Sowing Change in Kenya (Phase 2) requires a baseline evaluation. Results from the baseline evaluation will:

• Provide the project team with a foundational understanding of the current socioeconomic realities of the region;

• Serve as a reference point for assessing impact by establishing a basis for comparison (before the bulk of interventions take place) against which to evaluate the success of the project at endline;

• Provide foundational insights about the target area vis-à-vis two research questions:

  • What are the knowledge, skills and capacities that women, youth and other leaders need to support their communities in designing locally relevant climate solutions?
  • What are the enabling conditions for meaningful participation in participatory climate scenario planning and nature-based solution development by marginalized group members? and

• Inform project design of the locally led climate solution development aspect of the project, as well as other workplan adaptations.

  Deliverables

• Acquisition of NACOSTI Research Permit: The Consultant shall be responsible for obtaining a valid research permit from the National Commission for Science, Technology and Innovation (NACOSTI) to enable lawful implementation of the research activities outlined in the assignment.

• Inception report and meeting: Once the selected firm/consultant sign off contract with CARE Kenya, they are expected to review project documents, submit a brief inception report and attend an inception meeting. The report should be submitted a maximum of 1.5 weeks after the signing of the contract. The report should: summarize the consulting team’s understanding of the assignment; communicate any key recommendations, questions or concerns about the project, survey instruments or research/baseline process and roles; and propose a clear, time-bound work plan for implementing the survey. After reviewing the report, the Alliance and research team will meet with the consultant or consulting firm for the inception meeting to discuss clarifications and align any proposed changes to the baseline implementation work plan.

• Interim Update. A brief written update and a call with the Alliance MEL and research team after piloting the translated tools to discuss any recommended updates to the survey instrument.

• Draft and final report. The consultant submits a draft baseline report. Then, incorporates the comments/inputs from the Alliance project and research team, finalizes the baseline report, and submits the final baseline report to CARE. The content of the final baseline report is (not limited to):

  • Cover page: A title page with date, logos, consultant name
  • Executive summary: a brief of a maximum of two pages with a description of the project, the methodologies, main findings, actionable recommendations and conclusions. The executive summary should be formatted in a way that it can be printed as a stand-alone 2-pager.
  • Introduction: including brief description of the Sowing Change program, including its objectives, period of implementation, geographical focus, intervention areas and demographic information. Description of the key stakeholders involved and roles they played. Description of the participants of the project; impact and target groups, numbers of people participating in the project, disaggregated by gender, age or other relevant categories. Outline the project’s Theory of Change, and key impact and outcome indicators.
  • Objectives of the baseline evaluation
  • Evaluation questions and indicators measured
  • Ethical considerations: a brief description of the key ethical considerations of the baseline evaluation and what steps the evaluation team took to protect participants safety and privacy as part of the data collection.
  • Methodology, including sampling frame and limitations
  • Analysis of the baseline data, including graphs and disaggregating information as relevant by sex and age, if not other relevant categories such as household economic status.
  • Recommendations related to the project’s design or implementation plans, as well as initial insights related to the research questions. Recommendations must include concrete and realistic steps for implementing or applying the recommendation.
  • Annexes: Baseline survey ToR, the composition of the consultant team, final tools (including documentation of any final changes) in English, Kiswahili and Maa, and field data collection schedule including the list of sites visited.

• A PowerPoint Presentation: A PowerPoint presentation summarizing the key findings, insights, and recommendations will also be provided as part of the final deliverables to support dissemination and stakeholder engagement.

• Zipped Electronic Data Files: Completed MEL plan with baseline values and data analysis information, final, updated survey questionnaire in English, Kiswahili and Maa, detailed coding frameworks and guides, source data files, and cleaned survey data sets. Data files will be formatted and delivered in accordance with CARE’s data management systems, a data management plan from the university research partners, and IRB regulations set forth by one of the collaborating universities.
