Overview of position
Background information on our client:
- Our client is an operational arm of the United Nations (UN), supporting the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world. Mandated as a central resource of the UN, they provide sustainable project management, procurement & infrastructure services to a wide range of governments, donors & UN organisations.
Background information on Peace & Security Cluster (PSC):
- For over 20 years, our clients PSC has provided portfolio & project management services in the area of mine action & explosive hazards, that are reinforced by comprehensive management & oversight controls.
- Under this umbrella, the cluster is responsible for the implementation of projects that, through the engagement of inputs such as personnel, third parties, assets & other resources, deliver activities that produce substantive mine action outputs.
- Project management is conducted in line with our clients Project Management Manual (PMM), which incorporates best practices in the field, as well with a view to quality & cross cutting initiatives such as workforce, talent management; knowledge & information management; health, safety, social & environmental management; gender parity, mainstreaming, diversity & inclusion. This comprehensive delivery platform is implemented in accordance with partner requirements & in line with our clients rules & regulations through the leadership of the Cluster Director, who has the overall authority & accountability for the performance of PSC on behalf of its clients.
Background information – PSC Palestine project unit:
- The program is seeking the immediate deployment of multiple EOD Officers into Southern Gaza. The situation in Gaza is highly kinetic with heavy bombardment from air land & sea, the living conditions are spartan. The deployed individuals will be expected to live & work in this challenging humanitarian environment. The individuals deployed will be expected to effectively work with a broad range of UN staff across all ranges of seniority. S / he will be deployed on a daily basis to conduct hands on tasks in a high risk operating environment. It must be stressed that these positions are directly operational, our client is directly responsible for all streams of EOD work & does not have an implementing partner.
- The EOD Officers will be required to adhere strictly to UN security protocols & guidelines. The safety & security of the EOD Officers & the local population are of paramount importance to our client.
Role objectives
The individual will report directly to the Head of Operations on all activities conducted during missions & will be integrated within the EOD Officer’s team. This team is under the program leadership of the Head of Project Unit & under the authority of the Chief of Mine Action Program. Specific responsibilities include but are not limited to:
Operations, implementation & monitoring:
- Conduct rapid & comprehensive risk assessments to identify priority areas for EOD operations.
- Plan & execute EOD operations as tasked by the Senior Operations & Coordination Advisor.
- Plan & execute assessments of UN facilities, that are sheltering civilians, that have been impacted by explosive ordnance & assess them for continued safe occupation.
- Liaise with humanitarian organizations, local communities & relevant stakeholders to communicate risks & coordinate response efforts.
- Support humanitarian convoys by verifying that routes are safe to transit.
- Be ready to safely & semi remotely remove or mark & avoid any ERW hazard found on the route.
Stakeholder management:
- Effectively coordinates with multiple UN & humanitarian partners.
- Represents our clients program for the occupied Palestinian territories (oPt) to humanitarian partners on a working & operational level.
Impact of results are but not limited to:
- The effective & successful performance by the EOD Officer directly impacts the achievement of our clients project deliverables, their program results & consequently reinforces the visibility & image of our clients oPt program.
Project reporting
- The individual will report directly to the Head of Operations on all activities conducted during missions.
Key competencies
- Master’s degree or equivalent with a minimum of 5 years of relevant experience is required, in lieu of the masters degree or equivalent a bachelor’s degree with a minimum of 7 years of relevant experience may be accepted or a minimum of 11 years of military or police experience or mine action experience may be accepted.
- Certification in EOD Level 3+ qualification (Aerial Bombs , Guided weapons as described in test & evaluation protocol 09.30 / 01/2022) is required.
- IEDD qualification through internationally military & / or civilian accredited training is required.
- EOD / IEDD qualifications must be from organisations that train & educate EOD / IEDD Specialists in accordance with IMAS standards. Individuals are responsible for providing proof of completion.
- Relevant experience is defined as experience in explosive threat mitigation.
- Experience using information management systems such as Information Management System for Mine Action (IMSMA) is desired.
- Fluency in English is a requirement.
A minimum of 3 years of proven & applicable experience (within the past 10 years ) in humanitarian mine action operations & in particular previous experience managing / implementing at least one of the following activities:
- Explosive Ordnance Disposal (EOD) in single, multiple & bulk demolitions.
- Non Technical Survey (NTS).
- Technical Survey (TS).
- Battle Area Clearance (BAC).
- High Risk Search (HRS) & / or Improvised Explosive Device Disposal (IEDD).
Experience applying of the following standards is required:
- International Mine Action Standards (IMAS).
- International Ammunition Technical Guidelines (IATG).
Team management
- This role has no team management responsibility.
