About the Partner Organisation
For this advisory role, the Partnerships Platform is partnering with the Ministry of Finance and Economic Development (MFED) in Tarawa, Kiribati.
The FMIS Specialist will work closely with all divisions of MFED, but specifically with the Treasury Division. MFED and all relevant Ministries will support this role to ensure that the system captures the gaps and the needs of the Government of Kiribati. This will include a process that will be consultative and transparent.
The Treasury Division will be responsible for ensuring that the Specialist will consult with relevant personnel and Ministries. This will include providing an office space for the Specialist and accompanying the Specialist to relevant meetings.
Position Description
- Duration up to 12 months with possibility of extension
- Location – Tarawa, Kiribati

The purpose of this role is to support the Government of Kiribati (GoK) by providing advice to strengthen and streamline the core Public Financial Management (PFM) system and support GoK in the implementation of its Integrated Financial Management Information System (IFMIS), that serves the needs of MFED and all other government Ministries. This role will be key in assisting MFED ensure that these objectives are met.
In addition, the role will ensure that the Chart of Account, and the FMIS are supportive of the broader reform agenda, particularly in implementing additional capabilities such as program budgeting and reporting. Furthermore, the Specialist will be required to ensure that the scope and cost of the IFMIS are carefully managed.
MFED expects this role to be consultative with all relevant stakeholders, to ensure that the system put in place will help to provide accurate and quality information for decision making.

Selection Criteria
- Tertiary qualifications relevant to information systems, financial management or similar discipline
- A minimum of 8 years’ experience in the implementation of IT systems, preferably in the areas of public sector financial management
- Extensive experience in IT systems development and management in a government context
- Demonstrated excellent conceptual and analytical skills and an ability to understand strategic goals, and outputs, together with a strong track record of excellence in analytical work and policy discussions relating to information systems and technology.
- Strong Information Systems program management skills, including excellent organisational and prioritisation skills, with the ability to set out detailed steps required, follow assigned tasks to completion, and set up monitoring systems.
- Experience in establishing and refining Chart of Accounts (experience in implementing program and activity segments into Chart of Accounts desirable)
- Sound practical knowledge of public administration, with specific knowledge of Public Financial Management
Desirable experience and knowledge
- Experience living and working in a resource-constrained environment.
- Experience using FreeBalance FMIS products.
