Decent work is a cornerstone for achieving sustainable development. This implies that efforts to reduce adverse environmental impact must lead to socially just outcomes with employment opportunities for all, thus calling for a just transition to environmentally sustainable economies for all. Just transition involves maximizing the social and economic opportunities of climate and environmental action, including an enabling environment for sustainable enterprises, while minimizing and carefully managing challenges. It should be based on effective social dialogue, respect for fundamental principles and rights at work, and be in accordance with international labour standards.

The concept of just transition gained international attention as the Paris Agreement on climate change adopted in 2015 notes the imperatives of a just transition and the creation of decent jobs in national contexts and circumstances as essential aspects of responses to climate change. In the same year, ILO constituents adopted the Guidelines for a just transition towards environmentally sustainable economies and societies for all through consensus among representatives of governments, employers and workers. The Guidelines offer a unique policy framework and a practical tool to guide the transformation to low-carbon and climate-resilient economies considering the social and employment-related dimensions.

For Jordan, this transition is particularly urgent. Climate change is already impacting agriculture, energy, and industrial sectors threatening livelihoods, economic competitiveness, and job security. At the same time, the green economy presents an opportunity to create decent jobs, foster sustainable enterprises, and support youth and women’s inclusion in the labour market.

The ILO’s work in Jordan on green jobs, climate change and the environment seeks to operationalize the ILO Just Transition Guidelines by building strong national policies, guiding investment plans, and facilitating social dialogue. The current package focuses on delivering a Green Jobs Strategy and guiding the formulation of a Multi-Year Just Transition Implementation Programme that supports the country’s Nationally Determined Contributions (NDC 3.0) and its Economic Modernization Vision.

  1. Expected deliverables

Objective

The objective of this consultancy is to provide technical and advisory support to national stakeholders in Jordan primarily government institutions, workers’ and employers’ organizations in strengthening the policy, institutional, and planning frameworks required for a socially inclusive and climate-responsive transition.

Specifically, the consultant is expected to support the development of policy briefs on green job potential and inclusion; facilitate data collection and sectoral analysis through an industry survey; contribute to the preparation of a Green Jobs Strategy; and guide the formulation of a Multi-Year Just Transition Implementation Programme. All support will be delivered in close collaboration with ILO and relevant national counterparts under the Just Transition projects mentioned earlier, ensuring alignment with Jordan’s Nationally Determined Contributions (NDC 3.0), Economic Modernization Vision (EMV 2033), and the ILO Just Transition Guidelines.

Scope of Work

The consultancy is structured into three logical phases, each corresponding to a cluster of activities drawn from the Just Transition projects. The consultancy firm or consortium is expected to work closely with ILO, relevant government bodies, and social partners to ensure that all activities are technically sound, participatory, and aligned with national development priorities.

Phase 1 – Policy Foundations (June–July 2025)

This phase focuses on producing policy insights to inform the just transition process:

  • Support the development of a policy brief outlining green job creation opportunities in agriculture, food processing, and energy sectors.
  • Support the development of a policy brief on gender equality and youth inclusion in the context of just transition.
  • Conduct stakeholder consultations to validate findings and identify priority areas for future strategy work.

Phase 2 – Green Jobs Assessment and Strategy Development (June–November 2025)

This phase centers on assessing employment dynamics and guiding strategic planning:

  • Design and implement an industry survey to gather sectoral employment and enterprise data relevant to green transition opportunities.
  • Develop an analytical report on survey results and facilitate stakeholder discussions to validate findings.
  • Prepare a policy paper summarizing green employment opportunities and recommendations.
  • Provide technical guidance to national stakeholders on structuring the Green Jobs Strategy.
  • Facilitate stakeholder validation of the strategy and support its refinement.

Phase 3 – Planning and Policy Measure Adoption (August–November 2025)

This phase supports the translation of strategy into implementable frameworks:

  • Provide technical guidance to policy makers on the structure and components of a Multi-Year Just Transition Implementation Programme.
  • Facilitate at least two workshops with relevant ministries to draft and refine the programme.
  • Support the validation and stakeholder endorsement of JT policy measures based on previously developed policy papers.

  1. Contract Duration and Modality

The assignment is expected to commence in June 2025 and conclude by first week of December 2025 where all deliverables will be reviewed for a final round, in alignment with the implementation timelines of the project activities bundled under this Terms of Reference.

The preferred contracting modality for this assignment is through a Consulting Firm or Consortium with demonstrated capacity to deliver multi-stakeholder policy processes, research outputs, and implementation support across interlinked sectors such as employment, climate adaptation, and industrial transformation.

The consultant team will be expected to operate primarily in Jordan, with a mix of in-person and remote engagements, and ensure participation in coordination meetings, validation workshops, and technical consultations throughout the assignment period.

  1. Coordination and Review Process

The selected Consortium or Consulting firm will work under the direct supervision of the National Project Coordinator at the ILO Jordan Country Office, who will serve as the primary focal point for day-to-day coordination and technical guidance. Further technical assistance and backstopping may be provided by the Regional Just Transition Specialist when needed and required.

