1. Programme Objective

With funding from the European Union, the International Labour Organization is implementing the ENABLE programme to support Lebanon’s most vulnerable populations by fostering economic resilience through employment opportunities. The programme focuses on improving the livelihoods of marginalized communities, reducing dependency on social assistance, and promoting social cohesion by addressing the labour market needs in crisis-affected sectors.

2. Background

Under the EU-funded ENABLE Programme, the International Labour Organization (ILO), in partnership with Lebanese authorities and local stakeholders, is advancing inclusive urban revitalization through targeted interventions in Horsh Beirut. These include the development of a dedicated cycling trail, the rehabilitation of a public skatepark, installation of accessible toilets, restoration of green areas, and on-site training activities that encourage community participation and sustainable maintenance.

To amplify the impact of these infrastructure investments and foster long-term public engagement, the ENABLE Programme will launch a series of vibrant, inclusive events and activities. These include the celebration of International Biking Day (7 June 2025) and International Go Skateboarding Day (21 June 2025) through major public events in Horsh Beirut Park. Additional weekly biking and skateboarding sessions, child-friendly running events, cleaning awareness campaigns, and short-term job creation activities will reinforce the sustainable use and inclusive spirit of this vital green space.

This initiative, titled "Create Jobs, Strengthen Community: Advocating for Horsh Beirut’s Revitalization” links short-term employment and skills-building to long-term investments in sustainable mobility, youth engagement, and equitable access to public space. In line with ENABLE’s inclusive employment goals, 20% of workers mobilized through this initiative will be people with disabilities (PwDs)—ensuring that revitalization efforts are inclusive, socially impactful and representative of Lebanon’s diverse communities.

3.Purpose of the assignment

The ILO is seeking an experienced and community-oriented local NGO to serve as an Implementing Partner (IP) for the planning, organization, and implementation of a series of inclusive public space activities in Horsh Beirut Park under the EU-funded ENABLE Programme. The implementing partner will also be responsible for generating short-term employment opportunities related to park maintenance activities.

This will include the following components:

  • Organizing an event for the International Biking Day – June 2025
  • Organizing an event for the International Go Skateboarding Day – June 2025 (as an opening ceremony for ENABLE’s 1st phase interventions in Horsh Beirut)
  • Organizing 10 biking and skateboarding sessions aimed at bringing youth together and strengthening social cohesion (June – October 2025)
  • Three (3) children’s running events in cooperation with organizations specialized in organizing running events in Beirut
  • Cleaning and recycling awareness campaigns in close coordination with companies specialized in recycling
  • Short-term employment opportunities for park maintenance and logistics (20% PWD participation)

The Implementing Partner will be responsible for ensuring that all activities advance the ENABLE programme’s objectives of sustainable urban mobility, inclusive infrastructure use, and local economic development. The approach must prioritize accessibility, visibility, and strong community participation, particularly engaging youth, families, and vulnerable groups, while also contributing to short-term job creation through community-led maintenance and facilitation roles.

4. Scope of Work

The selected Implementing Partner (IP) will be responsible for the overall planning, coordination, and delivery of a series of inclusive community events and follow-up activities in Horsh Beirut Park, as well as the creation of short-term employment opportunities for park maintenance and logistics. The objective is to activate newly developed public infrastructure, encourage sustained community use, and generate decent work opportunities—particularly for people with disabilities (PWDs), who will constitute at least 20% of the workforce involved in cleaning, logistics, and facilitation.

The IP’s scope of work includes, but is not limited to, the following:

4.1 Event Planning and Coordination

  • Develop a detailed implementation plan and timeline covering all events and activities.
  • Conduct coordination meetings with ILO ENABLE programme staff, the EU Delegation, Beirut Municipality, Organizations of Persons with Disabilities OPDs, and other stakeholders.
  • Secure all necessary permits and venue authorizations.
  • Identify and contract reliable vendors, trainers, facilitators, and service providers.

4.2 Biking Day (June 2025)

  • Organize a public event celebrating International Biking Day.
  • Set up the venue with appropriate signage, booths, adaptive bicycles, and safety gear.
  • Facilitate guided group rides, training workshops for children and beginners, eco-awareness actions, and visibility booths in close cooperation with relevant social enterprises engaged in sports-related initiatives
  • Ensure full accessibility and safety throughout the event.

4.3 Skateboarding Day – Opening ceremony (June 2025)

  • Plan and deliver the public event for International Go Skateboarding Day.
  • Set up the revitalized skatepark for demonstrations, contests, beginner sessions, and youth-oriented engagement activities.
  • Ensure inclusive access to equipment (e.g., skateboards, helmets), along with entertainment and awareness components.

