Shelter Officers – reference: 5534

For the projects of the Aide Internationale de la Croix-Rouge luxembourgeoise asbl (AICRL), on a 12-month fixed-term contract (full time), starting asap. The position will be based is one of our countries of intervention in Africa.

The AICRL continuously provides housing solutions for families displaced or affected by disasters around the world. It pays special attention and shows a strong commitment to the African continent. Its humanitarian habitat and shelter operations aim to ensure that communities in the sub-Saharan region are better prepared to manage disasters—whether human-made or natural -, particularly regarding emergency shelter, and that shelter aid in the region is provided timely, assuring quality and promoting later long-term resilience.

AICRL’s Shelter Research Unit (SRU) is a technical support unit based in Luxembourg, at AICRL’s headquarters. Its mission is to provide technical support to our Country Desks, Head of Missions and field teams in the planning and implementation of their habitat and shelter-related programs, with the aim of developing solutions adapted to contexts of natural or human-made disasters and promoting research and innovation according to the specific needs of each context.

We currently offer two positions, both under an AICRL 1-year consultancy contract:

  • One Shelter Officer to give on-site technical support to AICRL’s humanitarian habitat and shelter programmes / projects in our countries of intervention in West Africa region (currently Benin, Burkina Faso, Chad, Mali and Niger)
  • One Shelter Officer to give on-site technical support to AICRL’s humanitarian habitat and shelter programmes / projects in our countries of intervention in East Africa region (currently Burundi, Democratic Republic of Congo (DRC) and Madagascar)

Responsibilities:

  • On-Site Construction Supervision and Reporting
  • On-going Construction Projects Support
  • Shelter Cluster Representation
  • Internal Coordination

More specifically, the main objectives of the role will be the following:

Programme / Project Proposal Drafting and Support:

  • Support the drafting and submission of AICRL-SRU’s projects;
  • Provide feedback and contributions to the programme / project proposals developed by the Country Desk and Head of Missions, as required.

Project Management:

  • Ensure the quality of construction work in compliance with the approved design, technical drawings, cost estimate documentation and applicable building codes and legal frameworks;
  • Monitor compliance of the scope and type of work with the project documentation and approved budgets;
  • Timely identification and resolution of deficiencies discovered during the construction process, potential risks and non-complaint executions;
  • Ensure adherence to the timelines specified in the work schedules;
  • Monitor project execution, by following up with the different construction project’s stakeholders.

Technical Drawings and Document Reviewing:

  • Verify the availability and compliance of design and cost estimate documentation;
  • Approve technical changes in the project, if necessary. Construction Monitoring:
  • Perform on-site inspections on on-going projects, in the geographical areas aforementioned;
  • Verify adherence to project documentation, construction technologies, and safety standards;
  • Control the quality of construction materials used and construction works’ activities performed.

Stakeholder Coordination:

  • Work with contractors to ensure adherence to contractual obligations;
  • Liaise with partner National Societies and local authorities, as required;
  • Provide timely updates to the project donors on the progress of the work.

Evaluation and Reporting:

  • Prepare regular reports on construction/reconstruction progress;
  • Document deviations from project solutions and provide recommendations for their resolution, and perform risk identification and mitigation accordingly;
  • Prepare final reports upon projects completion.

Qualifications:

  • University degree in Civil Engineering or Architecture;
  • At least 5 years of experience working in the coordination / supervision of shelter / construction humanitarian projects, at the field level (experience in the intervention countries and/ or with the Red Cross Red Crescent Movement is highly desirable);
  • Solid experience in construction project management (having a project management certificate, like Prince2 or PMP, is highly desirable);
  • Knowledge and experience of sustainability in construction and bio-based materials (eg. earth, bamboo, natural fibers, etc.) (preferred);
  • Fluency in French (English and/or any official languages of the countries of intervention are highly desirable);
  • Proficiency in computer skills and design software (AutoCAD and/ or Archicad);
  • Strong negotiation, communication and teamwork skills;
  • Being based in one of the aforementioned countries of intervention (preferred).