All deliverables will be subject to a multi-layered review and validation process, which may include:

  • Internal Review: All technical outputs (e.g., policy briefs, strategy drafts, analytical reports) will first be reviewed internally by ILO Jordan for quality, consistency, and relevance.
  • Stakeholder Engagement: Depending on the nature of the deliverable, the consultant may be required to present drafts to national stakeholders, including representatives from line ministries, workers’ and employers’ organizations, and development partners.
  • Validation Workshops: For key outputs such as the Green Jobs Strategy and the Multi-Year Implementation Programme, the consultant will facilitate structured validation workshops to gather formal feedback and secure endorsement.
  • Bi-Weekly Check-ins: The consultant is expected to participate in bi-weekly coordination meetings with ILO Jordan to report progress, flag bottlenecks, and align on next steps.

All consultation activities will be closely coordinated with the project’s Steering Committee, the Regional Just Transition Specialist, ILO Jordan Country Office Coordinator, and aligned with broader stakeholder engagement processes under the initiatives developed at the ILO Jordan office.

  1. Required Expertise and Team Composition

Given the scope and multi-sectoral nature of the assignment—bridging employment, climate policy, green economy, and social dialogue—a multidisciplinary team is required. The consultant or consulting firm should propose a qualified team that meets the following minimum profile:

Lead Consultant / Team Leader (Just Transition Policy & Strategy Expert)

  1. Minimum 10 years of experience in employment policy, just transition, green jobs, or sustainable development.
  2. Proven experience in advising governments on labour market transformation, policy coherence, or climate-related employment policies.
  3. Demonstrated ability to lead multi-stakeholder processes, coordinate research and policy drafting, and manage delivery timelines.
  4. Advanced degree (Master’s or higher) in public policy, economics, environmental studies, or a related field.
  5. Excellent writing and presentation skills in English; Arabic proficiency is highly desirable.

Sectoral Specialist (Green Economy or Climate Policy Expert)

  1. At least 7 years of experience in green economy development, energy transition, or economic-environmental policy analysis.
  2. Experience with Nationally Determined Contributions (NDCs), multi-year implementation planning, or sector-specific policy design.
  3. Familiarity with Jordan’s policy and regulatory context is an asset.

Policy Researcher (Labour Market & Employment Analyst)

  1. At least 5 years of experience in labour market assessments, enterprise surveys, or quantitative/qualitative data collection.
  2. Responsible for designing and executing the industry survey tool, analysing data, and co-authoring policy reports.
  3. Strong statistical and data visualization skills preferred.

Gender and Youth Inclusion Advisor

  1. At least 5 years of experience working on gender and youth employment in development programmes.
  2. Responsible for ensuring the integration of gender-responsive and youth-inclusive approaches across all deliverables.
  3. Experience facilitating participatory stakeholder processes is an asset.

Other Team Roles (Optional, as relevant)

  1. Communications and reporting specialist (for high-quality formatting and presentation of outputs)
  2. Arabic-speaking facilitator or liaison (if local presence is not embedded in the team)

Please note that the team may include both international and local experts, but proposals with strong local presence and demonstrated contextual understanding of Jordan’s socio-economic and political landscape will be preferred.

2. Proposed Approach and Methodology

  • A clear outline of how the firm intends to undertake the assignment.
  • Proposed analytical frameworks, consultation approaches, and sequencing of deliverables.
  • Risk mitigation strategies and quality assurance mechanisms.

3. Work Plan and Timeline

  • Timeline and work plan aligned with the assignment’s rollout phases and deliverable schedule.
  • Gantt chart or tabulated version showing milestones and activity dependencies.

4. Team Composition and CVs

  • Overview of proposed team members and their respective roles in this assignment.
  • Full CVs of key personnel with proven expertise in policy analysis, labour economics, climate or environmental planning, and gender/youth inclusion.
  • Indication of Arabic language capacity is preferred.

5. Relevant Experience and Work Samples

  • At least two examples of previous work in similar domains (e.g., policy strategy drafting, green economy, JT assessments).
  • References from past clients (with contact details).

B. Financial Proposal

  • A detailed budget breakdown by deliverable as per the ToR.
  • Budget must include:
  1. Professional fees (by expert/day rate and number of days)
  2. Travel and accommodation expenses (if applicable)
  3. Miscellaneous or administrative costs
  • The total cost must be quoted in United States Dollars (USD) and fully inclusive of all taxes, fees, and incidental expenses.

C. Additional Requirements

  • Confirmation of acceptance of ILO contractual terms and payment conditions (to be provided with the official call for proposals).
  • All documents must be submitted electronically in editable formats (e.g., Word, Excel, PDF).
  • Proposals must be submitted in English. Summaries or support materials in Arabic are welcome but not required.

D. Submission Method and Deadline

Eligible consulting firms/consortia must submit their proposals via email to lundm@ilo.org and dukhgan@ilo.org with a subject line: “Application for Just Transition Technical Support – Jordan”. Applications must be submitted no later than June 9th, 2025, and the application must include:

  • Financial proposal in USD (as outlined above)

  • Evidence of relevant past experience (as outlined above)

Late submissions or incomplete applications will not be considered.

**Please note that the financial proposal must be submitted in United States Dollars (USD). Offers received in other currencies will be converted to USD using the ILO exchange rate at the time of bid closure.