4.4 Periodic Community Activities (June–October 2025)

  • Organize 10 biking and skateboarding sessions on Saturdays.
  • Provide trained facilitators, adaptive sports gear, and first aid support.
  • Monitor participation and ensure inclusive access, particularly for children and PWDs.
  • Conduct routine maintenance and support cleaning during and after each session.

4.5 Running Events for Children

  • Coordinate with a specialized running organization to organize three (3) child-focused running events.
  • Manage registration, safety, hydration, and engagement of parents and schools.
  • Facilitate fun, inclusive participation for youth from diverse backgrounds.

4.6 Cleaning and Recycling Awareness Campaign

  • Design and roll out a community cleaning and recycling awareness campaign.
  • Develop and install educational signage, organize waste-sorting demonstrations, and promote responsible park use.
  • Mobilize short-term workers (at least 20% PWDs) with jobs to support regular park cleaning, bathrooms cleaning and bin maintenance.
  • Provide and distribute eco-friendly cleaning materials and waste management tools.

4.7 Equipment, Logistics, and Accessibility

  • Procure or rent required equipment for biking, skateboarding, and running events (e.g., adaptive bikes, boards, protective gear).
  • Set up all necessary infrastructure: tents, water stations, signage, toilets, sound system, lighting, and seating.
  • Ensure full compliance with accessibility standards for people with disabilities.

4.8 Communications and Visibility

  • Implement communication activities in line with EU and ILO branding and visibility guidelines.
  • Coordinate with local media to ensure coverage of major events.
  • Produce high-resolution photo and video documentation for each event and for weekly sessions, including testimonials or interviews.

4.9 Health, Safety, and Risk Management

  • Develop and implement safety protocols for each event and weekly activity.
  • Ensure provision of basic first aid support, and hygiene stations.
  • Monitor site conditions to ensure the safe and inclusive participation of all community members.

5. Deliverables

The selected Implementing Partner will be required to submit the following deliverables within the agreed timeline. All deliverables must meet the quality, accessibility, and visibility standards of the ILO and the EU.

Deliverable 1: Pre-Event Planning and Coordination

  • Implementation Plan & Timeline:
    A comprehensive plan outlining the schedule, staffing, procurement, and risk mitigation measures for all activities (events and follow-ups). To be submitted and approved at least two weeks prior to the first event.
  • Stakeholder Coordination Report:
    A summary report documenting coordination efforts with ILO, Beirut Municipality, EU Delegation, OPDs such as LUPD, vendors, trainers, and other stakeholders. Must include copies of permits and agreements.
  • Final Event Agendas:
    Detailed programmes for Biking Day and Skateboarding Day, including speakers, activities, and entertainment components.

Deliverable 2: Event Implementation

  • Biking Day and Skateboarding Day Execution:
    • Full implementation of both events as per the approved agenda.
    • Accessibility measures in place (infrastructure, adaptive equipment, inclusive signage).
    • Participation of community members, including PWDs, youth, and families.
    • All equipment, logistics, and branding fully deployed.
  • Children’s Running Events (x3):
    • Safe and inclusive delivery of three short-distance running events.
    • Coordination with running associations, schools, and community groups.

Deliverable 3: Periodic Activities (June to October 2025)

  • Ten Biking and Skateboarding Sessions (June–October):
    • Delivery of Saturday sessions with trained facilitators and equipment.
    • Maintenance of park infrastructure and engagement of short-term workers (80% PWDs).
    • Participant monitoring and engagement reporting.
  • Bi-Weekly Reports:
    • Short reports covering attendance, activities, visibility actions, and observations.
    • High-resolution photos (10 per Saturday session), covering key moments from the weekly sessions, with a focus on inclusive access, branding, and community participation.
    • One (1) video summarizing the weekly sessions.

Deliverable 4: Cleaning & Awareness Campaign

  • Cleaning Action and Awareness Launch:
    • Visibility materials installed (signs, recycling bins).
    • Cleaning kits distributed and activities launched, cleaning kits for toilets.
  • Deployment of Cleaning Workdays:
    • Minimum of 500 workdays delivered (20% PWD workforce), with attendance logs and task summaries, including bathrooms’ cleaning.

Deliverable 5: Visibility and Documentation

  • Photo Documentation:
  • High-resolution photos (minimum 50 per main event), covering key moments from the three main events, with a focus on inclusive access, branding, and community participation.
  • Video Documentation:
    • Three (3) short, edited videos (1 per event), including interviews or testimonials.
  • Visibility & Branding Report:
    • Documentation of all EU, ILO, and ENABLE visibility (banners, booths, materials).

