Job Purpose
We are seeking a highly skilled Supply Chain Expert with expertise in the following areas:
- Procurement & Logistics Management
- Supply Chain Optimization
- Humanitarian Supply Chain & Emergency Response
- Risk Management & Compliance
- Capacity Building & Training
The ideal candidate will provide strategic supply chain insights, develop efficient logistics systems, and ensure compliance with donor and international standards. This is a hybrid model (remote or on-site), project-based role, with successful candidates being included in ProLeap Development Group’s permanent consulting talent pool for future assignments. The Finance Expert will report to the senior leadership/client and collaborate closely with project teams to provide financial guidance and best-practice solutions.
Key Responsibilities:
Procurement & Logistics Management
- Design and implement procurement policies and supply chain management frameworks.
- Manage end-to-end procurement processes, ensuring cost-effectiveness and compliance.
- Develop supplier selection strategies and maintain vendor relationships.
- Oversee inventory management and warehousing best practices.
- Streamline procurement workflows for humanitarian and development projects.
Supply Chain Optimization
- Analyze supply chain operations to enhance efficiency and sustainability.
- Implement digital tools and automation to improve supply chain visibility.
- Develop strategies to reduce costs and improve service delivery.
- Identify key performance indicators (KPIs) to monitor supply chain effectiveness.
- Support organizations in adopting sustainable and ethical sourcing practices.
Humanitarian Supply Chain & Emergency Response
- Develop and implement emergency response logistics plans for crisis situations.
- Support the rapid deployment of humanitarian aid and relief supplies.
- Establish contingency planning frameworks to mitigate supply chain disruptions.
- Coordinate with humanitarian actors to ensure timely and effective responses.
- Ensure compliance with international standards such as Sphere and Core Humanitarian Standards (CHS).
Risk Management & Compliance
- Conduct supply chain risk assessments and develop mitigation plans.
- Ensure adherence to donor procurement regulations, including USAID, EU, UN, and World Bank guidelines.
- Strengthen anti-fraud, anti-corruption, and ethical procurement policies.
- Oversee compliance with health, safety, and environmental (HSE) standards.
- Conduct due diligence assessments on suppliers and logistics partners.
Capacity Building & Training
- Provide training and mentoring to procurement and logistics teams.
- Develop supply chain management toolkits and operational guidelines.
- Conduct workshops on donor procurement policies, risk management, and logistics planning.
- Support local partners in building resilient supply chain systems.
- Promote knowledge-sharing initiatives to enhance supply chain expertise within development and humanitarian organizations.
Qualifications:
- Advanced degree in Supply Chain Management, Logistics, Business Administration, Procurement, or a related field.
- 7-10 years of experience in supply chain management, procurement, or logistics roles.
- Proven expertise in humanitarian supply chains, donor procurement compliance, and logistics operations.
- Experience working in humanitarian, development, or donor-funded programs.
- Strong knowledge of international procurement regulations, including GIZ, ECHO, USAID, EU, UN, and World Bank policies.
- Excellent analytical, problem-solving, and stakeholder engagement skills.
- Strong written and verbal communication skills in English; proficiency in Arabic is a plus.
- Professional certifications such as CIPS, APICS, CSCP, CLTD, or other recognized supply chain certifications are highly desirable.
