Job Purpose

We are seeking a highly skilled Finance Expert with expertise in the following areas:

  • Financial Management & Compliance
  • Grant & Donor Financial Reporting
  • Budgeting & Forecasting
  • Risk Management & Internal Controls
  • Financial Capacity Building

The ideal candidate will provide strategic financial insights, develop robust financial systems, and ensure donor compliance for development and humanitarian programs. This is a hybrid model (remote or on-site), project-based role, with successful candidates being included in ProLeap Development Group’s permanent consulting talent pool for future assignments. The Finance Expert will report to the senior leadership/client and collaborate closely with project teams to provide financial guidance and best-practice solutions

Key Responsibilities:

Financial Management & Compliance

  • Develop and implement financial policies, procedures, and systems to ensure operational efficiency.
  • Ensure compliance with international financial regulations and donor/client requirements.
  • Provide financial oversight and guidance for development and humanitarian projects.
  • Conduct financial checks and risk assessments to strengthen financial governance.
  • Monitor cash flow and provide financial sustainability recommendations.

Grant & Donor Financial Reporting

  • Prepare financial reports in accordance with donor guidelines and regulatory requirements.
  • Ensure timely and accurate grant reporting, reconciliation, and documentation.
  • Develop financial dashboards to track grant expenditure and project budgets.
  • Collaborate with program teams to align financial reporting with project implementation.
  • Assist in proposal budget development and donor compliance reviews.

Budgeting & Forecasting

  • Lead the development of annual budgets and multi-year financial plans.
  • Conduct financial forecasting to support decision-making and risk mitigation.
  • Analyze financial data to improve cost-effectiveness and resource allocation.
  • Provide financial modeling and scenario analysis for strategic planning.
  • Train teams on financial planning and cost recovery mechanisms.

Risk Management & Internal Controls

  • Design and implement internal control frameworks to mitigate financial risks.
  • Conduct financial due diligence for partners, vendors, and sub-grantees.
  • Strengthen anti-fraud and anti-corruption mechanisms within financial systems.
  • Ensure adherence to financial best practices, including IFRS and GAAP standards.
  • Support organizations in financial restructuring and policy enhancements.

Financial Capacity Building

  • Provide training and mentoring to finance teams on donor compliance and financial management.
  • Develop toolkits and guidelines to enhance financial literacy among program staff.
  • Conduct workshops on grant management, cost allocation, and reporting requirements.
  • Support local partners in building financial resilience and sustainability strategies.
  • Foster a culture of financial accountability and transparency within organizations.

Qualifications:

  • Advanced degree in Finance, Accounting, Business Administration, Economics, or a related field.
  • 10 years of experience in financial management, donor compliance, and grant administration.
  • Proven expertise in financial analysis, budgeting, and risk management.
  • Experience working in humanitarian, development, or donor-funded programs.
  • Strong knowledge of international financial regulations, including IFRS, GAAP, and donor policies (e.g., FCDO, USAID, ECHO, GCC, EU, UN).
  • Excellent analytical, problem-solving, and stakeholder engagement skills.
  • Strong written and verbal communication skills in English; proficiency in Arabic is a plus.
  • Professional certifications such as CPA, ACCA, CMA, CFE, or CFA is highly desirable.
