The Democratic Republic of Congo has received funding from the International Development Association (IDA) in the form of a credit, through the Projet de Stabilisation et de Relèvement de l’Est de la République Démocratique du Congo (RDC) – Projet STAR EST.

One of the components of this project is Gender Based Violence prevention and response. The STAR EST Project is seeking the consultancy services of IRC in the DRC as an umbrella INGO to ensure the Prevention of Gender-Based Violence and integrated support for survivors and other vulnerable people at community level in the Provinces of North Kivu, South Kivu and Ituri. The IRC will coordinate, support and ensure capacity building of partner structures working in the care of GBV survivors, in particular the NGO SOFEPADI and the 5 Integrated Multisectoral Services Centers (CISM) targeted by the Project.

To this end, a team comprising 7 key positions will be recruited: Chief of Party, Monitoring and Evaluation Manager, Environmental and Social Risk and Impact Management Expert, Medical Pillar Manager, Psychosocial Pillar Manager, Financial Management Manager and a Logistics Manager.

Job description

Under the supervision of the Country Director, in collaboration with the Deputy Director of Programs (DDP), and in close coordination and collaboration with partners, the Chief of Party (COP) will provide managerial and technical leadership for delivery activities and oversee the management of the project management team. He/she will manage the 6-month GBV prevention and response project funded by the International Development Association (IDA) in Eastern DRC (North Kivu, South Kivu and Ituri)

He/she will provide supervision and strategic direction, report to the Project Management Unit and ensure that the proposed project is implemented in accordance with the project agreement and internationally recognized aid quality standards. He/she will ensure effective collaboration with partners (5 Integrated Multisectoral Service Centers, the national NGO SOFEPADI), Provincial Health Division teams, various development and health partners, and civil society organizations, the field team, IRC’s Central African regional advisors and other stakeholders to facilitate the timely delivery of a comprehensive, technical package of services/deliverables.

He/she will ensure the smooth running of programmatic activities and budget monitoring in all selected localities: implementation of action plans, regular monitoring of activities and feedback of relevant information, preparation of periodic activity reports for the donor, human resources management, interface with other IRC departments (Finance, Operations, Grants…). He/she will provide updates on the project, discuss strategies, challenges, performance plans and monitoring and evaluation.

This position is subject to funding, and the selection of the final candidate is subject to approval by the donor.

Responsibilities

Within the framework of this project, the tasks of the position will be specifically, but not exclusively to :

• Provide high quality leadership, with hands-on technical and management direction, ensuring that project deliverables are in line with the performance framework and comply with all SOPs and donor requirements.

• Together with the team, draw up work plans and the overall project schedule.

• Lead the quality of project cycle meetings throughout the project period.

• Support the M&E Manager in setting up an effective, efficient and high-quality M&E system, in line with the proposal as well as IRC M&E standards and donor requirements.

• Ensure compliance with and implementation of schedules, workplans and M&E processes established with the M&E Manager, by organizing regular updates and reviews with teams.

• Regularly assess the progress and quality of deliverables, including through pre-planned supervisory visits.

• Manage the project’s human resources (recruitment, performance targets, training, coaching, appraisals, leave, etc.).

• Work closely with other IRC departments (ICT, finance and logistics) to ensure timely delivery/processing of internal requests/program purchases.

• Ensure effective management of the project’s budget/financial resources in compliance with all IRC financial procedures, including the creation and monitoring of expenditure plans and budget tracking.

• Ensure strict compliance with the financial procedures and requirements set by the project donor, particularly with regard to the supply chain.

• Ensure regular supervisory visits to the field to assess the progress of activities.

• Keep supervisor informed of bottlenecks and make proposals for timely solutions

• Foster a collaborative working environment within the team and with partners by encouraging the sharing of difficulties encountered and lessons learned.

• Ensure that the feedback and complaints mechanism set up for the project is working properly.

• Validate quarterly schedules of activities implemented by partners

• Monitor project activities implemented by project partners

• Contribute to the capacity building of partners’ technical staff.

• Work with the project finance manager to ensure that partners’ expenses comply with donor procedures.

• Support partners in producing narrative and financial reports on time

• Ensure compliance with the project communication plan by the IRC and partner teams

• Ensure compliance with the donor communication and visibility policy on communication media, visibility tools and digital content where necessary.

• Organize regular formal and informal debriefings with the Project Management Unit.

• Maintain active and cooperative relationships with all key stakeholders, including government representatives, centers of excellence (Heal Africa and Fondation Panzi), other implementing agencies and related institutions.

• Together with the M&E Manager, carry out an overall evaluation of the project, including the identification and sharing of best practices, main challenges and solutions implemented, and the analysis and formalization of results and main achievements.

• Ensure the production of quality reports, both narrative and financial, are sent to the donor according to the agreed schedule

• Represent the project in Clusters or sub-working groups related to project activities and ensure the dissemination of information on project achievements and lessons learned

Qualifications

• Minimum of a Master’s degree (BAC+5) in social sciences, preferably in public health or project management.

• Proven relevant experience in GBV project management of at least 5 years.

• Knowledge of the areas of intervention and the problems of the populations concerned highly desirable.

• Specific experience in coordinating and managing projects financed by the World Bank, UNFPA and other development partners in the health and social sector as Coordinator is highly desirable

• Excellent oral and written communication skills in French (English would also be a real asset) and interpersonal skills with the ability to interact productively with a wide range of actors at all levels

• Proven track record in writing high quality donor reports and good budget management
