Position: Finance & Accounting Manager- Central African Republic (CAR)
Reports to: CAR Country Director
Location: Bangui
Reporting positions: Accountants & Procurement Officer
Status: Full-Time
Position Summary:
The Finance and Accounting manager will be responsible for supervising, tracking, evaluating the day-to-day activities of CAR operations, managing accounting activities to ensure compliance with generally accepted accounting principles, preparing for audits, reviewing payroll, completing the Country’s month end close process, participating in the development and implementation of internal controls, accounting, procurement policies and procedures.
Key Responsibilities:
Budgeting and Financial Management
- Lead the annual budgeting and periodical forecasting process for program and Country offices in consultation with the Country Management Team (CMT)
- Participate in drafting proposals and concept notes
- Support staff with work plan & budget development, technical budget estimates and scenario-based forecasts as needed for program spending
- Monitors overall expenses and revenues to ensure that projections are accurate & the program does not overspend with available revenue
- Design and collaborate with the CMT to implement appropriate financial due diligence procedures for programs and perform financial assessment of the same
- Carry out benchmarking exercises and supplier reviews to obtain value for money on its purchases
- Assessing Country’s performance against both the annual budget and program’s strategic plans determining corrective actions required
- Liaising with banks on credit financial issues
Financial reporting, compliance, and preparation for audits
- Regularly review and recommend update of the accounting and procurement policies and procedures
- Accurately prepare and submit regular grant reports (progress, financial, final) to funders ensuring compliance with reporting deadlines and guidelines and oversee grant –related activities
- Work with other managers and supervisors to ensure compliance with internal policies, statutory obligations, and Donors’ requirements
- Responsible for tax planning throughout the fiscal year; files annual tax return.
- Audit accounts to ensure compliance with local regulations; coordinates with external auditors, take lead in preparation for audits and provides needed information for the internal and annual external audits
- Provides financial analysis with an emphasis on pricing decisions and contract negotiations
- Monitor and review accounting system reports for accuracy and completeness to ensure that all transactions have been correctly posted onto the software and any errors are timely corrected
- Review the staff payroll each month as well as the Provident Fund withholdings and employer contributions
- Liaise with the local authorities and remit any vendor or staff withholding monthly
Procurement and Logistics Management
- Conduct Quarterly physical inventory counts in all offices and update the Asset register
- Review the stock cards for stock in all offices on a quarterly basis to ensure they are accurately updated
- Oversee procurement planning and implementation of an effective and well-documented system of procurement management at all offices
- Support timely and accurate processing and documentation of procurements, review paperwork for accuracy, assess value for money and compliance with WFG procurement policies and procedures
- Implementing a system of internal controls to protect the assets of the company
- Offer guidance to staff in the disposal process of old and obsolete inventory and assets
Capacity Building
- Mentor and coach the accountants and procurement officer, conducting appraisals, and supporting career growth and development as per the organizational capacity building plans
- Conduct monthly/Quarterly field office visits to provide technical support to the field teams, monitor project progress, identify potential issues and propose actions to the Country Director on how to address them
- Regularly train the team on the implementation of accounting & procurement policies & procedures to ensure compliance
Required Skills/Abilities:
- Excellent leadership, supervisory, analytical, & time management skills.
- Self-starter, flexible, and high level of integrity
- Must be fluent in French, English and Microsoft Excel
- Experience with discovering process gaps, designing and implementing systematic improvements
- Knowledge of Financial Reporting and Auditing Standards
- Proficient in Microsoft Office Business central or similar software, with an aptitude for learning new software systems
- Excellent written and verbal communication skills
- Excellent creative problem-solving skills
- Travel to various WFG field offices within CAR on a regular basis, as needed
Education and Experience:
- Bachelor’s degree in accounting, financial management or Business Administration required
- Five years or more of related experience in an International NGO
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer. Must be able to lift up to 25 pounds at times
