
SO2. Promoted and strengthened inclusive income-generating activities with an environmental focus led by women, with special attention to young women and WwD through legal support
3.3. Expected Outputs:
OP1. Legal advice for unemployed women, especially young women and WwD. 180 participating women will receive detailed legal advice related to labour issues, such as contractual terms and conditions, working hours, wages, taxes to be collected, leaves and vacations, etc. This information will be provided through 12 workshops (4 in Zarqa, 4 in Mafraq and 4 in Amman) and advice during the development of the different activities. A FAQ leaflet will be developed that reflects frequently asked questions related to employment conditions and the relationship between the employing entity and the person employed in the scope of the project, to be used by field professionals and inform holders of rights, obligations and responsibilities.
