The proposed action, “Inclusive specialized services for vulnerable persons, including persons with disabilities,” aims to improve access to functional rehabilitation and MHPSS services and promote the inclusion of persons with disabilities in humanitarian response through specialized and tailored functional rehabilitation, mental health, psychosocial, and referral services. Among other needs identified, this action will also specifically address gaps in accessing immediate needs of assistive products, including prostheses and orthoses, to persons in need, including persons with disabilities, injuries, impairments, older persons, children, and women.

Technical Officer—MHPSS – 1 position

Location: Noida, Uttar Pradesh
Key Responsibilities:
1. Provides guidance and technical support to projects following the overall technical frameworks and standards within the sector
- Provides appropriate technical guidance and support to senior/project managers and the project teams
- Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
- Develop and adapt project documentation (such as IEC materials, Guideline SOPs, Training materials, etc.) as required, following global technical norms and standards.
- Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
- If relevant, ensures coordination and collaboration with the partners of the project as delegated by the Senior/Project managers or Technical Specialist.
2. Provides technical learning from projects
- In collaboration with the respective Sectorial Technical Specialist, contributes to technical learning under the responsibility of the Senior/Project managers, based on good practices.
- Contributes to the development of the terms of reference for evaluations and supports the implementation of the same at the field level.
- In collaboration with senior project managers, implements recommendations for improving the technical quality of project deliverables provided by the technical Specialist from time to time.
3. Contributes to capacity building/professional development
- Contributes to the recruitment of project staff and partners’ staff (when relevant) in your technical sector/domain.
- Contributes to or leads the necessary technical training and capacity development initiatives for project staff, partners’ staff, and external participants in your field of expertise or as per project needs.
- Contributes to the skills upgrading plan for professionals (internal ProjectStaff) in their technical sector/domain.
- Can contribute to the development of a local talent pool within its technical perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs)
4. Contributes to ensuring HI’s technical influence and business/proposal development within the sector
- Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks, technical platforms, and with local partners as delegated by the respective Sectorial Technical Specialist.
- Contribute to the proposal development process (including need assessment, designing interventions, and writing technical proposals) for the sector.
Qualifications and Skills Required:
- At least a Bachelor’s degree in the specific technical domain, Psychology/Clinical Psychology. A master’s degree in the specific technical domain is given preference.
- Minimum 3 years of experience in his or her professional field in a senior-level position or a similar position.
- 2 years of Training and facilitation experience.
- Desired experience in project management/coordination
- Communicates in a clear, concise, and responsible manner with respect for the interlocutor (adult or child); adapts his/her mode of communication and message, particularly in the context of intercultural communication, and at a distance.
- Identifies problems and activates solutions; knows how to raise problems
- Can accompany and motivate a person/group.
- Well-versed in MS Office (must be in Excel and PowerPoint) and ICT & web-based management systems .
- Team player
- Fluency in English and Hindi. Knowledge of Mizo, Odia, and other regional languages is an advantage.