Deliverable 6: Final Reporting

  • Post-Event Reports (x2):
    • Narrative summaries for Biking Day and Skateboarding Day submitted within 10 days of each event.
    • Must include participation data, media coverage, lessons learned, and annexes (photos, feedback, permits).
  • Final Completion Report:
    • A consolidated report covering all activities (events + weekly sessions + running + cleaning), challenges, achievements, financial breakdown, and sustainability recommendations.

6. Duration

The contract will cover the planning, execution, and reporting of all events and related follow-up activities within the specified timeframe.

  • Start Date: expected by 20 June 2025
  • End Date: 30 October 2025

7. Required Experience and Criteria:

The selected NGO should demonstrate:

  • A Proven track record of at least three years working in public parks, including organizing public space activation activities.
  • Successful implementation of at least three large-scale community public events, preferably focused on sports, mobility, or urban inclusion.
  • Proven experience in working with PwDs.
  • Demonstrated ability to mobilize communities and encourage active participation across diverse groups.
  • Capacity to coordinate effectively with local authorities, stakeholders, and other actors.
  • Strong capacity in logistics management, vendor coordination, and stakeholder engagement.
  • Proven commitment to inclusion, gender equality, and accessibility, especially in public events.
  • Ability to deliver visibility and media coverage in compliance with EU and ILO communication and branding guidelines.

8. Payment Schedule

The selected bidder will receive scheduled payments to cover the costs related to event planning, implementation, and reporting. Payments will be disbursed in tranches based on the complete satisfactory delivery of activities and upon the submission of technical and financial reports as per the below:

  • Payment No. 1: 30% or 30,000 of the total contract value, whichever is less, (TBD) upon contract signature
  • Payment No. 2: Up to 70 % of the total contract value will be paid upon the successful completion and submission of deliverables 1, 2 and 5 (Pre-event planning and coordination, Events’ implementation above, Visibility and documentation of events) and their clearance by the ILO focal point(s), and along with the submission of the relevant documentation, invoices, payment requests, and upon the expenditure of 80% of the previous advance, to the satisfaction of the ILO.
  • Payment No. 3: Up to 5 % of the total contract value will be paid upon the successful completion and submission of deliverables 3,4 and 6 (Periodic activities, cleaning and awareness campaigns, final reporting) and their clearance by the ILO focal point(s), and along with the submission of the relevant documentation, invoices, payment requests, etc.

The final payment will not exceed the difference between the total processed prepayments by ILO and the total approved expenses as reported in the final financial report.

The necessary reporting schedule will be shared depending on the final dates of each event, noting that technical progress reports and financial expenditure reports need to be submitted against each instalments.

9. Supervision and Reporting

The selected NGO will report directly to the ILO ENABLE Programme’s Communication and Monitoring Assistant under the supervision of the ENABLE Chief Technical Advisor.

11. Submittals Required

– Official documents reflecting the organization’s legal registration in Lebanon

– Detailed signed technical proposal to include a detailed workplan, suggested list of team personnel along with their CVs, clarifying the title/ responsibility of each personnel against this assignment, list of similar experience in implementing large scale public events and in organizing community activities that include PwDs.

– Detailed signed budget (BoQ template provided in the ToR Implementing Partner for the Inauguration Days Activities | International Labour Organization)

12. Selection & Evaluation criteria of Implementing Partner

  • Only proposals received from registered local non-profit organizations operating in Lebanon will be considered.
  • The ILO invites technical and financial proposals from qualified organizations having relevant experience in delivering similar services as mentioned in this Terms of Reference (TOR) Implementing Partner for the Inauguration Days Activities | International Labour Organization. Technically responsive and financially viable organizations will be chosen following ILO’s procurement rules/procedures on evaluation by ILO team of professionals.
  • Cumulative Evaluation Method will be used for this procurement exercise and Contract will be awarded to highest scorer(s) in Cumulative analysis considering Technical and Financial Evaluation:

Technical Proposal (70%)

The Technical proposal will contain 70% weight, whereas the Technical Evaluation passing score is 50%. Any applying entity that scores less than 50% in Technical Evaluation shall not be considered for financial evaluation.

The technical proposal is expected to be submitted by the bidders in the structure mentioned in the ToR Implementing Partner for the Inauguration Days Activities | International Labour Organization

The technical proposals will be evaluated in accordance with the criteria stated in the ToR Implementing Partner for the Inauguration Days Activities | International Labour Organization.

Financial Proposal (30%)

The financial proposal will contain 30% weight. The bidders shall complete the financial proposal using an excel sheet (detailed BoQ mentioned in the ToR Implementing Partner for the Inauguration Days Activities | International Labour Organization) and submit both the Excel version and the Pdf signed version.

The financial proposal will be evaluated based on price reasonableness and overall cost.
