Summary
We are seeking a skilled and versatile Manager for Monitoring, Evaluation, Accountability, and Learning (MEAL) data, data quality, and information use. The Manager, MEAL will lead key initiatives and activities supporting the Associate Director of MEAL across a wide range of data management and decision systems essential to the work of all MiracleFeet leadership, staff, and partners. They will work across teams to strengthen approaches, metrics, and data essential to our support of treatment and program quality, especially focusing on standards of consistent and reliable data and analysis.
Key tasks include compilation of clinical quality indicators and other data for external reports; routine or on-demand extraction and/or analysis of data for staff, partners, or major donors; and, in context of selected surveys or studies, management of recruiting, training, fieldwork/data quality assurance, analysis, or report production. Additional core responsibilities include country or regional program management support, business development or donor relations tasks, and leading MEAL activities related to the annual grants renewal cycle. The Manager, MEAL meets existing needs while leveraging available opportunities to strengthen organizational M&E. The ideal candidate is highly collaborative with exceptional communication skills, who understands MEAL as a function supporting programs by a sharp focus on quality results measurement, accuracy and transparency, and timely deliverables. Specific leadership elements of the role will depend on the skill set of the successful applicant.
This position reports to the Associate Director of MEAL within the Technical Team, which includes MEAL, Clinical, and Digital/Product staff. The MEAL Manager also works closely with Programs and other leadership. This is a Full-time, 40/hr. week exempt position based in central NC/Eastern US or remotely in a partner country (listed on website).
Key Responsibilities:
Best Practices leadership and support
- Lead assigned Clinical/MEAL activities and tasks that strengthen MiracleFeet data systems, approaches, and tools to enhance Clinical data use in management of treatment quality.
- Lead assigned MEAL engagement with Digital/Product activities and tasks that strengthen tools or operations supporting quality in data entry, management, presentation, and use, with emphasis on data quality essentials and other relevant MEAL principles.
- Lead or support design, development, and communication of MEAL and Clinical indicators to promote capacity and competencies in information use across the organization.
- Support best practices in data privacy protections with respect to use of patient records, child safeguarding and parental rights, and boundaries on sharing or use of data in research or other requests beyond managing patient care and treatment.
Technical M&E systems and operations
- Lead assigned initiatives to develop, operationalize, and assure accuracy and completeness in measures used by Clinical and Programs teams to ensure quality care and treatment.
- Lead or support development and maintenance of systematic processes or SOPs and other documentation governing data practices and use in Technical tasks and across all teams.
- Support development and operations of field data quality assurance processes, especially aspects of Digital/Product data collection and management or use at clinic level.
- Support or lead development of data audit approaches suitable for MiracleFeet, partners, and/or major donors.
Special initiatives and collaboration
- Design and lead special studies, evaluations, or other learning opportunities, including if/as needed management of outsourced evaluations, research activities, or consultancies.
- Support MiracleFeet communications in external reporting of accurate measures correctly presented as part of selected major donor relationships and key external deliverables.
- Test and validate M&E/evaluation approaches to measure results or efficiency of selected new or innovative approaches, or to meet information requests from certain donors.
- Meet needs for quantitative data analysis to support staff or partner efforts to learn about and improve clinical treatment quality or results and programmatic effectiveness.
- Lead or support design and development as well as quality execution and oversight of routine MEAL, program, or activity evaluations, and other ad hoc assessment activities.

Minimum Qualifications
- Master’s degree or higher in a relevant discipline such as public health, social science methods, or other related fields (methodological skills strongly preferred)
- 8+ years of professional experience directly designing and implementing M&E activities for complex programs in low-resource settings (M&E for clinical health projects a plus)
- Demonstrated mastery of diverse measurement and analytical techniques & skills as typically utilized in development/aid/assistance contexts
- Excellent written, analytical, and verbal communication skills in English, including skills to synthesize information quickly and communicate effectively to a variety of audiences
- Experience and expertise using technology tools to manage, report, and analyze data (proven competencies across platforms or applications strongly preferred; relational database skills strongly preferred; R skills a plus; strong survey tools development a plus)
- Flexible to needs and time zones across MiracleFeet staff and partners, with strong adaptive skills and self-discipline to resolve typical work challenges in low- and middle-income countries while delivering multiple/diverse tasks to deadlines
- Quick and enthusiastic learner, positive attitude, problem-solving mindset
Preferred Knowledge, Skills, and Abilities
- Field experience in more than one cultural/geographic region (LMICs) strongly preferred, or demonstrated cross-cultural sensitivity appropriate to work collaboratively and effectively across diverse HIC and LMIC contexts
- Experience designing, planning, and delivering M&E tasks using a range of data collection tools and analytical approaches strongly preferred
- Expertise in rules governing biomedical and behavioral interventions or research studies that protect participants (e.g., informed consent, exposure to risks, data privacy) strongly preferred
- Experience designing and delivering technical training to non-technical learners (e.g., M&E for Program Managers) and/or experience building local capacity to use M&E or data
- Effective communication of complex data and results appropriate to information consumers at different levels of technical expertise or understanding, in reports or slides, charts or tables
- Professional competence in at least one major second language used in an important program country or region, e.g., French, Spanish, Arabic, etc.
